CHIEF ROADWAY ENGINEER

GENERAL DEFINITION

This is administrative civil engineering work directing, through subordinate engineering, technical, and trades supervisors, local roadway and bridge inspection, maintenance and repair programs involving Streets Department employees and private contractors on a city-wide basis.

Work includes responsibility for planning and developing labor/management programs and policies to achieve operational, program and divisional goals within budgetary, workforce and time requirements. The employee in this class determines workforce deployment and snow and ice removal strategies during the City's snow emergency situations. Meeting with state and local transportation agencies, other City departments, utilities and consultants to discuss and solve related jurisdictional and encroachment problems and plan construction, reconstruction and major maintenance projects is a significant aspect of the work.

Work is performed under the general direction of the Streets Commissioner.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

Administers city-wide inspection, maintenance, repair programs for streets and bridges, and directs related construction activities; directs, through subordinate Engineering Supervisors, the development, planning and evaluation of ongoing inspection, maintenance and repair program objectives in relation to the overall policies and objectives of the department.

Directs and coordinates the activities of the various operational units that comprise the highway division; directs and reviews, through subordinate engineers, the preparation and review of street construction designs, contract plans and specifications, the inspection of all street construction and reconstruction work performed by private contractors, the maintenance and repair of streets and bridges by City personnel and private contractors, the manufacture of asphalt at the City’s asphalt plant as well as the inspection of asphalt and concrete manufactured under private contract, the maintenance of a large fleet of heavy automotive equipment used in support of city-wide inspection, maintenance and repair programs, and other related operations including line-stripping and concrete mobile functions performed by skilled, semiskilled and labor employees.

Confers with all unit heads on operational, budgetary, personnel, equipment and work program needs; resolves the most complex engineering and administrative problems.

Reviews the preparation of and processing of documents for street and bridge improvement projects and capital budget proposals and schedules; ensures that all contract plans and specifications conform with departmental and City rules and regulations as well as applicable construction codes and standards.

Confers with departmental heads to formulate and develop divisional policies for the city-wide inspection, maintenance and repair programs for streets and bridges; determines, plans and coordinates the expenditure of all highway improvement capital funds appropriated to the highway division.

Meets frequently with state transportation representatives, architectural and engineering design consultants, union officials, contractors and community representatives for informational exchanges, negotiating sessions, problem resolution and project coordination.

Plans and directs the City's snow and ice removal operations; makes timely decisions to produce safe and cost effective responses within available resources; directs the development of computerized operational and maintenance data management systems; reviews and approves computer software and hardware requirements and configuration.

Develops programs to comply with federally mandated inspection legislation to protect the Streets Department's capital investments; directs analysis and evaluation programs to identify and implement improved work processes, operational efficiencies and labor-saving equipment as a result of new technologies; reviews and approves methods to regulate street encroachments by various utilities and private agencies.

Functions as Chairman of the Board of Highway Supervisors and approves or disapproves the design, location and removal of underground structures; functions as a member of the traffic coordinating committee and participates in the determination of the most appropriate time, method and procedure for implementing inspection, maintenance and repair activities; functions as member of the highway planning committee; acts on behalf of the Streets Commissioner and makes administrative decisions as they affect the highway division; represents the Streets Commissioner at public and ceremonial functions.

Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE OF:

• the principles and practices of civil engineering as they pertain to the major inspection, maintenance and repair needs of streets and bridges

• the current developments, equipment and materials used in street design and construction and the major maintenance of bridges and highways

• modern engineering administrative methods and techniques necessary to direct a large operational division that employs technical, inspectional, skilled and unskilled personnel engaged in a wide variety of inspection, maintenance and repair activities for streets and bridges

• supervisory methods and techniques

• fiscal, budget, procurement and personnel procedures and techniques

• the laws, rules, regulations and codes controlling street construction and the inspection, maintenance and repair of bridges and streets through subordinate engineering supervisors

ABILITY TO:

• direct a city-wide program of inspection, maintenance and repair of streets and bridges through subordinate engineering supervisors

• make major allocation decisions and be able to justify and defend them for public acceptance

• apply engineering and administrative knowledge to the resolution of complex technical and/or operational problems

• interpret and apply applicable laws, rules, regulations and codes to the resolution

of complex technical and/or operational problems

• review, supervise and participate in the preparation of contract plans and specifications

• develop and enforce departmental policies affecting divisional operations

• establish and maintain effective working relationships with engineers, contractors, associates, subordinates, the general public, state and local transportation agencies and utilities

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/13.)

EDUCATION:

Completion of a bachelor's degree program at an accredited college or university, with major course work in civil engineering.

AND

GENERAL EXPERIENCE:

Five years of civil engineering experience in the design, construction or major maintenance of highways, roadways or bridges.

AND

SPECIFIC EXPERIENCE:

Four years of the above experience in an administrative capacity directing a major highway or bridge section; or directing city-wide roadway inspection, maintenance and repair programs through subordinate engineering supervisors.

Any equivalent combination of acceptable education and experience determined to be acceptable by the Office of Human Resources, which has included the completion of a bachelor's degree program at an accredited college or university in an acceptable area of engineering as an educational minimum.

PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

Possession of a valid proper class motor vehicle operator’s license prior to appointment and during tenure of employment as a Chief Roadway Engineer.

PREFERRED LICENSE

Registration as a professional engineer as issued by the Pennsylvania State Registration Board for Professional Engineers prior to appointment and during tenure of employment as a Chief Roadway Engineer.
