AIRPORT SECURITY ENGINEERING MANAGER

---

General Definition

• This is administrative engineering work with responsibility for strategic planning and the development of an overall security system infrastructure for the Philadelphia International Airport and Northeast Philadelphia Airport. The employee in the class directs, through subordinate supervisory staff or external contracts, all security-related airport engineering projects. This position coordinates with senior members of the Department of Homeland Security, senior airline representatives, and airport staff to develop an organizational framework and meet the needs of multiple constituents as well as comply with federal regulations. Work is performed under the direction of the Airport Deputy Director of Aviation, Operations and Facilities.

Typical Examples Of Work (Illustrative Only)

• Directs all technical activities related to the assessment, approval and implementation of all security related systems throughout Philadelphia International Airport and Northeast Philadelphia Airport; manages internal security personnel and technical staff and external consultants.
• Serves as the technical expert for Security Systems Infrastructure, including Airport Wide Checked Baggage Inspection System, access control, fire alarm and security alarm interfaces, CCTV switching and digital recording systems coordination, systems integration, and boundary fencing.
• Works with internal and external constituents to develop a framework for security systems and infrastructure; develops short and long terms plans to meet Airport security needs and mandated requirements; drafts appropriate documentation for the Airport Security Plan (ASP) amendment preparation.
• Initiates the conceptual design, technical specifications and oversees implementation of all new security systems/projects; reviews and approves design team technical reviews of the Baggage Handling System/Checked Baggage Inspection System BHS/CBIS plans and specifications; manages external contractors in the implementation of new systems and projects to modify existing systems; manages acceptance testing of new systems.
• Serves as the technical expert and point of contact for the Engineering Request for Proposal (RFP) evaluation process, with the Law Department and aviation authorities and airport tenants; participates in the selection of engineering and/or technology infrastructure firms to purchase major security systems and/or install major security systems; manages external contracts supporting the implementation of security systems.
• Reviews and approves all proposed tenant modifications to the current infrastructure, such as access control systems, and CCTV systems to insure compliance with security plans; analyzes the design and specification of proposed projects; analyzes the cost, impact on tenants, and passenger traffic.
• Ensures that the Airport maintains compliance with all applicable federal, state, and local laws and regulations.
• Establishes and maintains effective working relationships within the airport community, city departments, and governmental agencies in order to ensure results.
• Performs related work as required.

Required Knowledge, Skills And Abilities

Knowledge Of:

• FAA and TSA regulations, advisory circulars and orders applicable to aviation and airport security;
• Federal, state, and local law and airport rules and regulations applicable to areas of assigned responsibility;
• Uses and operations of specialized systems and equipment required for access control, checkpoint screening, explosive detection, baggage identification and personal verification and control;
• Airline industry security practices;
• Security hardware and software;
• Engineering principles, methods, techniques and practices used in the design, implementation and modification of airport security systems
• Principles and practices of public administration, including budgeting, contracting, and purchasing;
• Principles and practices of effective business communications;
• Project management techniques.

Ability To:

• Direct the activities of engineers, consultants, and other security staff working on security projects for a system of municipal airports
• Apply engineering theories, principles and practices to projects
• Interpret and apply federal, state and local regulations applicable to airports

Minimum Acceptable Training And Experience

(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/11.)

Education

• Completion of a bachelor’s degree program at an accredited college or university, with major course work in electrical engineering or a closely related field AND

General Experience

• Three years of engineering experience as a staff member or consultant for a medium or large hub airport, or other large facility with restrictive access. AND

Specific Experience

• Five years of recent (within ten years of the examination announcement) project manager experience in the design and implementation of airport security systems, including, but not limited to access control systems, biometrics, perimeter intrusion detection systems, passenger and baggage screening systems.

OR

• Five years of recent (within ten years of the examination announcement) project manager experience in design and installation of security systems using access control systems, biometrics, perimeter intrusion detection systems or passenger / employee screening systems in a large facility with complex security system with at least a million visitors or passengers per year.

OR

• Any equivalent combination of acceptable education and experience determined to be acceptable by the Office of Human Resources that has included the completion of a bachelor's degree program in engineering or a related field at an accredited college or university.

Physical And Medical Requirements

1. Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

Licenses, Registrations And/Or Certificates

1. Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania within six months of hire and during tenure of employment in this class.
