GENERAL DEFINITION
This is geographic information systems work at the full performance level. Employees in this class have mastered the principles, practices and techniques required to design, maintain and produce geospatial data, maps and participate in projects and/or other GIS tasks using Esri’s ArcGIS suite of products and underlying databases. Assignments vary in nature and increase in difficulty as the employee gains experience. Working closely with departmental personnel to address their geospatial project needs is a significant aspect of the work. Work is performed under the direction of a technical superior with geographic information system knowledge and/or experience.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. The position must be responsible for the design, compilation, analysis and maintenance, of geospatial and tabular datasets stored in a spatial relational database system using Esri’s suite of products including ArcMap, ArcCatalog, ArcToolBox and extensions (Spatial Analysis, Network Analysis, etc.)
2. The position must have the ability to perform complex analysis of spatial data to support decision making using Esri’s ArcGIS suite of products or similar GIS software.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Designs, maintains, and produces geospatial data and maps utilizing GIS for the purpose of geospatial planning and analysis work; develops geographic databases on the system in the production of such geographic data as area land use, zoning, and property and street layout, as well as specific physical and economic aspects of geographic areas Coordinates with departmental personnel in assessing their geospatial data needs; meets with users to define data needs, project requirements and required outputs with the assistance of a technical superior; evaluates the feasibility of meeting specific departmental GIS needs and makes recommendations for the optimum means of addressing the departments geospatial data requirements.
Coordinates the provision of geospatial services in accordance with departmental objectives.
Manages the system database, ensuring proper information storage, database design, and data structure; monitors system performance; performs first echelon maintenance to correct system problems; confers with data processing personnel to discuss avenues of improvements to the system.
Gathers, analyzes and integrates spatial data from staff and determines how best the information can be displayed using GIS; compiles geographic data from a variety of sources including censuses, field observation, satellite imagery, aerial and oblique photographs and existing maps.
Utilizes and operates GIS software to design, maintain, and produce geographic data and graphics; operates and maintains GIS system hardware, device plotters, tablets, smartphones, and GPS devices; reviews the adequacy and quality GIS operations; makes recommendations on specific improvements to existing hardware and software.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· the use and operation of geographic information system software such as Esri ArcGIS suite of products
· the basic methods, techniques, and procedures utilized in the planning, design, maintenance, geocoding, georeferencing and production of geospatial data, maps and applications.
· the principles, practices, and methods used in geospatial data analysis
· information gathering including knowledge of how to find and identify essential information and validate that information

· the principles and techniques of cartography and map production
· ArcGIS On-line
· field data collection and post processing
· installation and configuration of ArcGIS desktop and extensions

· Windows, iOS and Android operating systems
· open data principles and practices for making GIS and geospatial data open and available to the public
ABILITY TO:
· translate business and technical requirements and specifications into functional GIS solutions
· solve problems using the ArcGIS suite of tools
· perform research methods and techniques related to collecting, analyzing, and evaluating geospatial related data
· prepare or update mapping services and geospatial data on the web
· compile both spatial and non-spatial data from a variety of sources such as; census, field work, open data, existing maps, and other sources online
· apply geospatial principles and practices to the creation and maintenance of a geodatabase
· perform data modeling
· publish to ArcGIS On-line and ArcGIS server
· use the Adobe Creative suite of products
· create, edit, and maintain appropriate technical business documents and metadata, as needed
· communicate effectively, both orally and in writing
· establish and maintain effective working relationships with employees, representatives of outside agencies, and members of the public
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/16.)
EDUCATION:
Completion of a bachelor’s degree program at an accredited college or university with major course work in geographic information systems, geography, spatial analytics urban planning, computer science, management information systems, engineering, landscape architecture which has included coursework in GIS, or a related field.
GENERAL EXPERIENCE:
One year of trainee-level experience designing, maintaining, and producing geospatial data and map production utilizing ArcGIS suite of products or similar GIS software.
SPECIFIC EXPERIENCE:
One year of intermediate-level experience designing, maintaining, and producing geospatial data and map production utilizing ArcGIS suite of products or similar GIS software or similar GIS system software.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included completion of a bachelor’s degree and specific experience described above.
NOTE: This note does not apply to career advancement or in-position promotion. Completion of a post baccalaureate certification program in Geographic Information Systems in Geographic Information Systems at an accredited college or university or a master’s degree program at an accredited college or university with major coursework in geography, urban planning, geographic information systems, computer science, management information systems, engineering, spatial analytics, landscape architecture which has included coursework in GIS, or a related field can equate for the general experience requirement.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
