SURVEYOR 3
GENERAL DEFINITION
This is supervisory and administrative surveying work providing technical supervision to, and directing the activities of a number of survey corps giving lines and grades in connection with water construction projects, and drafting staff engaged in preparing construction estimates and performing a variety of drafting and computational assignments. Significant aspects of the work are advising subordinate supervisors involved in supervising the field activities of two or more survey corps in the interpretation of plans and specifications and reviewing work assignments for efficiency and the use of proper procedures. The employee serves as an across-the-board assistant in directing a departmental surveying program. Work is performed under the general supervision of a technical superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Recommends workload assignments of field survey corps engaged in staking out water construction projects and departmental properties, gathering information for drafting purposes, and estimating contractor work completion for partial and final payment; advises corps leaders, through subordinate supervisors, of proper procedures to follow in obtaining field survey data; provides guides for obtaining line and grade data; reviews progress of survey corps through discussion with subordinate supervisors; resolves problems, making field trips when necessary; attends meetings with contractors and others to resolve field problems.
Reviews estimates and computations made regarding work performed by contractors prior to partial and final payments; advises subordinate supervisors in the interpretation of plans and specifications for the computation of quantities; makes the more complex calculations as required; compares contractor's estimates of work completed with the estimates prepared by subordinates and resolves difference in the quantities of work covered by the two estimates.
Reviews preliminary and final drawings of a unit of drafting technicians engaged in completing preliminary survey plans, as-built drawings, jury plans, base plans and related documents; spot checks the work performed; may make difficult calculations for more complex projects.
Prepares projects status reports and records and other forms and reports.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
• the principles, methods, practices, and instruments used in surveying
• mathematics as it is applied to field surveying and related engineering computations
• supervisory methods and techniques
• the principles, practices, techniques and instruments of drafting as required in surveying
• administrative principles, practices and techniques as related to administering a departmental surveying program
• civil engineering principles and practices used in the preparation of estimates and certification of contract work performance as related to the construction of waste water facilities and appurtenances
• federal, state and local laws and standards for surveying
• professional ethical standards and considerations for land surveying
ABILITY TO:
• plan and supervise the operations of a group of survey parties performing construction and land surveys
• read and interpret plans, blueprints, maps and specifications
• resolve the more complex field surveying, estimating and related mathematical and drafting problems encountered in surveying activities
• interpret and apply regulatory codes and regulations affecting the work
• establish and maintain effective working relationships with associates, contractors, engineers, and officials of governmental agencies
• express ideas effectively, both orally and in writing
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/18.)
EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
Six years of surveying experience
AND
SPECIFIC EXPERIENCE:
Two years of surveying experience supervising the field work of two or more survey corps.
NOTE: Completion of a degree program at an accredited college or university with major course work in Land Surveying, Surveying Technology, Applied Technology, Engineering Technology, Mathematics, or any discipline of Engineering satisfies the General Experience requirement on a year for year basis.
NOTE: Possession of Certification as a Land Surveyor in Training satisfies four (4) years of the General Experience requirement.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Surveyor 3.
