GEOGRAPHIC INFORMATION SYSTEMS SPECIALIST 3

 

GENERAL DEFINITION

 

This is geographic information systems (GIS) work at the project management level. Employees in this class have mastered the principles, practices and techniques required to design, maintain and produce geospatial data and maps for use in projects and/or other GIS tasks using Esri’s ArcGIS suite of products and underlying databases. Employees in this class may be responsible for coordinating and overseeing professional or technical staff performing GIS related work on a project basis. An employee in this class is responsible for performing project management leadership in all aspects of assigned projects involving the design, creation, editing, maintenance and production of geospatial data for the purpose of geospatial analysis, mapping and planning work. Employees in this class work closely with departmental personnel to address their geospatial needs. Work is performed under the direction of a technical or superior with geographic information system knowledge and/or experience.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

1.    The position must be responsible for all aspects of assigned work involving the design, maintenance, and production of geospatial maps, data and graphics.

2.    The position must provide project management leadership, on a project basis, to lower-level GIS specialists, professional or technical staff performing geospatial related work.

3.    The position must be responsible for the design, compilation, analysis, and maintenance of geospatial and tabular datasets stored in a spatial relational database system using Esri’s ArcGIS suite of products including ArcMap, ArcCatalog, ArcToolBox and extensions (Spatial analysis, Network analysis).

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

Conducts all aspects of assigned projects involving the design, maintenance, and production of geospatial data and maps GIS for the purpose of geospatial planning and analysis work; confers with superiors to ascertain the objectives of project assignments; supervises, on a project basis, lower-level specialists and technicians in geographic information systems work; ensures projects are completed correctly and in a timely manner; makes project adjustments as needed; actively acquires knowledge, skills and competencies specified for performance at the Geographic Information Systems Manager level.

Accesses other departmental geospatial data available through the City's GIS enterprise data warehouse; manages, maintains and deploys GIS files on a centralized server; interacts frequently with other City departments' GIS personnel to coordinate accessibility of data; manages departmental data across a variety of shared data repositories such as ArcGIS On-line or other open data platform.

Evaluates existing resources; determines requirements; evaluate data sources, conditions and accuracy and develop implementation plans.

Manages the department’s relational database, ensuring proper information storage, database design, and data structure; monitors system performance; performs first echelon maintenance to correct system problems; confers with database and system administrators to discuss avenues of improvements to the graphic information system environment.

Gathers, analyzes, and integrates spatial data from staff and determine how best the information can be displayed using GIS; compiles geospatial data from a variety of sources including censuses, field observation, satellite imagery, aerial and oblique photographs and existing maps.

Utilizes and operates GIS software to design, maintain, and produce geographic data and graphics; installs and configures ArcGIS and related software; operates and maintains GIS system hardware and device plotters, tablets, smartphones, and GPS devices; reviews the adequacy and quality of GIS operation; makes recommendations on specific improvements to existing hardware and software.

Assists users with operation procedures and problem resolution; provides technical support of ArcGIS suite of products to department staff; develops and maintains policy documents supporting work processes, department GIS system architecture and applications.

Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·         the use and operation of geographic information system software such as Esri’s ArcGIS suite of products.

·         the methods, techniques, and procedures utilized in the planning, design, maintenance, geocoding, georeferencing, and production of geospatial data, maps,  and applications data acquisition

·         best practices and techniques of cartography and map production

·         data analysis and interpretation, including spatial analysis

·         data modeling

·         ArcGIS On-line

·         scripting languages

·         field data collection and post processing

·         installation and configuration of ArcGIS desktop and extensions

·         Microsoft Office suite of products

·         Windows, iOS and Android operating systems

·         open data principles and practices for making GIS and geospatial data openly and easily available for public consumption

·         LiDAR and Remote sensing, preferred

 

ABILITY TO:

 

·         translate business and technical requirements and specifications into functional GIS solutions

·         solve problems using the ArcGIS suite of tools

·         perform research methods and techniques related to collecting, analyzing, and evaluating geospatial related data

·         prepare or update mapping services and geospatial data on the web

·         compile both spatial and non-spatial data from a variety of sources such as; census, field work, open data, existing maps, and other sources online

·         apply geospatial principles and practices to the creation and maintenance of a geodatabase

·         create and design ArcSDE geodatabases

·         perform application design and development

·         publish web maps to ArcGIS online and ArcGIS server

·         perform quality assurance and quality control

·         generate reports

·         provide technical support and troubleshoot; installation and configuration of ArcGIS and related software

·         create, edit, and maintain appropriate technical business documents and metadata as needed

·         communicate effectively, both orally and in writing

·         establish and maintain effective working relationships with employees, representatives of outside agencies, and members of the public

·         be proficient in ArcGIS extensions

·         perform geocomputations

·         use Adobe Creative suite of products

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE     (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/16.)

 

EDUCATION:

 

            Completion of a bachelor’s degree program at an accredited college or university with major course work in geographic information systems, geography, spatial analytics, urban planning, computer science, management information systems, engineering, landscape architecture which has included coursework in GIS, or a related field.

 

AND

GENERAL EXPERIENCE:

 

Two years of experience designing, maintaining, and producing geospatial data and map production utilizing ArcGIS suite of products or similar GIS software.

 

AND

SPECIFIC EXPERIENCE:

 

One year of full-performance level experience designing, maintaining, and producing geospatial data and map production utilizing ArcGIS suite of products or similar GIS software.

 

OR

 

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included completion of bachelor’s degree and the specific experience described above.

 

NOTE: Completion of a post baccalaureate certification program in Geographic Information Systems in Geographic Information Systems at an accredited college or university or a master’s degree program at an accredited college or university with major coursework in geography, urban planning, geographic information systems, computer science, management information systems, engineering, spatial analytics, landscape architecture which has included coursework in GIS, or a related field can be equated for one year of the general experience requirement.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
