STREETS CHIEF ENGINEER

 

 

GENERAL DEFINITION

 

          This is administrative civil engineering work directing, through subordinate engineering and technical staff, a division or major intermodal engineering program of the Streets Department.

           Work includes responsibility for planning and developing labor/management programs and policies to achieve operational, program and divisional goals within budgetary, workforce and time requirements.  The employees in this class direct preparation of the capital and operating budget and determine workforce deployment for the assigned division or program. Meeting with state and local transportation agencies, other City departments, utilities and consultants to discuss and solve related jurisdictional and encroachment problems and plan construction, reconstruction and major maintenance projects is a significant aspect of the work. 

          Work is performed under the general direction of a Deputy Commissioner or higher-level administrator.

 

ALLOCATING FACTORS:   (The following conditions must be met for a position to be allocated to this class.)

 

1.             Positions in this class must be located in the Streets Department.

2.             Employees in this class must perform administrative engineering work, directing the City's bridge design and construction programs or the City's highway design and intermodal engineering programs, citywide roadway inspection, maintenance and repair work, the City's traffic engineering or the City’s street lighting engineering and maintenance program.

3.             No more than 8 positions will be allocated to this class.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

ALL ASSIGNMENTS

 

          Administers a city-wide engineering program through subordinate engineering, technical, maintenance, and contracting staff; directs the preparation of both the capital and operating budgets for the program or division; determines priorities for program or project funding and the specific amounts of monies to be allocated to each funding category; monitors expenditures on a continual basis; confers with all subordinate managers on operational, budgetary, personnel, equipment and program needs; prepares justification for new and expanded budgetary items.

          Develops programs to comply with federally mandated inspection legislation to protect the Streets Department's capital investments; directs analysis and evaluation programs to identify and implement improved work processes, operational efficiencies and labor-saving equipment as a result of new technologies; prepares statistics and progress reports for superiors; may review and approve methods to regulate street encroachments by various utilities and private agencies.

          Ensures contractor compliance with contract plans and specifications with construction codes, departmental and City standards; reviews cost estimates for projects included in the contract; directs the coordination of construction, installation and repair in area of specialization.

          Meets frequently with state and federal transportation agencies, architectural and engineering design consultants, union officials, professional associations, contractors and community representatives to further goals of the department.

          Performs related work as required.

 

DESIGN AND CONSTRUCTION ASSIGNMENT

 

Manages, through subordinate supervisors, public works contracts for engineering design and professional services contracts and visits construction sites; observes progress of projects and determines whether or not contractors are adhering to plans and specifications; resolves problems encountered during the construction phase; grants contingencies so that additional funds will be provided for any additional work required; receives requests for approval of partial and final payments to contractors; reviews and approves all contract drawings, specifications and cost estimates made by subordinate engineering personnel.

Manages public works contracts for bridge construction and professional services for bridge design; visits bridges and other construction sites; determines that designs of bridges, culverts, retaining walls and other structures conform to City policy and precedents and that specifications cover all aspects of the work and include any special state or federal provisions that are required; directs the development of designs, plans, alternatives, specifications, contract documents, schedules, and estimates for highway improvement projects; reviews, justifies, and recommends bids to be selected and awarded for highway construction projects; directs preparation of required environmental clearance statements and documents for federally funded projects as stipulated by federal law.

 

TRANSPORTATION ASSIGNMENT

          Manages, through subordinate supervisors, the coordination of all capital projects for the street lighting, traffic, highways, engineering and surveying divisions to ensure alignment with departmental standards; provides coordination of transportation issues; monitors, through subordinates, the management of the City’s resurfacing projects and ADA bid packages; reviews budget and project status to guarantee grand requirements are met; oversees bidding of all public work contacts for the department.  

          Establishes communication between various divisions, departments and outside agencies including PennDOT and Office of Transportation, Infrastructure and Sustainability.

 

 

RIGHT-OF-WAY ASSIGNMENT

 

          Directs and coordinates, through subordinate supervisors, the approval, permitting and inspection of third-party development, utility, or roadway improvement plans by an engineering staff; direct and review the approval of development projects; manages the issuance of permits for street closures; directs the implementation and maintenance of permit issuance software system; reviews and authorizes user fees; coordinates with law department to establish and revise right-of-way policies and procedures; manages, through subordinate supervisors, assignments of plan review and development of proposed construction or alternations of existing facilities.

