GENERAL DEFINITION
This is administrative engineering work planning, implementing and directing, through subordinate managers, the City Survey Bureau and all engineering activities pertaining to highways, roadways and bridges for the Streets Department. The employee in this class serves as the technical engineering expert for highways, roadways and bridges and is legally responsible for final approval of all engineering designs and overseeing all contracted construction work for highways and bridges to ensure compliance with federal and state regulations. The employee directs and the planning, design and construction and inspection activities of the city's major highway and expressway improvement program, with particular emphasis on the city-state expressway and limited access network; the survey and regulating activities of the city's survey districts; the design, repair, construction and inspection of city bridges; and, the maintenance of the City Plan including current street and land maps and records of registered property lines. Maintaining operating efficiency through planning, problem solving, and policy development for each of the assigned engineering and surveying divisions and conferring with officials from city, state, and federal agencies, and public utilities and quasi-public organizations on engineering matters are significant aspects of the work. Work is performed under the general direction of a Deputy Streets Commissioner.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Manages teams of engineers, through subordinate engineering managers, engaged in the design of major public works projects such as bridges and highways; provides technical oversight and approval for all bridge inspection and structural repairs; legally responsible for the resulting design documents by application of the professional engineering license; manages teams of engineers and technicians, through subordinate engineering managers, engaged in the inspection and acceptance of major public works construction projects; legally responsible as engineer of record for the review and approval of shop drawings, change orders, field decisions and changes to approved construction documents; responsible for any dimensional changes to the legal City Plan recommended by a team of licensed land surveyors.
Plans, develops, directs and coordinates the implementation of current and long range programs for bridge design and construction, street engineering and design, and major city-state highway and expressway projects; confers with officials of state, federal, public utility and quasi-public agencies to work out the scope of programs and the degree of the city's involvement in them; prepares initial drafts of legislation to permit the city to carry out various state projects.
Directs, through subordinate supervisors, product analysis, competitive cost evaluation, and benchmarking for decision making purposes and to improve customer services and develop stronger methodologies to analyze costs and product levels.
Directs, through subordinate supervisors, project management for design and construction programs involving the use of consultants and an in-house design program in which design work is performed by in-house engineers and technical personnel.
Participates in the formulation and development of departmental policy, particularly as it applies to the major highway and expressway program and land surveying and bridge engineering design activities; discusses and resolves department-wide issues and sets policy for the department in conference with the Commissioner, Deputy Commissioner and other department managers.
Participates with officials of various agencies engaged in economic development, redevelopment, and renewal planning and programs; directs review of plans for feasibility from an engineering standpoint; makes recommendations for changes in plans in light of engineering principles and overall best interest of the city; directs planning, engineering and design of streets related to large economic development projects.
Represents and testifies for the department before legislative bodies on ordinances and capital programs; serves as assistant to the Streets Commissioner when meeting and negotiating with State Legislators; represents department at community meetings, and before various boards and commissions; meets with local, state and federal officials at policy level to implement departmental programs.
Serves as President of the Board of Surveyors; supervises through subordinate supervisors city-wide surveying and regulating activities; participates in and is instrumental in developing joint city-railroad programs for the construction of bridges, and the elimination of grade crossing and street railway and railroad locations; reviews and either approves or rejects plans and specifications for the design and construction of bridges and major city-state highway and expressway construction programs.
Reviews and approves recommendations to reduce operating costs and increase productivity; reviews and addresses a wide range of labor management issues and interacts with labor unions to resolve such issues.
Provides administrative and policy direction to, and the implementation of, all phases of the Federal Highway and Transportation Appropriation Act; directs, through subordinate engineers, the planning, design and implementation of city-wide bicycle and pedestrian design projects as they relate to the Act; directs the activities of bicycle plan coordinator responsible for the bicycle network plan design and its operational problems.
Manages the capital program and operating budgets; determines capital and fiscal budgetary needs and revises or approves requests based on knowledge of the scope and magnitude of programs; directs the development of the capital program and operating budgets for all surveying, highway, and bridge programs; makes recommendation and advises the Commissioner and Deputy Commissioner on all aspects of capital program improvement projects and operating budget levels for the divisions supervised.
Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved 6/15.)
EDUCATION:
Completion of a bachelor's degree program at an accredited college or university with major course work in civil engineering.
Preferred Education: Master’s degree in civil engineering
AND
GENERAL EXPERIENCE:
Eight years of civil engineering experience.
AND
SPECIFIC EXPERIENCE:
Two years of management level civil engineering experience directing public works engineering design and construction programs.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included completion of a bachelor's degree program in civil engineering and the specific experience as described above.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Registration as a professional engineer as issued by the Pennsylvania State Registration Board for Professional Engineers prior to appointment and during tenure in the position.
