ADMINISTRATIVE ENGINEER II
GENERAL DEFINITION
This is administrative engineering work planning, directing and coordinating the work of a major division
characterized by engineering programs and functions of considerable scope and complexity. The principal responsibilities
of positions allocated to this class are administrative in that employees determine departmental standards and procedures,
develop, analyze, and evaluate engineering projects, make final decisions on engineering problems and participate in the
determination of departmental policies. Contacts with contractors, architects, consultants, engineers, builders, city
officials and others to resolve problems related to division activities are of major significance to the work. Work is
performed with guidance from an administrative superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs work programs, cost control procedures, capital and operating budgets, personnel placement, program
planning and analysis, and the preparation of examination of plans, designs, and contract documents by subordinates or
by private consultants contracting the alteration or construction of service facilities; develops and establishes engineering
standards, procedures and policies; reviews weekly, monthly and annual accomplishments; maintains a continuous
program of study and improvement of practices and procedures; analyzes problem areas; initiates and participates in the
planning for development and expansion of major engineering projects; makes decision concerning engineering and
economic feasibility of alternate plans.
- Plans, directs and coordinates the administrative and technical activities of the various operational units comprising
the division; directs the preparation and review of designs, specifications and other documents; coordinates departmental
construction activities, or directs the activities of a large field inspection force engaged in obtaining compliance with codes
and other statutory requirements; assigns and reviews the work of staff engineers in the review and revision of designs,
plans, and specifications prepared by consultants, architects and engineers; participates in more complex facets of the
projects and resolves conflicts between staff and consultants or other individuals or agencies.
- Causes analysis and planning studies to be made of divisional operations; reviews recommendations for resolution
for problems; arranges for implementation of solutions.
- Consults with departmental and administrative officials, consulting engineers, contractors, representatives of
government and industry and the general public regarding divisional policies, procedures, programs and the resolution
of points of disagreement; advises course of action to be taken in resolving complex engineering and procedural problems;
represents division or department at a variety of conferences and meetings and appears before legislative bodies as an
expert witness.
- Reviews and approves contract documents, partial and final estimates, progress reports, reports on the need,
feasibility and estimated cost of major engineering projects, and reports on the capital budget or programs of the division.
- Prepares special engineering reports; prepares technical recommendations for contracts, agreements, ordinances
and bills.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- engineering theory, principles and practices used in the development, preparation and review of plans, designs,
cost estimates, specifications and other contract documents for the design, construction and alteration of
engineering projects.
- modern engineering and administrative methods and techniques required in directing or coordinating the activities
of a major engineering division or city-wide inspectional program.
- engineering economics and the methods of, and problems encountered in financing municipal projects.
- supervisory methods and techniques.
- the principles and practices of modern management, especially as they apply to the administration of a major
engineering division.
ABILITY TO:
- plan, coordinate and direct engineering programs, develop design standards, organize procedures and exercise
administrative direction over a large number of engineering, technical and/or inspectional personnel.
- coordinate administrative functions with engineering activities to promote maximum effectiveness of divisional
activities.
- apply engineering and administrative knowledges to the resolution of major engineering and administrative
problems.
- interpret and apply regulatory codes affecting the work.
- represent the department in conferences, hearings, and meetings, and to deal tactfully and effectively with
associates, engineers and others.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training
and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates
for this class will be reviewed based on training and experience requirements as approved on 1/75.)
EDUCATION:
- Completion of a bachelor's degree program at an accredited college or university with major course work in
engineering.
AND
EXPERIENCE:
- Seven years of engineering experience, two years of which has been above the full performance level, and one
year of which has been at or equivalent to the second supervisory level.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department that has included the completion of a bachelor's degree program at an accredited college or university in an
acceptable area of engineering as an education minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this
class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Registration as a professional engineer with the Pennsylvania State Registration Board for Professional Engineers prior to appointment and during tenure of employment as an Administrative Engineer II if required by work assignment.
