STREETS ENGINEERING MANAGER

This is administrative civil engineering, either directing the City's bridge design and construction programs or the City's highway design and intermodal engineering programs. The employee in the bridge position serves as the Department's Chief Bridge Engineer, directing a major engineering section involved in a broad program of urban bridge planning design, and construction requiring contact with numerous public agencies, the Art Commission, public utilities, and contractors. Work includes developing scope of work and directing the professional service contract process for bridge design, public works contracts for bridge construction and personal service contracts for construction management and scheduling. The employee in the highway position coordinates the City’s major highway design projects with Regional, State and Federal agencies, which includes directing the activities of the City’s intermodal engineering facilities and structures. Ensuring that contractors and subordinate staff are adhering to contract plans and specifications is a significant aspect of the work. Work is performed under the general direction of the Chief Engineer and Surveyor.

Manages, through subordinate supervisors, public works contracts for engineering design and professional services contracts and visits construction sites; observes progress of projects and determines whether or not contractors are adhering to plans and specifications; resolves problems encountered during the construction phase; grants contingencies so that additional funds will be provided for any additional work required; receives requests for approval of partial and final payments to contractors.

Directs, through subordinate supervisors, detailed reviews of all proposed engineering designs and plans; determines and evaluates proposed projects; evaluates improvement schemes, including alternative analysis, cost estimates and related data; manages and directs project advancement from inception through design process, awarding of contract and final construction phase.

Reviews and approves all contract drawings, specifications and cost estimates made by subordinate engineering personnel; conducts periodic conferences to discuss the status of plans and specifications; coordinates proposed project with involved City agencies and utility companies; represents City at design and construction coordination meetings and local community group and business association meetings.

Submits to the Art Commission preliminary and final structural plans; testifies on structure validity; prepares the capital budget program affecting construction and maintenance.

Manages through subordinate supervisors, public works contracts for bridge construction and professional services; contracts for bridge design; visits bridges and other construction sites; determines that designs of bridges, culverts, retaining walls and other structures conform to city policy and precedents and that specifications cover all aspects of the work and include any special state or federal provisions that are required.

Reviews and recommends solution to matters scheduled for hearings before state agencies in connection with railroad and bridge crossings and relocations; gathers information for the preparation of petitions; coordinates bridge design and engineering projects with other city departments and outside agencies.

Coordinates proposed projects with involved City agencies and utility companies; represents City at design and construction coordination meetings and local community group and business association meetings.

Directs, through subordinate supervisors, detailed reviews of all proposed expressway, major highway, and intermodal designs and plans; determines and evaluates proposed projects; evaluates improvement schemes, including alternative analysis, cost estimates and related data. Manages and directs project advancement from inception through design process, awarding of contract, and final construction phase.

Directs, through subordinate supervisors, the preparation of the department's Highway, Capital Improvement Program, and intermodal projects; conducts feasibility studies and project justifications; prepares data required by federal and state regulations for federally funded projects; reviews and approves budgets pertaining to major highway projects; supervises the preparation of budget data and manages the City's portion of PennDot and regional highway programs

Directs, assigns, and reviews the work of assigned engineers and outside consultants in the creation and revision of design plans; oversees the development of designs, plans, alternatives, specifications, contract documents, schedules, and estimates for highway improvement projects; reviews, justifies, and recommends bids to be selected and awarded for highway construction projects; directs preparation of required environmental clearance statements and documents for federally funded projects as stipulated by federal law.

Evaluates demand for in-house engineering services, to assess need for retention of outside engineering firms for design projects; monitors estimates of hours and costs for evaluation of consultants' fees; ensures projects and designs adhere to current engineering standards and government regulations.

Resolves problems involving complex engineering, technical, and/or procedural issues; consults with appropriate federal, state, and city officials on highway issues, including liaison with neighboring boroughs and townships that may share border roads.

EDUCATION
Completion of a Bachelor’s degree program at an accredited college or university with major course works in civil engineering. AND

GENERAL EXPERIENCE
Five years of general civil engineering experience AND

SPECIFIC EXPERIENCE
Four years of experience

Supervising, through subordinate engineering supervisors, the design or construction of bridges and related structures or highway design or highway construction programs.
Project management work directing the planning and implementation of engineering design and construction phases of public works projects.

OR
Any equivalent combination of acceptable training and experience which has included the specific experience and completion of a bachelor's degree program in civil engineering as an educational minimum.

PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Registration as a professional engineer as issued by the Pennsylvania State Registration Board for Professional Engineers prior to appointment and during tenure of employment as an Streets Engineering Manager.
