GENERAL DEFINITION
This is administrative environmental engineering work planning, directing and coordinating the work of a major aspect of the City-wide air management program.
Employees in this class develop, analyze and evaluate air management problems, procedures and services and participate in the determination of program policies. Contact with governmental officials, industrial plant representatives, and the public are of major significance to the work.
Work is performed with direction from a higher level engineer.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Plans, assigns and reviews the work of a staff of engineers, inspectors, and clerical and technical personnel engaged in performing a wide range of studies or tasks pertinent to a major phase of the overall air management program; revises workload to ensure the efficient handling of assigned cases; determines number and kind of personnel, equipment, facilities and other resources needed to accomplish assigned functions.
Explains to plant representatives and other interested parties the nature and extent of air pollution violations; represents the department in court during the prosecution of more extensive or far-reaching violations; confers with local, state and federal government officials concerning existing or proposed regulations, problems and solutions; coordinates activities with those of other local, state and federal officials.
Interprets local, state and federal air management regulations; develops plans and procedures for implementation of those regulations; evaluates air management standards and code requirements and recommends revisions where indicated.
Directs laboratory studies to determine the feasibility, cost and effect of devising mechanical and other means to eradicate or inhibit pollutants being emitted into the air; studies and determines the amount of pollution emitted by various industries and establishes priorities of sources to be controlled.
Speaks before civic, industrial and community groups to enlist their support and gain their understanding of air pollution control programs; prepares written reports and attends meetings to discuss the progress and policies affecting the various phases of the air management program.
Performs related work as required.
Performs work as described above in one of the following areas: compliance, enforcement, laboratory, engineering, toxic, computerized air monitoring systems and networks or administration.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
engineering theory, principles and practices as they relate to air pollution control
commercial and industrial processes as they relate to the emission of airborne pollutants, and of the design, construction and operation of the most commonly used air pollution control devices
the laws and regulations applicable to air pollution control
modern engineering and administrative methods and techniques required in directing and coordinating a major phase of a city-wide management program.
engineering mathematics and mathematical tables used in environmental engineering
supervisory methods and techniques
the principles, procedures and methods used in data processing and programming as they pertain to scientific and engineering applications
computer operating systems including telecommunications and related systems software and networks
the uses and capabilities of computers
ABILITY TO:

apply knowledge of the principles and practices of electronic data processing in developing engineering and scientific applications
learn new programming techniques as applied to computer operations for the
train personnel in various aspects of data processing technology and computer science
coordinate intra- and inter-departmental data processing activities in relation to engineering and scientific applications in the area of responsibility
express ideas effectively, both orally and in writing
establish and maintain effective working relationships with associates, governmental officials, plant representatives, and the general public
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/14.)
EDUCATION:
Completion of a bachelor's degree program at an accredited college or university with major course work in chemical, civil, electrical, mechanical, or sanitary engineering.
AND
EXPERIENCE:
Six years of engineering experience in air management work, two years of which shall have been in a supervisory capacity.
Any equivalent combination education and experience determined to be acceptable by the Office of Human Resources, which has included completion of a bachelor's degree program from an accredited college or university in an acceptable area of engineering.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and possession of such license within thirty days of appointment, and during tenure of employment as an Air Management Administrative Engineer if required by work assignment.
