WATER TRANSPORT OPERATIONS DIRECTOR

GENERAL DEFINITION

This is administrative engineering work directing the activities of the City's water conveyance system or wastewater collection system. The employees are responsible for directing a program of maintenance and improvements for conveyance or collectors systems facilities. Provision of services to the public and coordination of system activities with other department programs is a significant aspect of the work. An employee in this class works under the direction of Water Engineering Assistant Manager.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

Directs the conveyance of water from its source to a water treatment plant and then to the users of the worker; or, directs the conveyance of wastewater from its source to the water pollution control plants; maintains and improves physical facilities of the conveyance systems; determines priorities for repairs and improvements to sections of the system; insures provision of services to the public; directs emergency repairs to the system; coordinates conveyance activities with the operation of water pollution control plants or water treatment plants.

Develops goals and objectives for the program; develops performance standards for program personnel; directs the activities of program personnel through subordinate engineering, scientific, technical, operational and maintenance supervisors; analyzes and revises program activities; reviews goals and objectives formulated by subordinate supervisors; reviews reports prepared by subordinate supervisors on program activities; confers with other program administrators and engineers to coordinate provision of services; consults with other department program personnel to plan and review designs and plans for expansion and renovation of existing facilities, and construction of new facilities; participates in research projects with private consultants; reviews results of contracted research studies.

Prepares operating budget proposals; reviews operating budget requests prepared by subordinate supervisors; establishes staffing patterns for program; reviews personnel selection decisions made by subordinate supervisors; reviews disciplinary decisions.

Testifies before regulatory agencies; insures compliance with water and wastewater laws and regulations.

Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE OF:

• water conveyance and wastewater collection system operations, design, facilities and equipment

• sanitary and civil engineering principles and practices

• administrative principles and practices pertaining to the operation of a large water utility

• current federal and state rules, regulations, and standards applicable to water and wastewater treatment, wastewater collection, and water conveyancing

• the principles and practices of budget, fiscal and personnel administration pertaining to the operation of a large water utility

• supervisory principles and practices

• the principles and practices of employee and labor relations

• the operations of water treatments and water pollution control plants

• the engineering principles and practices used in the design and construction of water conveyancing facilities

ABILITY TO:

• apply administrative and engineering knowledge to complex engineering and operational problems

• prepare complex engineering reports

• establish and maintain effective working relationships with associates, consultants, governmental and regulatory agencies, and the general public

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 11/21.)

EDUCATION:

Completion of a bachelor's degree program at an accredited college or university with major course work in sanitary, environmental, civil, chemical, electrical or mechanical engineering.

AND

GENERAL EXPERIENCE:

Six years of engineering experience, four years of which shall have been in:

· water conveyancing, or wastewater collection, or

· in planning and preliminary design of water and wastewater transport systems, or

· in hydraulic design engineering, or

· in planning and design of linear assets, or

· in the planning, design and/or review of green stormwater infrastructure

AND

SPECIFIC EXPERIENCE:

One year of engineering experience at the second supervisory level in one of the areas listed above or as a Water Transport Engineer 2.

OR

Any equivalent combination of acceptable education and experience which has included completion of a bachelor's degree program at an accredited college or university with major course work in engineering as an educational minimum.

PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment in this class, if required by work assignment.

Possession of a Class A and/or Class E license for Water and Wastewater Systems Operators issued by the Commonwealth of Pennsylvania Department of Environmental Protection if required by work assignment.
