This is staff engineering work serving as the primary expert within a specific engineering discipline for a departmental program with a significant engineering staff or serving as the sole engineering resource for a department with no other engineering personnel. Employees review, and may direct the work of engineers, architects, support staff, consultants, and contractors during engineering projects, and are also responsible for research and development, planning, and design preparation and/or construction inspection assignments. Contact with project managers, engineers, architects, consultants, various city officials and utility and regulatory agencies to coordinate and achieve assigned objectives is a significant aspect of the work. Work is performed under the direction of an engineering or administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
· The position must have responsibility for being the primary expert in a specific discipline for a departmental program with an engineering staff, or serves as a sole engineering resource for a department with no other engineering staff.
· Only one position will be allocated to the Checked Baggage Inspection System (CBIS) specialty of this class. The position must be located in the Airport’s Maintenance Division with responsibility for serving as the CBIS technical expert.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Serves as an internal resource for a department by providing engineering expertise for project managers, engineers, architects, consultants, and administrators; reviews components of plans and designs and recommends improvements and corrections; convenes and attends meetings with project managers, engineers, consultants, contractors, city officials and utility and regulatory agency representatives to discuss pending and in-progress projects; clarifies issues for individuals, discusses their needs and indicates priorities for completion of various aspects of the work; works on multi-disciplined engineering projects as assigned.
Initiates studies and research into the feasibility and costs of implementing proposed engineering projects; researches the economic and environmental impact of proposed plans; prepares budget estimates and justifications for projects; formulates conclusions based on research and study results and makes corresponding recommendations; investigates the causes of existing engineering problems and recommends corrective measures; analyzes and projects long-term engineering strategies and programs; researches new technologies, products and processes; prepares engineering research and analysis reports; reviews other engineering reports and recommendations.
Serves as the liaison with Capital Program project managers for the department; secures the provision of Capital Program services and support; may provides review of a variety of engineering documents for central review agencies, such as the City Controller's Office.
Reviews and analyzes proposed engineering designs, plans and specifications for appropriateness, adherence to departmental and professional standards and compliance with federal, state and local laws and regulations; recommends revisions to plans and specifications as necessary.
Implements, coordinates and directs assigned design and construction engineering projects in the designated specialty area; may direct the activities of a staff which may be composed of engineering subordinates, technical support personnel and/or outside contractors and consultants; oversees all aspects of projects; monitors and reviews the progression and completion of project work to ensure adherence to plans, specifications, budgets, schedules, engineering standards, and federal, state and local laws and regulations; resolves disputes or problems encountered during projects.
Prepares or directs the preparation of drawings, plans and designs for engineering projects; prepares cost and material estimates, technical reports and contract documents; directs and coordinates the inspection of construction work; develops an inspection schedule allowing for the most efficient utilization of time; makes on-site inspections of construction projects to assure work is performed in accordance with specifications.
Performs duties described above primarily on engineering projects in their area of specialization.

CHECKED BAGGAGE INSPECTION SYSTEM (CBIS) SPECIALTY ONLY
Directs, through contract providers, the maintenance inspection for the baggage equipment and systems ensuring that the systems are functioning properly; provides technical assistance in scope development, bidding, and awarding of service or supply contracts.
Performs facility maintenance/equipment inspections, initiates repair orders as required, and verifies appropriate repairs have been completed; ensures systems are in compliance with (FAR), Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) regulations.
Ensures scheduled cyclical maintenance of the BHS equipment and systems is performed to an acceptable standard and at an acceptable schedule, in conformity with contract requirements and in accordance with relevant codes of Practice/Standards, statutory regulations as well as good engineering practice and includes regular inspection, servicing, cleaning, detection and correction of potential failures either before they occur or before they develop into major defects; ensures required corrective measures or repairs typically identified during a preventative maintenance, inspection, system failure, or unusual circumstance are performed on a priority basis as necessary to meet service requirements.
Coordinates construction and purchasing contracts, and reviews specifications for contracts associated with the CBIS and passenger loading bridges; develops and/or reviews plans including operational contingency plans, equipment refurbishment, replacement or expansion, and implements procedures to make certain that contractual requirements are met; reviews reports and data for accuracy, ensures that work orders are created, tracked and closed out expediently; identifies all assets and expenditures.
Assumes maintenance responsibility for major improvements or expansions to the CBIS and other baggage handling systems; ensures systems are properly utilized and preventative maintenance of baggage systems such as periodic checks of high speed diverters, PLCs, vertical sorters, motor control panels, computer networks, conveyor belts, computer work stations, etc. are performed.
Updates the Computerized Maintenance Management System (CMMS); ensures requisitions for materials and parts are initiated and processed in a timely manner; monitors the supply level and ensures that adequate parts are readily available; and troubleshoots computerized systems.

EDUCATION:
Completion of a bachelor's degree program at an accredited college or university with major course work in Electrical or Mechanical Engineering.

Four years of engineering experience in the area of specialization, two years of which shall have been at the full performance level.

Four years of engineering experience, two years of which shall have included responsibility for the renovation or construction of multiple occupancy, multi-story buildings.

PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania if required by assignment.
For Airport positions must be able to pass and maintain unescorted SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance.
