MATERNAL AND INFANT HEALTH COMMUNITY DEVELOPMENT REPRESENTATIVE
GENERAL DEFINITION
This is public health community organization work developing and monitoring community
participation in maternal and infant health programs. Employees in this class identify program areas and
functions for inclusion in maternal and infant services, and participate with other health service workers
in assuring community participation in the delivery of services to women and children. Providing
leadership for community maternal and infant health agencies and implementating consumer participation
programs for such services are major aspects of the work. Work is performed under the direction of an
administrative superior.
ALLOCATING FACTORS:
(The following conditions must be met for a position to be approved for this class.)
- These positions must organize and meet with community representatives to determine
maternal and infant health issues in need of resolution.
- These positions must work in the Maternal and Infant Health Division of the Health
Department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Identifies service needs, priorities, and location of services for community and neighborhood
groups; defines service standards and evaluates program based on general community participation
requirements and policies established by the Maternal and Infant Health Division; provides leadership,
advice and organizational assistance to community groups to mobilize effectively to meet health needs
of women and children.
- Develops recommendations for and implements policy in the area of community participation;
identifies program areas and functions for the development of community organizational units and staffing
patterns; provides advice to community maternal and infant health agencies in the planning,
implementation, and evaluation of community organization program activities; monitors and consults in
the development of sound management practices for contracted agencies.
- Reviews the efforts of community maternal and infant health groups to obtain community
participation in the delivery of services; gathers factual data on various models of community
participation in the delivery of services; evaluates their effectiveness in achieving community
participation; makes recommendations for new or modified mechanisms for community-agency
interaction; insures that citizen participation in community maternal and infant health agencies is
representative of the community.
- Assesses the effectiveness of community-oriented programs; prepares reports on the progress and
achievement of community participation in the overall maternal and infant health service plans; attends
public meetings of community groups; participates in discussions about community maternal and infant
health problems; attends staff conferences to discuss the development and implementation of community
participation policy; informs and advises departmental administrators in community-related matters.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- principles and techniques of organizing citizens and community groups for participation
in community health projects.
- the community resources and public agencies which can be employed to assist in meeting
community health and social problems.
- the programs, organizations and objectives of public and private health and welfare agencies.
- the methods and techniques of disseminating information to the public.
ABILITY TO:
- stimulate community action and develop community organization groups.
- gather, analyze and evaluate data and to recommend action relating to community needs and
resources.
- identify and resolve problems between public health agencies and community organization
groups.
- speak effectively in public and to express ideas clearly and in writing.
- establish and maintain effective relationships with associates, community leaders and groups,
representatives of public and private health agencies, and the general public.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the
minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 12/91.)
EDUCATION:
- Completion of a bachelor's degree program at an accredited college or university.
AND
GENERAL EXPERIENCE:
- Two years of maternal and infant community organization experience working to overcome
problems related to the health of mothers and their babies.
Or any equivalent combination of education and experience determined to be acceptable by the
Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
