DEPUTY PLANNING DIRECTOR

 

GENERAL DEFINITION

 

            This is city planning work at the deputy executive director level. The employee in this class is responsible for assisting the Executive Director in directing the operations of the Philadelphia City Planning Commission and overseeing technical city planning work through subordinate managers. Work includes discussing planning perspectives and issues with the Director and members of City Council and their staff.  The employee in this class works with internal and external governmental agencies, civic, non-profit organizations, and other groups and individuals to promote and maintain development and planning programs in the city. Providing technical city planning direction to all planners in the City Planning Commission is a significant aspect of the work. Work is performed under the general direction of the Executive Director.   

 

ALLOCATING FACTORS:  (The following conditions must be met for a position to be allocated to this class.)

 

  1. Only one position will be allocated to this class
  2. The employee must perform the city planning work at the deputy executive director level for the City Planning Commission.
  3. This position must supervise through subordinate division managers.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Plans, directs and coordinates major functional planning areas; provides technical city planning direction and determines and assigns work program goals and projects to division managers; discusses choice of procedures and methods and reviews work upon completion for technical adequacy and overall conformance with broad planning objectives and city policies.

            Performs administrative management work coordinating the provision of administrative services to provide efficient agency operation; directs analysis and planning studies with regard to departmental operations; makes recommendations for resolution of problems; oversees and directs the preparation of the annual capital budget program; ensures alignment of capital program with the comprehensive plan; performs grant fund and contract management; coordinates the procurement of goods and services, strategic staffing, and personnel selection.

            Confers with city officials, members of City Council, federal and state agencies and others concerning the need for funds, coordination and cooperation in implementing the comprehensive, district and neighborhood plans and the acceptance of such programs; implements the plans and recommendations of the Philadelphia Historical Commission, Philadelphia Art Commission and other special taskforces and committees into the work of the Planning Commission; serves on the executive leadership team in negotiations with city, state, federal, and non-governmental agencies.

            Under the direction of the Executive Director, promotes city development and investment opportunities to potential investors, and other stakeholders; assists agencies and organizations in acquiring funds for planning studies; makes geographic recommendations for development; makes recommendations for the agency's position on development and planning issues; writes, reviews, and analyzes grant proposals; assists small interests groups with project management for planning studies.

            Confers with private individuals and civic organizations desiring information regarding city planning and trends in the development and growth of the city; confers with city officials and other stakeholders regarding future development plans.

            Attends meetings and speaks before civic and professional organizations to explain programs and promote investment and development in the city.

            Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/19.)

 

EDUCATION:

 

            Completion of a bachelor’s degree program at an accredited college or university with major coursework in city or regional planning, architecture, landscape architecture, urban design, or a related field.

 

AND

GENERAL EXPERIENCE:

 

            Five years of technical city planning experience.

 

AND

SPECIFIC EXPERIENCE:

 

            Four years of supervisory city planning experience in the City Planning Commission.

           

OR

 

            Two years of managerial city planning experience in the City Planning Commission.

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the completion of a bachelor’s degree and the specific experience.

 

NOTE: Completion of a master’s degree in one of the fields listed above may substitute for two years of the general experience requirement.
