AIRPORT ENGINEERING ASSISTANT MANAGER

GENERAL DEFINITION:

This is administrative engineering work directing, through subordinate supervisors, the design, renovation and construction of all Airport engineering projects at the City's International and General Aviation Airports.  Employees in this class direct the activities of an engineering, architectural and technical support staff engaged in performing and/or managing contractual agreements for feasibility studies, project design, and construction site inspection. 

Work includes reviewing designs for compliance with airport and engineering design standards and ensuring contractor compliance with approved plans and specifications.  Directing the activities of design consultants and contractors and conferring with governmental agency representatives are significant aspects of the work.  Work is performed under the direction of the Airport Engineering Manager.

allocated to this class.)

· Two positions will be assigned to this class.

· Employees in this class must direct, through subordinate supervisors, all engineering design and construction activities for the Division of Aviation.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

Directs, through subordinate supervisors, the activities of a multi-discipline staff engaged in preparing and/or reviewing feasibility studies, cost estimates, plans, specifications and contract documents for the civil, electrical, mechanical, structural, and architectural aspects of construction and/or renovation projects for airport facilities; monitors, through subordinate engineering supervisors, the performance of consultants and contractors hired to design and build airport facilities; assigns, reviews and approves airport design and construction projects coordinated by subordinate engineering staff and contracted consultants; confers with subordinate engineering supervisors to ensure project conformance to conceptual design, engineering principles, and technical requirements.

Establishes long and short term objectives and defines responsibility areas for subordinate supervisors; analyzes and evaluates the performance of subordinates; determines staffing needs and makes recommendations regarding staff structure; provides direction to staff engaged in the performance of complex engineering design and construction projects; organizes and participates in the solicitation and selection of design and construction consultants and contractors; directs the day to day management of resultant contractual agreements between consultants and the City; interprets sections of plans and specifications that may present construction problems.

Directs the inspection and testing of civil, mechanical, electrical and structural elements of airport capital improvement projects; ensures project conformance to time schedules, cost estimates and airport construction standards; administers changes in plans to compensate for unforeseen field conditions that do not affect engineering or project design integrity.

Administers the preparation and executes change orders for modifications to construction project plans; issues stop orders if major design changes must be made by design engineers or consultants; notifies the FAA of work changes to ensure continued funding participation; participates with other airport officials in the development of conceptual designs for capital and operating budget projects; ensures that conceptual designs are consistent with sound engineering principles and practices.

Directs through subordinate engineering supervisors, the on-site inspection of tenant construction and renovation work while in progress and upon completion to ensure adherence to airport engineering standards; approves expenditures from the capital and operating design and construction budgets; administers the preparation of monthly estimates of construction completed; reviews estimates and reports prior to authorizing payments; negotiates and resolves payment claims with contractors.

Represents the department at conferences, hearings, and meetings pertaining to engineering and construction projects.

Directs the capital program related to the airfield, taxiways, runways, access roadways and aircraft parking apron areas.

Directs the capital program related to the terminal building, associated roadway infrastructure and physical plant.

Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE OF:

· modern engineering principles, methods, techniques and practices used in the design, construction, and alteration of landside and airside facilities for a large hub airport

· engineering principles and practices in an Airport environment and FAA regulations

· the principles, practices, techniques and methods used in planning, coordinating and directing the design and inspection program of operating and capital construction projects for a large hub airport

· design and construction economics, scheduling techniques, and the methods and requirements for controlling projects' costs

· the sources of engineering information and current developments in the field of design and construction

· federal, state and local laws and regulations as they relate to the construction of airport facilities

· municipal procurement and contracting practices

· supervisory methods and techniques

ABILITY TO:

· direct and coordinate, through subordinate supervisors, the design and construction activities of engineering professionals, consultants, technicians, and inspectors involved in operating and capital improvement projects for a system of municipal airports

· apply engineering theories, principles and practices to the administration of design and construction projects

· interpret and apply federal, state and local regulations applicable to the construction and alteration of airport facilities

· apply engineering and administrative knowledge to the resolution of major technical construction problems

· communicate effectively, both orally and in writing

· establish and maintain effective working relationships with associates, contractors, consultants, airport tenants, labor unions, government representatives, and other City departments

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/12.)

EDUCATION:

Completion of a bachelor’s degree program at an accredited college or university, with major course work in engineering or architecture.

AND

GENERAL EXPERIENCE:

Four years of professional engineering or architectural experience at or above the full performance level.

AND

SPECIFIC EXPERIENCE:

Three years of experience as an engineering or architectural project manager in a major hub airport directing the design and/or construction phases of major engineering projects.

OR

Any equivalent combination of acceptable education and experience which has included the completion of a bachelor's degree program in engineering or architecture at an accredited college or university as an educational minimum.

PHYSICAL AND MEDICAL REQUIREMENTS

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment in this class.
