TRANSPORTATION ENGINEERING PLANNING AND ANALYSIS MANAGER


GENERAL DEFINITION

This is administrative engineering planning and analysis work for the Streets Department’s Transportation Planning and Analysis Unit. An employee in this class directs, through subordinate engineering, technical and supervisory staff, the strategic planning and coordination of all projects including capital projects for the street lighting, traffic, highways, and engineering/surveying divisions to ensure they are in alignment with departmental priorities. Work includes directing the Transportation Project Management Group that prepares, coordinates and manages projects for the Highways capital program and provides management of the advertising, bidding, and awarding of all public work contracts for the Streets Department. Work also includes overseeing fiscal and administrative support including purchasing, budgeting, procurement, personnel planning, petty cash, facility maintenance, risk analysis, operational productivity, work systems analysis and development, and other related administrative needs. Significant aspects of the work include establishing effective communication between divisions, other agencies, officials and other departments as well as representing departmental policy in meetings with contractors and officials outside the department. Work is performed under the direction of the Streets Department Deputy Commissioner.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

Manages the strategic planning for the transportation group of divisions within the Streets Department which includes highways, engineering, traffic and street lighting divisions; provides overall coordination for projects related to transportation issues that the Streets Department prepares or reviews; reviews how resources are allocated and project schedules are made to make sure that they align with Street Department priorities and make sure that funding is in place; ensures that systems are in place to keep projects on time and under budget; oversees the development and maintenance of a management system to chart progress on projects and make executive level reporting available to the Streets Commissioner and division heads.

Manages the transportation project management group, made up of engineering, supervisory and technical staff; oversees purchasing, budgeting, contracts, procurement, personnel planning, petty cash, facilities maintenance and other related administrative and fiscal needs; coordinates the development and maintenance of systems to record productivity measures; provides reports, maps, charts and studies for each division for the Commissioner, Deputy Commissioner and Streets Department Budget Officer on a regular basis; develops work order management systems for all the Transportation group operations; represents departmental policy in meetings with contractors and officials outside the department.

Plans, prepares and coordinates the Highway Division capital program, at the direction of the transportation unit’s division heads and as per departmental policy set by the Streets Commissioner; decides on methods to analyze how capital projects are budgeted and scheduled to maximize the department’s leveraging federal funding.

Oversees the preparation and project management of the City’s resurfacing program projects, the development and maintenance of such systems as pavement management, as well as GIS updates related to transportation infrastructure; provides engineering expertise in special projects undertaken by the department and provides engineering and administrative oversight in the area of managing the users of the Right of Way; reviews recommendations made by the engineering supervisory staff in the area of paving recommendations for the capital main replacement program in the Water Department.

Oversees the advertising, bidding, and awarding of all public work contracts for the Streets Department; oversees the preparation of proposals and contract development for developers building new roadways in the City of Philadelphia; reviews and makes recommendations for optimum use of funding for both the City and Federal Aid roadway network contract packages.

Coordinates with the utility community through the Committee of Highway Supervisors; coordinates with the Water Department and other agencies seeking reviews on the impact to the road network of their capital main improvements projects; identifies and resolves conflicts between utility and city projects through the Committee of Highway Supervisors, communicates and resolves transportation issues that need coordination across division, departmental or inter-agency lines; communicates with managers in other departments, outside agencies such as utility companies, PennDot, Septa and the Regional Planning Commission.

Provides management coordination of legislative issues on behalf of the department; oversees the analysis for lawsuits and claims as well as the investigation of records, plans and permits to be included in reports for lawsuits and claims; provides testimony, through subordinates, for the City’s defense; provides expertise in the preparation of submission for historical and environmental clearances for all Transportation projects, as required by State and Federal design guidelines.
