SURVEYOR AND REGULATOR

 

GENERAL DEFINITION

 

            This is surveying work at the administrative level directing all surveying activities of, and regulating property lines within, an assigned survey district.  Work involves responsibility for planning, coordinating and maintaining a continuous program of surveying, drafting, and assessing activities so that a current and accurate record of district surveying and regulating activities is available.  A significant aspect of the work includes conferring with real estate and construction professionals, contractors, and residents in explaining or interpreting applicable surveying and regulating codes or costs. 

            An employee in this class has prime responsibility for determining lines and grades and regulating conflicting and indeterminate situations in an assigned district.  Work is performed under the direction of an administrative superior.

 

ALLOCATING FACTORS (The following conditions must be met for a position to   be approved for this class.)

 

·                   A position in this class must direct all surveying activities of, and regulate property             lines within, an assigned survey district.

·                   A position in this class must serve as a voting member of the Board of Surveyors.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Receives work orders from the public, City departments,  or an administrative superior; determines priorities according to size of the job, urgency for completion, availability of survey corps, and other factors; plans an ongoing coordinated program of land and construction surveying, drafting, clerical and related activities; discusses problem areas of drafting layouts, and advises staff on difficult or unusual aspects.

            Directs preparation and reviews plans for opening, widening, narrowing, vacating or striking of streets; assists with preparation of confirmed City plans or their revision; reviews property descriptions for deeds of dedication or liens for accuracy; serves as primary source of surveys and property descriptions within assigned district and ensures the security and integrity of related historical documentation; reviews other types of plans and drawings and signs or stamps them as appropriate.

            Directs survey personnel to determine extent of construction progress; approves or disapproves payment to contractors on the basis of construction progress.

            Determines the official placement of property lines, subject only to court review when exercising court-conferred regulating authority.

            Maintains horizontal and vertical survey point control systems.

            Serves as voting member of the Board of Surveyors as required by the Home Rule Charter attending stated and special meetings of the Board to discuss and approve or disapprove changes in the official plans of the street system.

            Confers with individuals and groups to explain departmental programs and the application of state and local laws affecting existing and/or proposed buildings, driveways, alleys, property sub-divisions, etc.

            Presents testimony in court on property line matters as expert witness for assigned district.

            Computes assessment charges against real property according to ordinances or applicable regulation; estimates cost of action related to changes in confirmed City plans; determines cost charges to firms or members of the general public for architectural plans of work not covered by ordinances.

            Interviews and selects new employees; orients new employees to work procedures and assigns subordinate surveyor personnel to train and instruct them.

            Orders drafting and office equipment, supplies and materials, as necessary; maintains administrative reports and records of surveys and property descriptions; answers correspondence.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·                     foundational and advanced principles, practices, techniques, technology, and instruments used in professional land surveying

·                     mathematics as it is applied to professional land surveying and related engineering computations

·                     principles and practices of public administration as they relate to regulating property lines and directing surveying activities within a survey district

·                     principles, practices, techniques, technology, and instruments of engineering drafting as required in professional land surveying

·                     supervisory methods and techniques

·                     engineering principles and practices used in the preparation of estimates and certification of contract work performance as related to street, alley, and driveway construction and repair

·                     state and local laws pertaining to real estate conveyancing and land title work.

 

ABILITY TO:

 

·                     plan, direct and administer a departmental surveying and regulating program

·                     make administrative and operational decisions regarding survey district activities involving the interpretation and application of Acts of General Assembly; Ordinances of City Council;  departmental policies, rules, and regulations; and difficult field survey and regulatory problems

·                     read and interpret various construction plans and blueprints

·                     research property deeds, surveys, and other municipal records

·                     explain codes and ordinances firmly, tactfully, and impartially

·                     establish and maintain effective working relationships with associates, real estate and construction professionals, and the general public

·                     express ideas effectively both orally and in writing.

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/13.)

 

EDUCATION:

 

            Education equivalent to completion of the twelfth school grade.

 

AND

            Registration as a Professional Land Surveyor as issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors, and Geologists.

           

AND

 

GENERAL EXPERIENCE:

 

            Eight years of surveying experience

 

AND

 

SPECIFIC EXPERIENCE:

 

            Two years of surveying experience assisting in the direction of a district surveying and regulating program or preparing urban street layout and design requiring technical research.

 

NOTE: Completion of a degree program at an accredited college or university with major course work in Land Surveying, Surveying Technology or Civil Engineering with at least 10 credit hours in surveying satisfies the General Experience requirement on a year for year basis.

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the education, registration and the specific experience described above.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Registration as a Professional Land Surveyor as issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors, and Geologists prior to appointment and during tenure of employment as a Surveyor and Regulator.

 

           Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Surveyor & Regulator.
