PHARMACEUTICAL TECHNICIAN SUPERVISOR

 

GENERAL DEFINITION

 

          This is supervisory pharmaceutical work directing a staff of pharmacy technicians responsible for providing assistance to pharmacists by dispensing drugs and medications prescribed by medical practitioners and repackaging bulk medication for distribution to various medical facilities.  Work includes planning work assignments and work schedules and maintaining, dispensing and coordinating the distribution of supplies to health centers.  Contact with district health center pharmacy staff and vendors is a significant aspect of the work. The employee in this class is accountable for carrying out work objectives within the scope of established guidelines. Work is performed under the supervision of a Pharmaceutical Services Administrator.

 

ALLOCATING FACTORS:  (The following conditions must be met for a position to be allocated to this class.) 

 

1.   The position must supervise a staff of Pharmacy Technicians.

2.   This position must be located in the Central Pharmacy in the Health Department.

3.   One position will be allocated to this class.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

Plans, assigns and evaluates the work of subordinate technicians; provides technical support to subordinates in receiving, packaging and distributing prescriptions, requisitioning, storage and distribution methods, maintaining supplies, ordering drugs and maintaining appropriate records.

Develop and maintain weekly schedules for Pharmacy Technician staff in Central Pharmacy and all health centers; ensures health center coverage of Pharmacists and Pharmacy Managers.

            Conducts training for the technical staff in Pharmacy inventory control practices and procedures; identifies staff training needs and develops training programs for subordinates; conducts meetings to discuss changes in procedures and to resolve problems; reviews and evaluates staffing practices and patterns and recommends improvements.

Oversees the invoice processing for equipment, drugs, vaccines, and biologicals for the Health Center Pharmacies; maintains current Drug Enforcement Agency (DEA) licensing requirements for all Health Department pharmacies;  reports pharmaceutical usage for federal funding; verifies budget allocation for spending on pharmaceuticals; audits the total amount of prescriptions used by the district health centers; ensures standards are met according to Commonwealth of Pennsylvania laws regarding pharmacy operations and staffing; completes appropriate reports; keeps abreast of federal, state and private sources for funding of services; recommends purchase of new equipment; compiles reporting data for supervisory review. 

          Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·     pharmaceutical inventory, requisitioning, storage and distribution methods

·     federal and state laws regulating pharmacy operations and the reporting of dangerous drugs

·     the uses and applications of computer hardware and software pertinent to pharmacy operations

·     pharmacologic and health information databases and software

·     quality assurance and quality improvement

 

ABILITY TO:

 

·     schedule and prioritize the work of others

·     supervise a staff of Pharmacy Technicians

·     manage the workforce of pharmaceutical services operation for a city-wide health services program

·     evaluate activities and to take actions necessary to implement desired changes

·     make recommendations to improve program services

·     establish and maintain effective working relationships with physicians, professional staff, drug manufacturers, insurance companies, and officials of health agencies

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/14.) 

 

EDUCATION:

 

          Education equivalent to completion of the twelfth school grade.

 

AND

 

CERTIFICATION

 

          Current certification as a Pharmacy Technician issued by the Pharmacy Technician Certification Board (PTCB), the Institute for the Certification of Pharmacy Technicians (ICPT), the National Healthcare Association (NHA) or the National Center for Competency Testing (NCCT).

 

AND

GENERAL EXPERIENCE:

 

          Two years of experience performing routine pharmaceutical work providing assistance to pharmacists in dispensing drugs and medications prescribed by medical practitioners and repackaging bulk medication for distribution to various medical facilities.

 

AND SPECIFIC EXPERIENCE:

 

          One year of experience, as a Pharmaceutical Technician, performing pharmaceutical work including inventory and ordering supplies in the Health Department.

 

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

          Certification as a Pharmacy Technician issued by the Pharmacy Technician Certification Board (PTCB), the Institute for the Certification of Pharmacy Technicians (ICPT), the National Healthcare Association (NHA) or the National Center for Competency Testing (NCCT) at the time of application and during tenure of employment as a Pharmaceutical Technician Supervisor.
