GEOGRAPHIC INFORMATION SYSTEMS MANAGER

 

GENERAL DEFINITION

 

            This is geographic information systems (GIS) work at the managerial level. An employee in this class is responsible for the day-to-day supervision of teams of GIS specialists and analysts who produce geospatial data using Esri’s ArcGIS suite of products and underlying databases. The employee is also responsible for directing the planning, design, maintenance, and production of departmental or major division geospatial data and maps. The employee is responsible for managing budgets, expenditures and project costs.  Conferring with departmental managers to ascertain their geospatial information needs is a significant aspect of the work.  Work includes responsibility for managing the production of geospatial data, open data, maps, publications, graphics, and presentation material.  Work is performed under the general direction of an administrative superior with geographic information system knowledge and/or experience

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

1.    The position must be responsible for directing the daily activities of a staff that supports a specialized GIS environment. The team may include GIS specialists, analysts, GIS programmers, cartographers, database managers, system administrators, field data technicians and GIS interns.

2.    The position must be responsible for addressing the geospatial data needs of a City department or agency or major division within a major department.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Directs a GIS environment support staff engaged in the design, maintenance, and production of geospatial data and maps while utilizing GIS for the purpose of geospatial planning and analysis work. 

            Plans, delegates and prioritizes work assignments in accordance with departmental or agency objectives; monitors production standards and capabilities and ensures the maintenance of adequate quality and quantity of work; develops and organizes in-service training programs designed to familiarize staff members with new and updated GIS and geospatial techniques and methods.

            Meets with departmental administrative and managerial personnel to ascertain their geospatial data needs and to develop staff objectives; elicits feedback from departmental personnel on production quality and adequacy in addressing agency objectives and standards; establishes plans and coordinates activities; meets with other departmental GIS Managers and the central GIS services group to assure projects are performed in accordance with the City's data management goals and objectives.

            Coordinates developing requirements for database and geodatabase design. Directs database management activities, ensuring proper data storage, database design, and data structure within the City’s enterprise GIS environment; develops appropriate scripts necessary to expedite operations; manages the on-going and proper operation of the system; evaluates system problems and attempts to formulate solutions; confers with technical staff on system improvements and  troubleshooting system problems; researches new and improved GIS software, services and hardware for system improvements; recommends system improvements to superiors. 

            Selects cartographic reference materials, such as ortho and oblique imagery, historical and government maps, and related data, for use in map production. Determines the methods and procedures for geospatial analysis utilizing Esri’s suite of ArcGIS software products and cloud based services; estimates time and resources needed to perform GIS and geospatial projects; prepares and manages budget and expenditures for the unit; keeps current on new and innovative GIS and geospatial methods, techniques and procedures; plans and implements new methods, techniques, and procedures to increase unit production capabilities. 

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·                     Esri’s suite of ArcGIS software products (ArcMap, ArcCatalog, ArcToolbox), Esri’s extensions (Spatial Analyst, 3D Analyst) programming languages including Python, Javascript and ArcGIS On-line

·                     Esri’s cloud-based services and applications

·                     the methods, techniques and procedures utilized in the planning, design, maintenance, and production of geospatial data and maps through a specialized Geographic Information System

·                     the principles, practices, management, maintenance and techniques utilized in the establishment of geospatial data in a specialized geographic information system

·                     techniques of collecting and processing GPS and field data with mobile hardware and associated collection software

·                     imagery formats commonly used for Municipal government applications. Ability to manipulate imagery as required

·                     advanced GIS concepts and spatial data management skills needed to perform job duties

·                     the principles, practices, and methods used in geographic data analysis

·                     emerging GIS technologies and their application to improve City services

·                     data types, how to import and export data (e.g. ETL), personal and enterprise geodatabases or text files and the limitations on the data in each of these formats in Excel, Access and ArcGIS

·                     SQL and its usage to create and modify data sources for the City’s GIS

·                     explain GIS related technical issues and concepts to non-technical staff

·                     communicate effectively, both orally and in writing

·                     direct the activities of a staff of subordinate specialists and technicians

·                     establish and maintain effective working relationships with associates

·                     develop and implement new and innovative methods, techniques, and procedures

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/16.)

 

EDUCATION:

 

            Completion of a bachelor's degree program at an accredited college or university with major course work in geography, urban planning, spatial analytics, geographic information systems, computer science, management information systems, engineering, landscape architecture which has included coursework in GIS, or a related degree. 

 

AND

GENERAL EXPERIENCE:

 

            Two years of Geographic Information Systems experience at the full performance level designing, maintaining, and producing geospatial data and map production, which has included the use of Esri’s ArcGIS suite of software products or similar GIS software.

 

AND

SPECIFIC EXPERIENCE:

 

            One year of project management experience directing Geographic Information System activities involving professional-level experience in design, development, implementation and administration of geographic information systems, including analysis, database development and integration.

 

PREFERRED CERTIFICATION

 

            Certification as a GIS Professional (GISP) by the GIS Certification Institute

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included the completion of a bachelor's degree and the specific experience described above.

 

NOTE: Completion of a post baccalaureate certification program in Geographic Information Systems at an accredited college or university or a master's degree program at an accredited college or university with major course work in geography, urban planning, geographic information systems, computer science, management information systems, engineering, spatial analytics, landscape architecture which has included coursework in GIS, or other related degree can equate for one year of the general experience requirement.
