MUNICIPAL ART PLANNER
GENERAL DEFINITION
This is municipal planning work developing plans and objectives designed to improve and
enhance the aesthetic environment of the city. The employee in this class works as a member
of groups and committees which recommend, develop and interpret municipal art planning
programs and projects and resolve problems regarding proposed plans and projects. The
employee also manages contracted work for the artistic components of capital construction
projects and coordinates monthly Art Commission meetings. Serving as a liaison between
various public and private agencies and the Art Commission is a significant aspect of the work.
Work is performed under the general direction of the Director of the City's Office of Arts and
Culture.
ALLOCATING FACTORS: (The following conditions must be met for a position to be
approved for this class.)
- the position must be responsible for working with various groups and committees
formulating plans and objectives designed to improve and enhance the aesthetic
environment of the City.
- the position must report directly to the Director of the City's Office of Arts and Culture.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Serves as member of committees and groups designed to develop plans and objectives
which affect the aesthetic environment of the City; works with representatives of the Historical
Commission, Planning Commission, Foundation for Architecture, Streets, Public Property and
the Mayor's Office in formulating and facilitating such plans; represents the Art Commission
as part of work groups for projects such as the reconfiguring and improvement of public
property; provides recommendations, as a group member, on acceptable directions, in terms of
aesthetic design elements of projects; recommends aesthic design guidelines during project
development; reports project progress and activities to superior and commission members;
recommends to the commission any possible revisions to development controls, design
guidelines, and review procedures as a result of project findings; serves as a liaison between
agencies and the Art Commission.
- Manages contracted work for capital construction project components specifically dealing
with artistic/aesthetic work; works with the chairman of the Art Commission in developing
requests for proposals for artistic designs for projects; serves as part of a selection committee
and makes recommendations in choosing the best artistic proposal; confers with selected
architects, landscape designers, and artists in assuring that planned work adheres to agreed upon
specifications and commission guidelines; oversees contracted work; endeavors to generate
funding for artistic components of capital construction projects; meets with representatives from
city departments, various foundations, and private individuals to discuss possible project funding;
negotiates the allocation of funds between the commission and participating contributors; ensures
allocated monies are spent according to commission guidelines.
- Coordinates monthly Art Commission meetings; has initial contact with applicants for
approval of art work; reviews applicant proposals for conformance with the aesthetic and artistic
standards of the Art Commission; contacts and/or meets with applicants to discuss potential
problems with proposals that may preclude Art Commission approval; schedules commission
meetings; prepares the commission agenda; presents background testimony before the
commission on each agenda item; notifies applicants by written response on actions by the
commission.
- Reviews application for minor art items, such as signs and small capital projects; reviews
applications for conformance with the aesthetic and artistic standards of the Art Commission;
discusses with applicants, any problems in approving proposals and recommends corrective
measures; authorizes appropriate proposals as approved; notifies applicants of item approvals.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- artistic planning principles, practices, and procedures as they apply to the aesthetic
improvement and enhancement of municipal property.
- techniques and practices of municipal art planning.
- processes and procedures involved in the preparation and development of municipal art
programs and plans.
- processes and procedures involved in the review and approval of municipal art under the
auspices of the City's Art Commission.
- the aesthetic and artistic standards and guidelines of the City's Art Commission.
- contract management principles and procedures, as applied to the artistic and aesthetic
development or improvement of municipal property.
- city planning practices and procedures.
SKILL IN:
- problem-solving among various levels to achieve mutual objectives.
ABILITY TO:
- establish and maintain effective working relationships with associates and the general
public.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 1/95.)
EDUCATION:
- Completion of a bachelor's degree program at an accredited college or university.
AND
GENERAL EXPERIENCE:
- Three years of technical urban planning experience.
AND
SPECIFIC EXPERIENCE:
- One year of technical urban planning experience at the advanced performance level,
which has involved developing plans and objectives designed to improve and enhance the
aesthetic environment of the city.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department that has included the specific experience described above and
includes a bachelor's degree as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
