This is Airport planning work at the advanced performance level. An employee in this class serves as one of the Airport's principal planners for all issues in the area of specialization relating to the adequacy of the physical aspects of the City's Airports. Work includes the development of feasibility and environmental studies, and the preparation, review and approval of designs, specifications and cost estimates. An employee directs and coordinates the activities of departmental and consultant architects, engineers and planners to ensure that all project elements conform to the overall planning concept. Monitoring of construction to ensure adherence to Airport plans, standards and construction documents is significant aspect of the work.
Work is performed under the direction of an architectural or engineering or planning superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)Participates in the development of a comprehensive Airport Master Plan and programs for the utilization of land, and development of physical facilities for municipal Airports; consults with superior and other Airport managers in developing planning strategies to increase airfield capacity as well as improve and expand existing Airport facilities; performs research, and reviews reports on the economic and environmental impact of proposed plans.
Directs and coordinates the performance of engineering consultants engaged in preparing preliminary plans, reports, cost estimates, exhibits, and feasibility, traffic and environmental impact studies; reviews work performed by planning and analytical consultants; meets with consultants to discuss work in progress and makes recommendations when revisions are necessary; coordinates the design and implementation of selected projects; works with the design and construction section to rectify problems and monitor adherence to program requirements and the Airport Master Plan.
Receives requests for the construction and/or renovation of Airport facilities; meets with requesting officials to determine functional and spatial requirements; develops and may prepare schematic design concepts; prepares preliminary and final designs, specifications and cost estimates; coordinates engineering components to avoid possible conflicts and interference of plumbing lines, duct work, or electrical fixtures; periodically inspects site and reviews inspection reports; attends construction progress meetings; furnishes specific project information such as description, schedule and probable cost estimates for proposed projects for inclusion in the capital budget program; recommends the approval of payment for consultant design services; participates in project completion and final acceptance inspections; performs position construction inspection to determine if planning objectives were achieved.
Reviews tenant permit applications to ensure compatibility with the Airport's overall development program, and compliance with Airport engineering and architectural standards, applicable codes, and environmental and safety regulations; provides assistance to tenants to obtaining required approvals and permits from city departments and agencies, including acting as department liaison with other City agencies.
Prepares requests for proposals for consultant services; participates in the selection of consultants; meets with selected consultant design firms to discuss fees and City contract requirements.
Performs related work as required.

PLANNING SPECIALTY EDUCATIONORCompletion of a bachelor's degree program with major coursework in architecture, engineering, aviation planning or related field at an accredited college or university.
AND
GENERAL EXPERIENCE:Three years of recent, full time Airport planning experience in a large or medium sized hub Airport.
AND
SPECIFIC EXPERIENCE:One year of the above experience at the full performance level in the area of specialization.
OR
GENERAL EXPERIENCE:Three years of engineering experience.
AND
SPECIFIC EXPERIENCE:Two years of engineering project management experience at the full-performance level.
ARCHITECTURAL SPECIALTY EDUCATIONCompletion of a bachelor's degree program with major coursework in architecture from an accredited college or university.
AND
GENERAL EXPERIENCE:Three years of recent, full time Airport planning experience in a large or medium sized hub Airport.
AND
SPECIFIC EXPERIENCE:One year of the above experience at the full performance level in the area of specialization.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which includes the specific experience and possession of a bachelor's degree as specified above as an educational minimum.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATESPossession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment in the Airport Planner class, if required by work assignment.
ARCHITECTURAL SPECIALTY ONLYArchitectural license as issued by the State of Pennsylvania before appointment and during tenure as an Airport Planner, if required by work assignment.
