                           AIR MANAGEMENT SERVICES PROGRAM DIRECTOR

 

GENERAL DEFINITION

 

            This is public health administrative engineering work directing and coordinating a citywide air management services program.  The employee in this class is responsible for establishing air quality goals and for implementing, through subordinate technical managers, research and development, monitoring, compliance and enforcement activities related to air quality and the Clean Air Act.  Securing the cooperation and support of the general public and the business and industrial community and collaborating with other governmental agencies and environmental organizations to achieve air management goals are major aspects of the work.  Work is performed under the direction of an administrative superior.

 

ALLOCATING FACTORS:  (The following conditions must be met for a position to be allocated to this class.)

 

1.         This position must direct all technical, regulatory, and administrative aspects of the citywide Air Management Services Program.

 

2.         Only one position will be allocated to this class.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Directs the development of short‑term and long‑range strategic plans for the establishment of air quality goals and the provision of air management services; participates in the formulation of overall program objectives and contributes to the development of environmental health policies; drafts departmental objectives in consideration of state and federal guidelines and environmental and legislative requirements; directs studies to assess air management needs and recommends modifications in existing programs to meet those needs; directs, through subordinate managers, the implementation of air pollution control standards.

            Directs, through subordinate managers, the review and evaluation of technical air management services and activities and the development and implementation of regulatory programs; coordinates engineering, enforcement, research and technical activities for the air management program; reviews program proposals submitted by subordinate managers; works with departmental administrators and representatives of other City agencies to coordinate existing planning and budgeting efforts; keeps abreast of legislation pertinent to air pollution control and related environmental areas; ensures adherence to established city, state, and federal laws and regulations; prepares written reports on agency operations.

            Serves as departmental liaison with outside planning and policy groups concerned with air quality issues, such as the Air Pollution Control Board; acts as advisor to the Board on technical matters; works in concert with Board and senior Health Department officials to promulgate air pollution regulations in accordance with air quality standards; attends regional and national air management services meetings and conferences to develop unified solutions to air pollution problems.

            Speaks before civic, industrial and community groups and directs the preparation and dissemination of information designed to gain public understanding and support of the air management services program; confers with and provides consultative services to officials of universities and other educational institutions on the various aspects of the aspects of the air resources program; directs the development of programs for community education.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·                     city, state and federal laws, standards, codes and regulations applicable to air pollution control or another  environmental program

·                     current developments, literature, resources and legislation in the field of air management or environmental science

·                     modern engineering, scientific, and administrative methods and techniques required to direct and coordinate a state or local or private environmental program

·                     supervisory methods and techniques

·                     organizational planning and development

·                     management planning and control strategies

·                     principles, practices, methods and techniques of project management

 

SKILL IN:

 

·                     coordinating the activities of an air management program or an environmental engineering program with regulatory and other governmental agencies

·                     securing the cooperation of environmental activists, community groups, business and industrial communities and legislators to effect the goals and objectives of an environmental program

 

ABILITY TO:

 

·                     plan, organize and direct, through subordinate managers, the activities of a large staff of technical and regulatory air management professionals

·                     establish effective working relationships with departmental officials, other governmental and regulatory agencies, and representatives of community and industry

·                     develop and implement policies consistent with overall air management objectives

·                     motivate staff and provide for their training and professional development interpret, explain and apply relevant rules and regulations and state and federal laws

·               analyze complex technical, scientific and administrative problems, evaluate   
      alternative solutions and adopt effective courses of action

·                     communicate operational strategies and objectives to employees to achieve implementation of goals

·                     prepare clear and concise reports, correspondence and other written materials

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/15.)

 

EDUCATION:

 

            Completion of a Master’s degree program at an accredited college or university with major course work in engineering, environmental health, environmental science, public health, public administration, or related field or completion of a Juris Doctor degree program at an accredited law school.

 

AND

 

            Completion of a bachelor's degree program at an accredited college or university with major course work in engineering.

 

AND

GENERAL EXPERIENCE:

 

            Six years of technical or scientific experience in air management or other environmental program.

 

AND

SPECIFIC EXPERIENCE:

 

            Two years of senior managerial level experience directing the implementation of regulatory enforcement or permitting or the planning and regulation development functions for an air management program.       

 

OR

 

            Any equivalent combination of education and general experience determined to be acceptable by the Office of Human Resources, which has included the specific experience and a bachelor's degree in engineering as an educational minimum.
