STREETS ENGINEERING PROJECTS ASSISTANT MANAGER

GENERAL DEFINITION

This is administrative engineering work directing, through subordinate engineering staff, design functions and the development of construction plans and specifications for public works projects in the Streets Department or the design and development of plans for traffic engineering projects. Employees in this class are responsible for administrative engineering functions related to project tasks, acquisition of federal grants, professional development of staff, and for coordinating project plans with developers, political entities, and the community-at-large. Consultation with departmental and consulting architects and/or engineers in plans review is a significant aspect of the work. Work is performed under the general direction of a higher level engineering manager.

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

1. Positions must be located in the Streets Department.

2. An employee in this class directs, through subordinate engineering staff, design functions and development of construction plans and specifications for public works projects or the design and development of plans for traffic engineering projects.

3. Only two positions will be allocated to this class.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

All Assignments

Researches policy issues affecting programs and projects; assists in the development of departmental programming and budgeting.

Develops roadway and traffic signal system designs from concept through construction; coordinates roadway and traffic signal system design with DVPRC, Penn DOT, and other governmental agencies; performs in-house design and project management of consultants; interacts with political and community entities; coordinates projects with other departments and utilities.

Advises engineering staff on project development and the handling of a variety of design and project management issues; meets with developers, politicians and the community to provide guidance and resolution on transportation engineering issues.

Sets up standards for selection of consulting architect and/or engineering firms.

Reviews or develops proposals for several federal and state grant-in-aid programs; ascertains that proposals are properly prepared and meet federal and state requirements for certification; ensures that requisitions for payment are processed and that funds are received; contacts and discusses problem areas with federal, state, city and quasi-public agency officials; follows up to see that projects progress as rapidly as possible; makes final inspection of completed projects.

Represents the agency at public meetings; meets with public officials to discuss programs and projects.

Performs related work as required.

Public Works Assignment

Makes assignments of plan review and development for architectural, structural, civil, mechanical, electrical and code features of proposed construction or alterations of existing facilities; checks completed review to ascertain that review is appropriate and proper; discusses changes needed with departmental and consulting engineers and architects where problems are not resolved by lower level engineering and architectural personnel.

Traffic Engineering Assignment

Manages traffic planning and engineering projects; responsible for the review of traffic engineering plans and collaborates with consultants to provide feedback and make revisions; serves as the project manager for traffic related projects to redesign and optimize streets and intersections, update and computerize traffic signals and change street markings and signage; plans and prepares contract bids and develops project specifications; oversees the drafting and editing of engineering plans; approves and signs traffic engineering plans; develops cost-benefit analyses and generates progress reports for traffic engineering projects; manages and participates in the development and implementation of special projects and initiatives as assigned by Street department executives.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE OF:

· modern engineering methods and practices used in the design, construction and alteration of public facilities for the Public Works assignment

· administrative methods and practices

· public policy and appropriate legislation relating to transportation

· current developments in the transportation field

· supervisory methods and techniques

· Pennsylvania Department of Transportation (PennDOT) standards for the Traffic Engineering assignment

· the principles, practices and objectives of traffic engineering for the traffic engineering assignment

SKILL IN:

· making engineering computations

· public presentations

ABILITY TO:

· learn state and local regulations applicable to the construction and alteration of transportation facilities or traffic engineering

· apply engineering and administrative knowledge to the resolution of major technical problems

· establish and maintain effective relationships with associates, consultants, contractors and the business public

· explain, interpret and enforce design requirements firmly and tactfully

· evaluate proposed projects and make feasibility determinations

· review, supervise and participate in the preparation of contract plans and specifications

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 10/16.)

EDUCATION:

Completion of a Bachelor's degree program at an accredited college or university with major course work in engineering;

AND

GENERAL EXPERIENCE:

Four years of engineering experience at the full performance level or above;

AND

SPECIFIC EXPERIENCE:

Four years of engineering experience supervising and directing design functions, construction functions or project management functions for public works or traffic engineering projects.

OR

Any equivalent combination of education and experience, which has been determined to be acceptable by the Office of Human Resources and which has included the completion of a bachelor's degree program at an accredited college or university in an acceptable area of engineering as an educational minimum.

PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

Possession of Registration as a Professional Engineer issued by any state at the time of application and Registration as a Professional Engineer issued by the Pennsylvania State Registration Board for Professional Engineers within six (6) months of appointment and during tenure of employment as a Streets Engineering Projects Assistant Manager.
