WATER PLANS DESIGNER 2

This is complex engineering or architectural technician design work computing and drafting new or revised water distribution, sewage collection or water/wastewater treatment plants or systems and may include responsibility for supervising other technical employees. Employees in this class utilize computer aided drafting and design (CADD) software, when required, of new or revised water distribution, sewage collection or water/wastewater treatment plants and systems including projects related to the architectural, civil, structural, electrical, mechanical (HVAC), instrumentation, automation, computerization and communication systems. Performing an advisory service to City officials charged with responsibility for maintaining the water distribution, sewage collection and water/wastewater treatment systems and representing the department at meetings with consultants and contractors are significant aspects of the work. This class is distinguished from the lower-level plans designer class by greater independence of action in assignments, representing the department at meetings with consultants and contractors and performing advisory services to departmental officials. Work is performed under the general direction of a technical superior.

• Positions must perform technical design work computing and drafting assigned water distribution, sewage collection or water/wastewater treatment facility plans.
• Positions must represent the department at meetings with consultants and contractors and advise City officials charged with responsibility for the respective functions.
• Employees must perform the work in the Water department.
• Only two positions will be allocated to this class.

• Receives complex assignments in drafting and reviews designs for technical accuracy; prepares and gathers information for plans, layouts, charts, diagrams, schematics, maps, specifications, estimates and field inspection reports; reviews plans, specifications, corrections sheets and other documents for conformity to engineering, architectural, departmental or mandated standards; develops equipment specifications for contract inclusion; develops working plans for use by contractors and project managers to determine and enforce contract compliance; evaluates material samples and proposed substitutions; finalizes completed plans by recomputing all mathematical calculations and verifying the accuracy of supporting documentation; coordinates projects with utilities and other City agencies; advises superiors of practicality, time parameters, alternative strategies and costs of projects/alternatives.
• Depending on assignment, positions in the Water Department perform planning and design activities in support of:
• Water and sewer construction projects including water main and sewer design/layout involving coordinating projects design/layout with other utilities and City agencies.
• Architectural/civil/structural phases of design, construction or maintenance projects in areas such as foundations and related structures, roads, water/wastewater treatment facilities and buildings.
• Electrical/mechanical phases of projects which may include areas such as wired communications, lighting, power transmission, electrical machinery, instrumentation, automation, computerization, and other areas integrating mechanical (HVAC) elements and systems required in plants of other public buildings and structures.
• Performs related work a required.

KNOWLEDGE OF:

ABILITY TO:
• draft complex engineering drawings using both pencil and ink-on-mylar techniques or computer software packages depending on job assignment.
• read and interpret plans, drawings, schematics and blueprints.
• gather, compile and analyze data required to complete reports and assignments and make recommendations consistent with findings.
• establish and maintain effective working relationships with associates, representatives of business and governmental agencies, and the general public.
• present ideas effectively, both orally and in writing.
• supervise lower level technical personnel.

EDUCATION
• Completion of the twelfth school grade and two years of post high school graining at an accredited technical institute, junior college, or university in an acceptable area of engineering, architecture, engineering technology, architectural technology, or landscape design or related fields as an educational minimum.
AND
SPECIFIC EXPERIENCE
• One year of Water Plans Designer I experience, applying established engineering or architectural principles, practices and mathematical knowledge to the completion of the more complex design assignments in support of water distribution, sewage collection, or water/wastewater treatment design projects.

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

• Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment in this class, if required by work assignment.