            Interacts with city departments, elected officials, outside utility officials and other parties to provide resolution and guidance on engineering projects; may be required to provide testimony to elected officials.

 

 

ROADWAYS ASSIGNMENT

 

          Directs and coordinates the activities of the various operational units, through subordinate supervisors, that comprise the highway division; directs and reviews, through subordinate engineers, the preparation and review of street construction designs, contract plans and specifications, the inspection of all street construction and reconstruction work performed by private contractors, the maintenance and repair of streets and bridges by City personnel and private contractors, the manufacture of asphalt at the City’s asphalt plant as well as the inspection of asphalt and concrete manufactured under private contract, the maintenance of a large fleet of heavy automotive equipment used in support of city-wide inspection, maintenance and repair programs, and other related operations including line-stripping and concrete mobile functions performed by skilled, semiskilled and labor employees.

          Plans and directs the City's snow and ice removal operations; makes timely decisions to produce safe and cost-effective responses within available resources; directs the development of computerized operational and maintenance data management systems; reviews and approves computer software and hardware requirements and configuration; functions as  Chairman of the Board of Highway Supervisors and approves or disapproves the design, location and removal of underground structures; functions as a member of the traffic coordinating committee and participates in the determination of the most appropriate time, method and procedure for implementing inspection, maintenance and repair activities.

 

STREET LIGHTING AND TRAFFIC ASSIGNMENT

 

Directs, through subordinate supervisors, the City's traffic engineering and maintenance program or city-wide street lighting and energy management program; reviews and approves all designs and proposals for major, new and improved traffic control  projects and the modification and adjustment of existing traffic control devices or street lighting to determine their effects on visibility, safety and traffic conditions in the surrounding areas; evaluates plans to decide if adequate allowances are provided in the layout of the street to accommodate the anticipated volume of traffic; requests studies and surveys from subordinate engineering staff regarding vehicular and pedestrian traffic patterns; directs the study of traffic conditions and environmental conditions to develop procedures to alleviate traffic congestion and improve traffic flow; maintains statistics and prepares reports on high accident or sensitive intersection areas or energy usage; makes recommendations regarding efficient current technologies and estimates costs of incorporating new technologies related to traffic controls or types of street lighting.

          Directs, plans, assigns and reviews the activities of engineering, installation and maintenance personnel engaged in the design, construction, installation, maintenance, inspection and repair of various traffic devices or street lighting and distributed antenna systems; evaluates electric rates to determine justification for rate structure; establishes goals for reducing electrical energy consumption; identifies high usage patterns and takes corrective actions; directs grant funding and reports on post-construction activities.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•         the principles and practices of civil engineering as they pertain to the major inspection, maintenance and repair needs of area of specialization

·       the principles and practices utilized by municipal code enforcement agencies to obtain code compliance

•         the current developments, equipment and materials used in area of specialization

•         modern engineering administrative methods and techniques necessary to direct a large operational division that employs technical, inspectional, skilled and unskilled personnel engaged in a wide variety of inspection, maintenance and repair activities for area of specialization

•         establish and maintain effective working relationships with engineers, contractors, associates, subordinates, the general public, state and local transportation agencies and utilities

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/24.)

 

ALL ASSIGNMENTS

 

EDUCATION:

 

          Completion of a bachelor's degree program at an accredited college or university, with major course work in engineering.

 

AND

 

GENERAL EXPERIENCE:

 

          Five years of civil engineering experience.

 

AND

 

SPECIFIC EXPERIENCE:

 

 

 

 

 

 

 

Four years of experience supervising, through subordinate engineering supervisors, a Streets engineering program.

 

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included the completion of a bachelor's degree program in Engineering and the specific experience.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

          Possession of a valid proper class motor vehicle operator's license prior to appointment and during tenure of employment as a Streets Chief Engineer.

          Registration as a Professional Engineer in the United States is required prior to appointment and during tenure of employment as a Chief Streets Engineer if required by work assignment.
