AIR MANAGEMENT PROGRAM MANAGER
GENERAL DEFINITION
This is managerial level engineering work, directing, through subordinate managers and supervisors, all regulatory or technical activities of the City's air management program. An employee in this class directs the implementation of permitting, licensing, code and regulatory enforcement and compliance, or the operation of the air management services laboratory and all technical functions provided at this facility, depending upon the area of assignment. Contact with governmental officials, industrial plant representatives, regulatory agencies, and the general public is a significant aspect of the work.
Work is performed under the direction of an Air Management Program Director.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. The position must direct the implementation of code and regulatory enforcement and compliance or the operation of the air management services laboratory and all technical functions provided at this facility.
2. One position will be allocated for each assignment.
3. The positions must be located in the Department of Public Health.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Reviews and evaluates services, programs, and activities of assigned section; participates in the development of responsibility center goals and objectives; establishes means to reach departmental goals in conjunction with subordinate managers and supervisors; monitors programmatic activities to evaluate the success of programs in achieving desired results; may effect program modification if necessary; coordinates the activities of subordinate units; ensures that policies and procedures remain current and in accordance with environmental and legal standards; ensures that staff operations conform to governmental standards.
Reviews proposed legislation regarding air management; determines the impact of proposed modifications on the City's programs; prepares comments to be included in the formal response to regulatory agencies.
Collaborates with outside agencies in an effort to increase and maximize resources and capabilities; speaks before professional, civic, industrial and community groups to enlist support for, disseminate information about, and engender understanding of environmental issues; meets with organizations which develop, coordinate and lobby for effective multi‑level governmental enforcement policies and actions; provides expert testimony for the department in legislative, administrative and legal procedures involving environmental issues.
Performs ongoing evaluation of programmatic efforts; assesses the effectiveness and efficiency of operations; meets with subordinate managers and supervisors to develop plans to improve operations in identified problematic areas; keeps supervisor abreast of the status of operations; assesses training needs of staff; meets with departmental training staff to devise contents of staff development programs; reviews staffing patterns and organization of units supervised; confers with subordinate managers and supervisors to determine if modifications are needed.
Performs related work as required.
REGULATORY SERVICES ASSIGNMENT
Directs, through subordinate managers and supervisors, the implementation of code and regulatory enforcement and compliance activities, which includes the review of permit, license, and certification applications, the performance of emission control evaluations, the conduct of engineering surveys, and the performance of other inspectional activities; oversees and coordinates the engineering, inspectional, and compliance and enforcement activities of the Air Management Program in a cooperative effort to protect the environmental health of the City.
Develops new regulatory programs based on an assessed need or as requested by superior; determines the cost and feasibility of the implementation of new program initiatives; determines areas of non‑compliance and proposes remedial actions; prepares program proposals for review by superior; ensures adherence to established City, State and Federal laws and regulations; develops new regulatory initiatives in accordance with governmental mandates; maintains contact with government officials, industrial plant representatives, outside agencies, and the public.
Directs, through subordinate managers and supervisors, the delivery of all technical services required for air management code and regulation enforcement, and research and development activities related to sampling and the analysis of environmental contaminants; directs the operation of the air management services laboratory; reviews and evaluates technical services programs and activities; sets goals and objectives for the air management services laboratory within overall departmental objectives; allocates and assigns laboratory resources and personnel to optimize delivery of essential services.
Prepares the air management services laboratory budget and compiles grant proposal packages; initiates research and development projects which enhance and support facility objectives consistent with departmental plans and resources; seeks external funding sources and establishes cooperative projects with external agencies to maximize facility resources; prepares written reports regarding technical environmental services.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:

commercial and industrial processes as they relate to the emission of airborne pollutants, and of the design, construction and operation of the most commonly used air pollution control devises

modern engineering, scientific, and administrative methods and techniques required to direct and coordinate the regulatory or technical services of a city‑wide air management program

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 11/14).
EDUCATION:
Completion of a master's degree program at an accredited college or university with major course work in chemical, civil, electrical, mechanical or sanitary engineering.
AND
GENERAL EXPERIENCE:
Six years of engineering experience in air management work, two years of which shall have been in a supervisory capacity.
AND
SPECIFIC EXPERIENCE:
One year of administrative engineering experience which has involved planning, directing and coordinating the work of a major aspect of a city‑wide air management program.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included completion of a bachelor's degree in one of the above specialties as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Air Management Program Manager.
