HIGHWAY ENGINEERING MANAGER
GENERAL DEFINITION
This is administrative engineering work directing, through subordinate engineering
supervisors, the major highway design programs for the Street's Department. The employee in
this class coordinates the City's major highway design projects with regional, State, and Federal
agencies, which includes directing the City's intermodal engineering program with regard to
intermodal facilities and structures. Determining that designs conform to city policy and that
specifications cover all aspects of the work and include special state and federal provisions are
significant aspects of the work. Work is performed under the general direction of an
administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a
position to be approved in this class.)
- The position must report to the Chief Engineer and Surveyor.
- The position must supervise highway design programs through subordinate engineering
supervisors.
- This position must be responsible for all highway and expressway capital improvement
projects which includes design projects for the City's intermodal program.
- Only one position can be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs, through subordinate supervisors, detailed reviews of all proposed expressway,
major highway, and intermodal designs and plans; determines and evaluates proposed projects;
evaluates improvement schemes, including alternative analysis, cost estimates and related data;
manages and directs project advancement from inception through design process, awarding of
contract, and final construction phase.
- Directs, through subordinate supervisors, the preparation of the department's Highway,
Capital Improvement Program, and intermodal projects; conducts feasibility studies and project
justifications; prepares data required by federal and state regulations for federally funded
projects; reviews and approves budgets pertaining to major highway projects; supervises the
preparation of budget data and manages the City's portion of PennDot and regional highway
programs
- Directs, assigns, and reviews the work of assigned engineers and outside consultants in
the creation and revision of design plans; oversees the development of designs, plans,
alternatives, specifications, contract documents, schedules, and estimates for highway
improvement projects; reviews, justifies, and recommends bids to be selected and awarded for
highway construction projects; directs preparation of required environmental clearance statements
and documents for federally funded projects as stipulated by federal law.
- Coordinates design projects with utility and mass transit companies and agencies, City
departments, and residential and business groups that may be affected by highway projects;
monitors highway and intermodal construction projects, including community liaison and
construction engineering/redesign and construction consultation where required; determines
proper coordination and interrelationship between and among transportation modes such as,
motor vehicles, pedestrians, bicyclists, and railroads; ensures safe and efficient interface between
competing modes.
- Evaluates demand for in-house engineering services, to assess need for retention of
outside engineering firms for design projects; monitors estimates of hours and costs for
evaluation of consultants' fees; ensures projects and designs adhere to current engineering
standards and government regulations.
- Resolves problems involving complex engineering, technical, and/or procedural issues;
consults with appropriate federal, state, and city officials on highway issues, including liaison
with neighboring boroughs and townships that may share border roads.
- Serves as a liaison to PennDot, City departments, and surrounding governments on
matters related to highways; testifies in legal proceedings such as Public Utility Commission
hearings; provides assistance to agencies and the general public regarding the City's highway
network.

for the design and construction of expressways and highways.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 6/93.)
EDUCATION
- Completion of a Bachelor's degree program at an accredited college or university with
major course work in civil engineering.
AND
GENERAL EXPERIENCE
- Three years of civil engineering experience
AND
SPECIFIC EXPERIENCE
- Four years of highway engineering experience, two of which have been at the second
supervisory level, or performing bridge or highway engineering project management
work advancing the City's capital programs from the design phase to construction.
OR
Any equivalent combination of education and experience determined to be acceptable by
the Personnel Department that has included a Bachelor's degree and the specific experience
described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions
required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Registration as a professional engineer with the Pennsylvania State Registration Board for
Professional Engineers prior to appointment and during tenure of employment as a Highway
Engineering Manager.
