CIVIL ENGINEER 1

 

GENERAL DEFINITION

 

          This is civil engineering work at the intermediate level making comprehensive field studies, detailed sketches and mathematical computations to determine the most feasible and economical manner for performing a segment or phase of a major engineering project or completing a minor project. Employees in this class are given progressively more difficult assignments and are expected to use progressively more independence of judgment in planning work details and making engineering decisions.  Providing interpretative and advisory services to engineering superiors, which lead to the completion of engineering projects is an important aspect of the work. 

          Work is performed under the supervision of an engineering superior.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

          Performs or assists in the research, drafting, and computation needed for the preparation of plans, estimates and specifications for the alteration, construction and maintenance of a variety of public works, structures and installations; designs parts or assemblies for strength and general suitability; studies load conditions on proposed structures; performs structural design for structures of various types of building materials; performs detailing and estimating which may include design work in stress determination and choice of structural components; may participate in projects involving the use of a computer for engineering applications.

          Prepares cost reports, specifications and contract documents; checks contractor's shop drawings for fabrication, installation and site arrangement of equipment and structural components for conformance to designs and specifications.

          Makes field inspections on assigned phases of engineering projects; inspects contractor's work for conformance to plans and specifications; confers with design engineers on the redesign of assigned phases of a project to resolve construction problems.

          Reviews structural plans and specifications prepared by outside contractors for proposed new construction, remodeling, or expansion of existing facilities; reviews specifications; may work with architects and other engineers.

Reviews traffic signal, traffic sign and pavement marking plans prepared by consultants to determine if they meet City requirements; reviews traffic impact studies prepared by consultants; conducts traffic system analysis and traffic crash analysis; inspects traffic conditions on City streets and highways; prepares and/or reviews traffic work orders for traffic signals, traffic signs and pavement markings; approves work orders prepared by technicians.

          Prepares profiles, maps, alignments, runoff data, hydraulic tables, charts, curves, and similar materials in connection with studies and reports on drainage projects, and for the development of water and sewer systems and facilities.

          Makes hydraulic calculations to determine flow conditions in various kinds of inlets and sewers and fixes size of various drainage structures, sewage disposal channels, tank meters and siphons etc.; computes drainage areas, storm water runoff data and capacities of existing conveyance systems; makes the necessary field investigations.

          Assists in performing hydrological studies of the characteristics of streams and rivers and in studies of a wide variety of processes involved in the treatment and transmission of filtered water and wastewater; analyzes technical operations for programming on a computer.

          Checks and may supervise the work of engineering or sub-professional assistants in drafting and design projects.

          May make field inspections as required by completion of project assignments.

          Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·       the principles and practices of civil engineering as applied to the preparation of plans, specifications, estimates and designs for a variety of engineering projects

·       engineering mathematics and mathematical tables used in civil engineering work

·       modern construction methods and procedures as applied to the structural phases of construction projects

·       the principles, practices, techniques and instruments used in drafting

 

ABILITY TO:

 

·       originate design work and prepare related contract plans and specifications for an assigned phase of engineering project

·       resolve field engineering, construction, and specification interpretation problems

·       make engineering field surveys in order to secure complete and accurate data required in design work

·       supervise a small number of engineering assistants engaged in specific phases of engineering projects

·       prepare sketches and draw simple designs or components of major design projects and review the same for correctness

·       prepare concise and comprehensive records, and technical progress and research project reports

·       establish and maintain effective working relationships with associates, contractors and the general public

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/24.)

 

EDUCATION:

OPTION 1:

 

          Completion of a bachelor's degree program at an accredited college or university with major course work in civil, hydraulic, sanitary, environmental or structural engineering, or completion of a bachelor’s degree program at an accredited college or university with major course work in engineering and registration as a Professional Engineer as issued by the Pennsylvania State Registration Board for Professional Engineers.

OR

OPTION 2:

For Construction unit positions only in Streets Department or Licenses and Inspections Department only:

 

Completion of bachelor’s degree program from an accredited college or university in construction management, engineering technology, civil, hydraulic, sanitary, structural or architectural engineering.

 

AND

EXPERIENCE (for all positions):

 

          One year of civil engineering experience at the trainee level.

 

NOTES:       

 

·       One year of engineering internship experience will be considered as equivalent to six months’ trainee level engineering experience.

·       One year as a Construction Projects Technician 2 or Engineering Technician 2 (Civil) experience will be considered equivalent to experience at the trainee level.

·       Completion of a master’s degree in an acceptable area of engineering, meets both the education and experience requirements

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
