CHIEF STREET LIGHTING ENGINEER

This is administrative engineering work directing a city-wide street lighting and energy management program. Work includes the engineering management of street lighting installation and maintenance activities through subordinate supervisors and outside contractors. The employee in this class is responsible for the review and approval of street lighting designs prepared by subordinate engineering staff and private consulting engineers and architects, and the preparation of street lighting installation and maintenance contracts for work performed by outside contractors. Performing duties as the departmental energy director, developing policy statements on electrical energy and lighting issues, reviewing and approving monthly electrical utility power bills and developing and recommending proposals to refine operating procedures in order to increase productivity and reduce operating costs are significant aspects of the work. Work is performed under the general direction of the Chief Engineer and Surveyor.

• The position must perform administrative engineering work directing a city-wide street lighting and departmental energy management program.
• Only one position will be allocated to this class.
• The position must perform the work in the Streets Department.

• Directs the overall planning and design of the City's street lighting system and the expansion of such system to meet the public's requirement for additional lighting; identifies efficient current technologies and estimates costs of incorporating new technologies in all transportation projects for energy improvements; revises standard specifications to include energy efficient technology; estimates costs of installations and prepares capital funding requests; meets with design teams to discuss proposals and implementation options; reviews and approves contractor submissions of energy equipment for conformance to current standards and specifications; monitors final testing of lighting and electrical control systems to determine proper installation of equipment.
• Plans, assigns and reviews the activities of engineering and lighting installation and maintenance personnel engaged in the design, construction, installation and maintenance of the system which includes poles, brackets, luminaries, wiring and circuits; prepares contracts and manages the year round lighting installation and maintenance activities of outside contractors; insures contractor compliance with the contract agreement and makes sure that work standards are met.
• Directs, through subordinate supervisors, a number of skilled and semi-skilled field and shop crews engaged in the repair, installation and maintenance of street lighting appurtenances; revise and approves designs of new lighting systems prepared by engineering staff; receives, reviews and channels street lighting change requests to the appropriate unit for investigation; reviews reports of inspectors and either approves or disapproves change requests based upon findings; may determine a need for additional lighting or upgrade of existing devices; supervises the testing and evaluation of new lighting products; recommends their purchase or rejection.
• Establishes goals for reducing electrical energy consumption over a 10-year period with scheduled targets for each year; ensures plan conforms to departmental policies and procedures; prepares operating budget estimates of savings made each fiscal year from energy savings; develops overall departmental energy plan in concert with the Municipal Energy Office.
• Evaluates electric rates to determine justification for rate structure and the relationship between rate structure components; negotiates with electric company officials to set an economic rate structure that results in reduced costs to the City; approves monthly utility power bill; verifies that the utility bill reflects appropriate charges for changes made to the street lighting system during the previous month; identifies high usage patterns and takes corrective actions; submits recommendations to reduce operating costs and increase productivity; develops and maintains a database of field sites to monitor monthly power usage and costs and prepares statistics and progress reports for the Commissioner and Deputy Commissioner, detailing the status of the backlog of defective lighting repair requests; meets with the Commissioners to discuss and determine the most effective use of personnel in reducing the backlog of repair requests.
• Prepares the operating and capital budgets for the street lighting program; prepares justification for new and expanded budgetary items; attends councilmanic hearings in order to resolve problems or answer council members' questions concerning the street lighting program and its budget requirements; reviews and approves purchase requisitions; establishes and approves spending priorities for operating and capital funds; coordinates facility improvement projects involving street lighting systems and light emitting diode (LED) traffic signals toward reducing energy consumption and costs for the Transportation Division of the Streets Department.
• Supervises the preparation of annual installation, capital replacement and maintenance contracts; designates priority replacement projects; directs the identification process of obsolete mercury lighting fixtures for contract inclusion; reviews cost estimates for new lighting installation projects included in the contact; approves monthly payment of street lighting maintenance contracts; reviews quantities and prices of materials for accuracy based on latest utility bill, deductions due to liquidated damages, and increases in cost-of-living.
• Reviews plans and specifications for installation of new lighting systems performed by city agencies, Pennsylvania Department of Transportation and consulting engineers for all aspects of energy management; evaluates consultant's proposals relating to energy management and gives recommendations to the project design engineer; expands LED traffic signals into green and yellow colors in conjunction with the Engineering and Traffic Engineering Divisions with implementation being performed by the Highway Division;. seeks approval for technology upgrades for transportation projects and coordinates Pennsylvania Department of Transportation (PennDOT) and Federal Highway Administration (FHWA) approvals for each individual project from planning stages through construction to final acceptance.
• Discusses contract proposals with manufacturers, distributors, and contractors; determines need for computerization of record system; coordinates activities of departmental computer system personnel and consultants; reviews computer systems proposals for street lighting operations and maintenance to maximize availability of information for planning and legal purposes; testifies in court as an expert witness.
• Addresses civic and neighborhood groups, professional associations and others in order to resolve complaints or to acquaint the public with the City's street lighting goals, objectives and programs.
• Performs related work as required.

EDUCATION
• Completion of a bachelor's degree program at an accredited college or university, with major course work in engineering.
AND
GENERAL EXPERIENCE
• Seven years of engineering experience.
AND
SPECIFIC EXPERIENCE
• Three years of engineering experience in a technical staff capacity in the design, installation and maintenance of the City's municipal street lighting system or a closely related system.

Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included a bachelor's degree in Engineering as an educational minimum and the specific experience.

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

• Registration as a professional engineer as issued by the Pennsylvania State Registration Board for Professional Engineers prior to appointment and during tenure of employment in this class.
