CHIEF SURVEYOR
GENERAL DEFINITION
This is surveying work at the administrative level directing the activities of a number of survey parties giving lines and grades in connection with water construction projects, and drafting techniques and technicians engaged in preparing construction estimates and performing a variety of drafting and computational assignments. Planning work assignments with respect to workforce needs and conferring with contractors, engineers and others to interpret and explain applicable surveying and regulating codes and costs is a significant aspect of the work. The employee in this class provides interpretive and advisory services to associates, engineers and contractors with regard to program development and the solution of surveying problems. Work is performed under the direction of an engineering superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Assigns work, either directly or through subordinates, to field survey corps engaged in staking out water construction projects, gathering information for drafting purposes, and estimating contractor work completion for partial and final payment; outlines the nature of the field assignments to the survey corps leader; indicates unusual features or characteristics and special procedures to be followed; describes possible problem areas; reviews progress of survey corps through discussion with subordinate supervisors; resolves problems, making field trips when necessary; may attend meetings with contractors and others to resolve field problems.
- Reviews estimates and computations made regarding work performed by contractors prior to partial and final payments; determines whether estimates are correct as based on previous month's estimates and knowledge of plans and specifications; discusses terms of contract and payment disputes with contractor; certifies quantities for payment.
- Coordinates the work performed by a unit of drafting technicians engaged in completing preliminary survey plans, as-built drawings, jury plans, base plans and related documents; spot checks the work performed; may make difficult calculations for more complex projects.
- Maintains liaison with contractors, engineers and officials of related City departments; discusses the status of projects to plan future workforce needs; shifts staff assignments to reflect the number and complexity of survey projects; coordinates the various units for efficient operation.
- Prepares project status reports, keeps records and completes forms as needed.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles, practices, techniques, and instruments used in surveying.
- mathematics as it is applied to field surveying and related engineering computations.
- the principles, practices, techniques and instruments of drafting as required in surveying.
- administrative principles, practices and techniques as related to administering a departmental surveying program.
- engineering principles and practices used in the preparation of estimates and certification of contract work performance as related to the construction of water and wastewater facilities and appurtenances.
- supervisory methods and techniques.
ABILITY TO:
- plan, direct and administer a departmental surveying program.
- read and interpret plans, blueprints, maps and specifications.
- resolve the more complex field survey, estimating and related to mathematical and drafting problems.
- interpret and apply regulatory codes and regulations affecting the work.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 1/86.)
- Education equivalent to completion of the twelfth school grade.
- Nine years of surveying experience three years of which has involved supervising the field work of two or more survey corps.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Registration as a professional surveyor or engineer as issued by the Pennsylvania State Board of Professional Engineers prior to appointment and during tenure of employment as Chief Surveyor.
