ARCHITECTURAL MANAGER  

(General)

(Airport)

GENERAL DEFINITION

 

            This is administrative architectural work at the second supervisory level managing an architectural or architectural/engineering design section of a department which provides design services for numerous City projects on a department-wide basis in the area of specialization.  The employees in the General Specialty direct support personnel and/or consultants, and subordinate lower-level architects and support personnel in the role. The employee in the Airport specialty directs the design, renovation and construction of all terminal building airport engineering projects, and the activities of architectural, engineering, and technical staff engaged in performing and/or managing contractual agreements.  Employees in both specialties provide administrative supervision to staff level and lower level engineers. Employees in the General specialty perform work under the direction of an administrative superior. The employee in the Airport specialty performs work under the general direction of a Deputy Director of Aviation or an administrative superior.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

1.    Only one position per department shall be allocated to the class.

2.    Positions in the General specialty must direct, through a subordinate supervisor, all architectural design functions and activities on a department-wide basis.

3.    The position in the Airport specialty must direct, through a subordinate supervisor, all operations and capital program planning functions for the Division of Aviation at both the Philadelphia International Airport and the Philadelphia Northeast Airport.

 

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

ALL SPECIALTIES

 

            Directs, through a subordinate supervisor, all activities of architectural, engineering, and technical staff engaged in performing and/or managing contracts for architectural design and construction projects.

            Establishes design procedures and regulations for the department, or section.

            Participates in preparing the capital budget programs.

            Develops design programs by ascertaining objectives, types of usage and/or           occupancy types, sizes, and number of spaces required by accounting for special site, code, materials and/or equipment considerations and by making cost estimates.

            Reviews and participates in design studies of site improvements and/or building construction or renovation work from the design program.

            Participates in the review of consulting firm's fees and contract proposals.

            Determines project priorities.

            Assigns projects or areas of work to staff.

            May represent the department at public meetings and conferences with other city departments and governmental agencies.

            Reviews and may participate in the preparation of design drawings, specifications, and cost estimates by staff.

            Conducts general administration and inspection of construction work.

            Recommends adoption or execution of consulting firms' payment vouchers and contractors' payment vouchers and change orders.

            Monitors design, construction, and post construction work for achieving design budget and scheduling objectives.

            Performs related work as required.

 

GENERAL SPECIALTY

 

            Directs subordinate staff performing architectural activities for design and construction projects for a department other than the Airport.

 

AIRPORT SPECIALTY

 

            Directs a multi-disciplinary subordinate staff performing design, renovation and construction of all terminal building airport engineering projects; establishes guidelines for terminal facility projects including the inspection and testing of airport capital improvement projects.

           Oversees the portfolio of the Terminal Building Envelope, roofing and interior renovation programs; directs the architectural review for all terminal projects.

           Prepares and/or reviews architectural airport related studies, plans, specifications and contract documents for construction renovation projects for airport facilities; monitors through subordinate supervisors the performance of design consultants and contractors.

          Assigns, reviews and approves plans for airport design and construction projects.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/20.)

 

EDUCATION:

 

ALL SPECIALTIES

 

            Completion of a bachelor's degree program at an accredited college or university with major course work in architecture or architectural engineering.

           

AND

GENERAL EXPERIENCE:

 

ALL SPECIALTIES

 

            Three years of professional architectural experience.

 

AND

SPECIFIC EXPERIENCE:

 

GENERAL SPECIALTY

           

            Three years of experience at the advanced performance level.

 

AIRPORT SPECIALTY

 

            Two years of experience as an architectural project or engineering project manager in a major hub airport or large industrial or commercial facility with responsibility for directing staff and the design or construction phases of assigned projects.

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included a bachelor's degree in the above stated major course work as an educational minimum.

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

ALL SPECIALTIES

 

            Valid licensure as a professional architect as issued by the Pennsylvania State Architects Licensure Board within one year of appointment to the class and during tenure of employment as an Architectural Manager.

 

AIRPORT SPECIALTY

           

            Must pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance at the time of appointment and during tenure of employment as an Architectural Manager.
