GENERAL DEFINITION
This is administrative engineering work at the managerial level, directing one of the following units in the Planning and Environmental Services Division of the Water Department: Office of Watersheds, Planning and Research, Green Stormwater Infrastructure Implementation or Development Services. Employees are responsible for directing, through subordinate managers, the design, implementation and evaluation of engineering planning and research programs in the areas of water, wastewater and stormwater. Directing engineering research, feasibility studies and financial planning projects, developing programs to ensure compliance with environmental regulations and providing technical support services to other department programs are significant aspects of the work.
Work is performed under the general direction of a Deputy Commissioner.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. Positions must perform administrative engineering work directing, through subordinate managers, a unit in the Planning and Environmental Services Division of the Water Department.
2. Only four positions will be allocated to this class in the Water Department: one in Planning and Research, one in Office of Watersheds, one in Development Services and one in Green Stormwater Infrastructure Implementation.

All Assignments
Directs engineering, research and planning efforts for an Environmental Services Division program area through subordinate managers.
Develops goals and objectives for the unit; develops performance standards for program personnel; directs the activities of program personnel through subordinate engineering, scientific and technical managers; analyzes and revises program activities; reviews program goals and objectives formulated by subordinate managers; reviews reports prepared by subordinate managers; confers with other program administrators and engineers to coordinate provision of services; serves as a technical expert in area of assignment.
Consults with other department program personnel to plan and review designs and plans for expansion and renovation of existing facilities, construction of new facilities and the execution of research projects; participates in research projects with private consultants or educational institutions; reviews results of contracted research studies.
Prepares operating and capital budget proposals; reviews budget requests prepared by subordinate managers; establishes staffing patterns for program; reviews personnel selection decisions made by subordinate managers; reviews disciplinary decisions.
Manages the preparation of grant applications and grant-funded studies; participates in special program budget, and determines project funding priorities.
Establishes and maintains effective working relationships with associates, consultants, governmental and regulatory agencies, academic institutions, industry trade groups and the general public.
Performs related work as required.
Office of Watersheds Assignment
Directs, through subordinate managers, engineering, planning, scientific and research activities for program area which includes monitoring and performance evaluation of stormwater management, watershed management, source water protection, water quality modeling and management, hydraulic and hydrologic modeling, climate change adaptation and mitigation, and regulatory compliance and risk management.
Develops mitigation plans or implementation plans to address water quality or regulatory requirements.
Serves as departmental representative to committees concerned with water resources, regulatory compliance, water quantity and water quality issues.
Planning and Research Assignment
Directs, through subordinate managers, engineering planning and research projects in program area such as water and wastewater quality analysis, operation and process analysis, analysis of the effect of department expansion on the issuance of bids and other financial planning; serves as departmental representative to planning committees concerned with water resources and water quality issues; testifies before regulatory agencies.
Directs the maintenance of the Water Department’s comprehensive plans for facilities and linear assets; manages research and energy initiatives; manages capital planning processes; monitors and reports on energy performance of the department; reviews progress on facility replacement goals, ensures adherence to the strategic plans for linear assets, facilities and energy; integrates planning initiatives with research efforts and energy issues.
Development Services Assignment
Directs through subordinate managers, the technical evaluation of the proposed water, wastewater, and stormwater design of development projects throughout the entire project lifecycle including planning, engineering design, construction, long-term maintenance, and the initiation of enforcement actions, as necessary, to ensure compliance with City code and Water Department regulations and requirements.
Green Stormwater Infrastructure Implementation Assignment
Directs, through subordinate managers, engineering, planning, scientific and research activities in areas such as planning, design, and review of green stormwater infrastructure, stormwater incentive programs, stormwater regulations, inspection of green stormwater infrastructure construction, ecological restoration, and green stormwater infrastructure policy development; ensures alignment of green stormwater infrastructure investment with other capital investments made by the Water Department and other partners.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:

ABILITY TO:

· direct contract activities and oversee the initiation of Requests for Proposals (RFPs) for new services or studies through subordinate managers for the Development Services assignment
· support Public Affairs Deputy Commissioner and Assistant Deputy Commissioner with external government affairs requests including information regarding development projects and legislation for the Development Services assignment.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 11/21.)
EDUCATION:
Completion of a bachelor's degree program at an accredited college or university with major course work in sanitary/environmental, civil, chemical, electrical or mechanical engineering.
AND
GENERAL EXPERIENCE:
Five years of engineering experience which has include three years in water resources, industrial waste/backflow control, or in planning and preliminary design of water or wastewater transport systems.
AND
SPECIFIC EXPERIENCE:
Two years of experience as a Water Engineering Projects Assistant Manager directing a Water Resources program or as a Water Transport Engineer 2.
Any equivalent combination of acceptable education and experience which has included completion of a bachelor's degree program at an accredited college or university with major course work in engineering and the specific experience.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment in this class, if required by work assignment.
