GENERAL DEFINITION
This is surveying and administrative work supervising, through subordinate supervisors, the activities of survey corps in an assigned street survey district. An employee in this class functions under Surveyor and Regulator in an assigned survey district as a licensed Pennsylvania surveyor and is responsible for coordinating and supervising the day-to-day work of a moderately-sized staff of field and office personnel engaged in activities affecting plans, records, computations, lines, and grades. Conferring with contractors and residents in explaining or interpreting applicable surveying and regulating codes or costs is a significant aspect of the work.
An employee in this class participates with his or her supervisor in determining and regulating lines and grades in an assigned district and assumes district direction in the latter's absence. Work is performed under the general supervision of a technical superior.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Receives work orders from the public through official applications or technical superiors; discusses problem areas with supervisor and sets up schedules for work completion.
Assigns work, either directly or through subordinate supervisory personnel, to field survey corps, engaged in staking out properties, gathering information for drafting purposes, and estimating contractor work completion for partial and final payment; to draftsmen, engaged in preparing drawings for the construction, alteration or major repair work on streets and related road features, and to clerical employees, engaged in processing correspondence, reports and bills.
Reviews progress of survey corps through discussion with subordinate supervisors; suggests resolutions to problems, making field trips when necessary; reviews subdivision.
Regulates the optimum placement of property lines with approval of superior.
Attends meetings to discuss and approve or disapprove changes in the official plans of the street system.
Confers with individuals and groups to explain departmental programs and the application of state and local laws affecting existing and/or proposed buildings, driveways, alleys, property sub-divisions, etc.
Computes assessment charges for submission to superiors against real property according to ordinances of applicable regulations; estimates cost of action related to changes in confirmed city plan; determines cost charges to firms or members of the general public for architectural plans or work not covered by ordinances.
Trains new employees in technical aspects of drafting and assigns them to a subordinate supervisor for orientation to surveying practices; resolves disciplinary problems.
Maintains progress reports and records.
Signs and stamps for approval survey plans and drawings in the absence of superior.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
• the principles, practices, techniques and instruments used in surveying
• mathematics as it is applied to field surveying and related engineering computations
• the principles and practices of public administration as they relate to regulating property lines and supervising surveying activities within a survey district
• the principles, practices, techniques and instruments of engineering drafting and computer assisted drafting as required in surveying
• engineering principles and practices used in the preparation of estimates and certification of contract work performance as related to street, alley and driveway construction and repair
• supervisory methods and techniques
• state and local laws relating to real estate conveyance and land title work
• reading and interpret plans, blueprints, maps and specifications
ABILITY TO:
• plan and supervise the operations of a group of survey parties performing construction and/or land surveys
• resolve the more complex field survey, estimating and related mathematical and drafting problems encountered in survey district activities
• explain codes and ordinances firmly, tactfully and impartially
• establish and maintain effective working relationships with associates and the general public
• express ideas effectively both orally and in writing
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 2/15.)
EDUCATION AND REGISTRATION:
Education equivalent to completion of the twelfth school grade.
AND
Current registration as a Professional Land Surveyor as issued by any state.
AND
GENERAL EXPERIENCE:
Six years of surveying experience.
AND
SPECIFIC EXPERIENCE:
Two years of survey work supervising the field work of two or more survey corps in a survey district.
SPECIFIC EXPERIENCE:
Two years of drafting experience at the Streets Plans Designer 1 level making scale drawings or computer assisted drafting and designs of new and revised streets systems or sub-divisions from legal descriptions and councilmanic ordinances.
NOTE: Completion of a degree program at an accredited college or university with major course work in Land Surveying, Surveying Technology or Civil Engineering with at least 10 credit hours in surveying satisfies the General Experience requirement on a year for year basis.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the education, registration and the specific experience described above.

PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Current registration as a Professional Land Surveyor as issued by any state at the time of application.
Registration as a professional land surveyor as issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists within 18 months of appointment and during tenure of employment as an Assistant Surveyor and Regulator.
