CAPITAL PROJECTS MANAGER

 

GENERAL DEFINITION

 

            This is administrative engineering and architectural work, directing engineering, architectural and related services for City facilities within the Department of Public Property Capital Projects Division.  Employees in this class supervises, through subordinate supervisors, a staff of engineers, architects and inspectors responsible for the planning, implementation, design, construction and inspection of capital improvements for City owned facilities and property.  Work includes establishing goals and objectives and participating in the formulation and implementation of divisional policies.  Establishing and maintaining effective relationships with subordinate supervisors, contractors, governmental officials and the general public is important in the work.  Work is performed under the general direction of a higher-level administrator.

 

ALLOCATING FACTORS:  (The following conditions must be met for a position to be allocated to this class.)

 

1.    The position must supervise, through subordinate supervisors, a staff of engineers, architects, and/or construction inspectors engaged in ensuring the completion of the capital projects for City owned and leased facilities and properties.

2.    Only four positions will be allocated to this class in the Department of Public Property. One position will be allocated to each unit responsible for capital improvements for City owned and leased facilities.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Plans, coordinates and directs, through subordinate supervisors, the activities of employees engaged in the design, development, analysis, evaluation, construction, and inspection of capital improvements for City owned and leased facilities and properties; directs the preparation and review of design specifications and other documents; reviews the work of staff engaged the review and revision of designs, plans, and specifications prepared by consultants, architects and engineers for capital projects; participates in the more complex facets of the projects and resolves conflicts between staff and consultants or other individuals or agencies.

            Consults with departmental and administrative officials, consulting engineers,

contractors, representatives of government and industry, and the general public regarding divisional policies, procedures, programs and the resolution of points of disagreement; advises course of action to be taken in resolving complex engineering and procedural problems; represents division and/or department at a variety of conferences and meetings and appears before legislative bodies as an expert witness.

            Reviews and approves contract documents, partial and final estimates, invoices, progress reports, reports on the need, feasibility and estimated cost of major engineering projects, and reports on the capital budget or programs of the division; prepares special engineering reports; prepares technical recommendations for contracts, agreements, ordinances and bills.

            Prepares, develops, and reviews capital budgets; coordinates and determines staffing requirements and assignments between units; meets with union representatives regarding contractual obligations and union grievances; reviews staff disciplinary actions.

            Performs related work as required.

•           the principles, practices and theory of design engineering as applied to the design and implementation of capital improvement, construction, replacement and rehabilitation projects

•           analyze and evaluate complex organizational, administrative and managerial problems

•           establish and maintain effective working relationships with representatives of governmental agencies, civic organizations, associates, and the public

•           enlist the cooperation of officials to implement policy and procedural changes.

•           exercise judgment and discretion in applying and interpreting policies and procedures consistent with overall policies and objectives

•           locate and use the sources of engineering information and the current developments in the design and construction field

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/16.)

 

EDUCATION:

 

            Completion of a bachelor's degree program at an accredited college or university, with major course work in engineering or architecture.

 

AND

GENERAL EXPERIENCE:

 

            Five years of engineering or architectural work.

 

AND

SPECIFIC EXPERIENCE:

 

            Two years of supervisory experience, at or above the N25 level, in one of the following areas:

 

·         Directing a staff of engineers or architects responsible for the design and/or construction of public works projects.

·         Directing the activities of engineers, technicians and inspectors engaged in inspecting construction projects in the Department of Public Property.

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included the completion of a bachelor’s degree program with major coursework in Engineering or Architecture and the specific experience.

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

Registration as a Professional Engineer as issued by the Pennsylvania State Registration Board for Professional Engineers or Licensed as an Architect as issued by The State Architects Licensure Board at the time of appointment if required by work assignment.

Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment in this class.
