WATER ENGINEERING MANAGER
GENERAL DEFINITION
This is administrative and engineering work at the Deputy Commissioner level directing the activities of the Water
Department's operations or engineering division. The employee directs either the wastewater treatment and collection
and the water treatment and conveyance operations; or the water pollution abatement program, engineering design,
construction, planning and related technical services for the department. Contact with other divisions, other City
departments, external governmental agencies, contractors and consultants is an important aspect of the work. The
employee in this class reports to the Water Commissioner.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans and directs the activities of a large, multi-discipline staff, through subordinate engineering managers;
establishes divisional goals and objectives; assigns goals and objectives to specific sections as projects; establishes, reviews
and revises divisional policies and procedures; coordinates the activities of various division sections.
- Establishes objectives for subordinate managers; reviews and revises goals and objectives developed by
subordinate managers; reviews, revises and develops organization structure and function for the division; analyzes and
evaluates performance of division operations; defines responsibility areas for subordinate managers; establishes staff
structure for division; provides administrative direction to units engaged in the performance of complex engineering
projects; reviews reports prepared by subordinate managers; initiates research projects.
- Develops departmental policy and programs; implements departmental policies and programs in division; interprets
and explains policies and programs to subordinates; directs the development of proposals for capital improvement of
division facilities.
- Confers with representatives of other departmental divisions to coordinate activities; confers with other division
engineers to review plans affecting division enforcement, legal and other services to the division; coordinates division
activities with the activities of other City departments and local utilities.
- Represents the division and the Water Department on regional planning and regulatory commissions; testifies
before regulatory agencies; participates in policy formulation for regional planning commissions; insures compliance with
water and wastewater laws and regulations.
- Prepares divisional operating budget proposals; reviews proposals submitted by subordinate managers; justifies
budget requests; reviews budgetary allocations, negotiates contract terms with consultants; reviews personnel selections;
establishes policies affecting employee relations; reviews disciplinary actions; negotiates with union representatives.
- Performs related work as required.

KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training
and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates
for this class will be reviewed based on training and experience requirements as approved on 4/82.)
EDUCATION:
- Completion of a bachelor's degree program at an accredited college or university, with major course work in
engineering.
AND
EXPERIENCE:
- Nine years of engineering experience, two years of which shall have been in an administrative position in a water
utility.
Or any equivalent combination of education and experience which has included the completion of a bachelor's
degree program at an accredited college or university in an acceptable area of engineering as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to meet the physical and medical standards approved for this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Registration as a professional engineer issued by the Pennsylvania State Registration Board for Professional Engineers upon appointment and during tenure of employment as a Water Engineering Manager.
- Possession of a valid proper class motor vehicles operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment in this class, if required by work assignment.
