GENERAL DEFINITION

 

            This is senior staff engineering work reviewing and overseeing the production of designs, plans, specifications and contract documents prepared by project managers, engineers, consultants, architects and engineers. Employees function as the principal engineering resource in a central agency, or serve as the sole engineering expert in a specified discipline for a major engineering department. An employee in this class is responsible for planning and administering the technical aspects of major projects, determining how to incorporate new and improved technologies into processes, and, on a project basis, supervising subordinate engineering, architectural, and technical personnel and/or consultants, and reviewing and supervising production of designs, plans, specifications and contract documents. Reviews necessitate adherence to specialized engineering standards and governmental laws and regulations. Contact with project managers, engineers, various city officials and utility and regulatory agencies to coordinate and achieve assigned objectives is a significant aspect of the work. Work is performed under the direction of an engineering or administrative superior.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

1.            Employees must function as the principal engineering resource in a central agency (such as the City Controller's Office), or serve as the sole engineering expert in a specified discipline for a major engineering department (comparable to the Streets or Water Departments or the Capital Program Office).

2.                  Employees in this class must be responsible for planning and administering the technical aspects of major projects, determining how to incorporate new and improved technologies into processes, and, on a project basis, supervising subordinate engineering, architectural, and technical personnel and/or consultants, and reviewing and supervising production of designs, plans, specifications and contract documents.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Manages complex engineering projects; serves as an expert in a particular engineering discipline, providing various engineering services in support of major engineering initiatives; trains project managers, engineers, architects and consultants; formulates project plans and objectives and proposes engineering initiatives to superiors and other engineering officials; attends meetings with project managers, engineers, architects, consultants, contractors, city officials and utility and other regulatory representatives to discuss pending and in-progress projects.

Serves as principal staff engineering assistant to a commissioner or division head; provides departmental review of the design, construction or operation of engineering programs for the area of functional specialization; provides city-wide review of a variety of engineering documents for central review agencies, such as the City Controller's Office; reviews and approves designs, plans, specifications and other contract documents for feasibility, adherence to departmental and professional standards and practices, and compliance with federal, state and local laws and regulations; approves revisions to the plans and specifications; may redesign plans; meets with project managers, engineers, consultants and architects to resolve design problems.

Initiates studies and research into the feasibility and costs of implementing proposed major engineering projects; determines best technical approach to complex projects; researches the economic and environmental impact of proposed plans; prepares budget estimates and justifications for projects; formulates conclusion based on research and study results and makes corresponding recommendations; prepares environmental impact statements in accordance with federal, state and local regulations; investigates the causes of existing engineering problems and recommends corrective measures; researches new technologies, products and processes; analyzes and projects long-term engineering strategies and programs; prepares engineering research and analysis reports; reviews other engineering reports and recommendations.

Reviews and approves design and construction schedules; coordinates design and construction activities with departmental personnel, and federal, state and local agencies to assure work progresses according to schedule; confers with contractors on the interpretation of contract requirements; resolves engineering and scheduling problems; approves changes during construction due to unforeseen problems; oversees the implementation of changes.

Implements, coordinates and directs assigned design and construction engineering projects; may direct, on a project basis, the activities of a staff of engineering and technical personnel, and/or outside contractors and consultants; directs all aspects of projects; monitors and reviews the progression and completion of project work to ensure adherence to plans, specifications, budgets, schedules, engineering standards, and federal, state, and local laws and regulations; resolves disputes or problems encountered during projects.

Researches and applies for grant funding for engineering projects; prepares and submits requests for funding justifying the funding proposal; prepares claims for reimbursement for project by state and federal agencies; reviews inspection reports, invoices and contractor's billings; determines items eligible for reimbursement; maintains records of funds expended on projects; reviews proposals for federal and state grant programs; ascertains that proposals are properly prepared and meet federal and state requirements for certification; assures that requisitions for payment are processed and that funds are received.

Performs the duties described above primarily on engineering projects in the area of specialization.

Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. CIVIL, ELECTRICAL, ELECTRONIC, AND MECHANICAL SPECIALTIES

EDUCATION:

 

Completion of a bachelor's degree program at an accredited college or university with major course work in engineering in the area of specialization.

 

AND

GENERAL EXPERIENCE:

 

Four years of engineering experience in the area of specialization.

 

AND

SPECIFIC EXPERIENCE:

 

Two years of engineering experience in one of the following areas:

 

·         Engineering work as a supervisor over a staff of design engineers.

·         Construction engineering work supervising, through technical subordinates, the inspection of public works construction projects to ensure adherence to plans, specifications and contract requirements.

·         Engineering work at the Staff Engineer I level serving as the primary engineering resource in a department within one of the disciplines specified above.

 

ENVIRONMENTAL/SANITARY SPECIALTY

 

EDUCATION:                                      

 

Completion of a bachelor's degree program at an accredited college or university with major coursework in chemical, civil, electrical, environmental, mechanical, or sanitary engineering.

 

AND

 

GENERAL EXPERIENCE:

 

Four years of full-performance level engineering experience in the area of specialization.

 

AND

 

SPECIFIC EXPERIENCE

 

Two years of engineering experience in one of the following areas:

 

·         Engineering work as a supervisor over a staff of environmental engineers.

·         Engineering work at the Staff Engineer 1 level, serving as the primary engineering resource in a department within the context of environmental or sanitary engineering.

 

CAPITAL PROJECTS SPECIALTY

 

EDUCATION:

 

Completion of a bachelor's degree program at an accredited college or university with major course work in engineering.

 

AND

 

GENERAL EXPERIENCE:

 

Four years of engineering experience.

 

AND

 

SPECIFIC EXPERIENCE:

 

Two years of engineering experience at the Staff Engineer I level, which has included performing technical review of the work of engineers, contractors and consultants, as project manager or as staff engineering expert with responsibility for the renovation or construction of multiple occupancy, multi-story buildings or with responsibility for managing the capital program for a large operating department which includes responsibility for projects control, coordination, budgeting, bid evaluation, scheduling and tracking.

 

ALL SPECIALTIES

 

Or any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included completion of a bachelor's degree program in an acceptable area of engineering as an educational minimum and the Specific Experience described above.

 

ADDITIONAL REQUIREMENT FOR POSITIONS IN L+I: Registration as a Professional Engineer as issued by the Pennsylvania State Registration Board for Professional Engineers is required at the time of appointment for Department of Licenses and Inspections positions only.

 

NOTE:  Selective Factor Certification may be utilized, as needed, to fill specific positions.  In accordance with Civil Service Regulation 11.032 - Selective Factor Certification – the appointing authority may request certification of eligible candidates with specified license to fill specific positions in this class. Certification to fill such positions will be made from the two highest ranking eligible candidates on the eligible list who possess the specified license.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

Registration as a professional engineer as issued by the Pennsylvania State Registration Board for Professional Engineers at time of appointment and during tenure of employment as a Staff Engineer 2 for positions in the Department of Licenses and Inspections.

 

Eligibility for registration as a professional engineer as issued by the Pennsylvania State Registration Board for Professional Engineers at the time of application and possession of such registration within six months of appointment as a Staff Engineer 2, if required by work assignment.
