GENERAL DEFINITION
This is project management work directing the planning and implementation of architectural, landscape architectural, and/or engineering design and construction phases of projects in a designated specialty area. An employee in this class is responsible for all project-related administrative requirements and serves as project manager for successive design and construction projects of considerable diversity and complexity. The employee directs the activities of a multi-disciplined staff that may be composed of engineering and/or various architectural personnel with technical support staff and outside contracts and consultants.
Work includes preparing, reviewing and approving designs, plans, specifications and contract documents, resolving construction contract disputes, and rendering final inspection and approval of completed construction work. This class is differentiated from other related classes by project management responsibility for both engineering and/or architectural and/or landscape architectural design and construction project components. Coordinating the activities of a multi-disciplined staff that may change in size and composition from project to project is a significant aspect of the work. Work is performed under the general direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. The position must be responsible for all phases of successive design and construction projects of considerable diversity and complexity in a designated specialty area.
2. The position must be responsible for directing a staff that may be composed of architectural, and/or engineering and/or landscape architectural personnel with technical support staff and outside contracts and consultants.
3. The position must be responsible for executing and administering professional services and construction contracts including the review, approval and tracking of all invoices and payments through the city's standard processing procedures.
4. The position must be responsible for administering a financial tracking system of all project related costs for the buildings specialty.

ALL SPECIALTIES
Manages the design and construction phases of projects funded by both operating and capital funds; assigns and directs the design and construction activities of a multi-disciplined staff that may change from project to project; assigns and reviews the work of engineers, architects, consultants, contractors, and technical support staff; reviews and approves designs, plans, specifications, contracts and documents for project feasibility, adherence to departmental requirements and standards, and compliance with federal, state and local regulations and mandates; manages the pre-programming and programming of design and construction projects.
Performs feasibility studies to determine the practicality of major engineering and/or architectural projects; prepares environmental impact statements in accordance with federal, state and local regulations; prepares or reviews preliminary cost estimates for materials, supplies and labor; reports findings and makes recommendations; prepares budget estimates and justifications for projects; prepares original designs and specifications for more complex structures and facilities; reviews project costs (design and construction) relative to available funding to determine that adequate financing is available; makes field inspections to gather data; makes complex engineering calculations and prepares comprehensive and detailed plans and specifications; determines the need for design consultants and contractors for the development of plans and specifications, and construction work; reviews qualifications and experience of consultants and makes recommendations; writes requests for proposals for consultant services in accordance with public procurement policies; reviews proposals for consultant services for completeness and adequacy; assigns portions of projects to subordinate engineers, architects and technical staff; reviews plans and specifications prepared by project engineers and architects and outside design consultants; approves revisions to plans and specifications; may redesign plans; meets with consultants, architects and engineers to resolve design problems.
Advances project design phase to the construction phase; reviews and approves shop drawings for compliance with the contract plans and specifications; reviews plans and specifications for construction projects prepared in-house and/or by outside consultants; determines if there are any utility or other obstructions which may interfere with the implementation of construction plans and specifications; confers with project design staff and/or design consultants to resolve problems and interpret specifications.
Convenes pre-construction job meetings to review all aspects of construction requirements; indicates priorities for the completion of various aspects of the work; reviews sections of the plans and specifications that may present interpretation or construction problems; determines if contractors' proposals meet structural and safety requirements; reviews and approves cost breakdown for lump sum bids and itemized bids; reviews and approves all sub-contractors and materials suppliers used by the primary contractor in carrying out the work; may use standard project management software packages designed for use on a desk top computer.
Reviews and approves design and construction schedules; coordinates design and construction activities with departmental personnel, public groups, and federal, state and local agencies to assure work progress as according to schedule, contract plans and specifications; confers with consultants and/or contractors on the interpretation of contract requirements; resolves engineering and architectural scheduling problems; administers, reviews and approves changes during construction due to unforeseen problems; oversees the implementation of changes; reviews coordination of prime contractors and resolves conflicts and delays in the construction schedule; directs and coordinates other project-related activity, such as telecommunications/data equipment installation and furniture/equipment moves
Assigns subordinate inspectional personnel or contracted inspectors to construction projects; makes on-site inspections of construction while in progress and upon completion; reviews reports on construction prepared by subordinates; makes changes in contracts or plans to compensate for field conditions that do not affect engineering or design integrity of the project; stops work and confers with superior, subordinate inspectors, departmental design engineers and/or architects and outside consultants to resolve changes involving engineering and/or architectural design and structural integrity of the project; prepares change orders; prepares amendments; makes final inspections of construction projects.
Replies to a variety of correspondence from contractors, consulting engineers and architects, governmental agencies and organizations and others regarding the interpretation of specifications, policy determination, approval of materials and equipment, and workmanship standards; prepares correspondence to federal government regarding subsidized programs; notifies federal agencies of work changes.
Reviews and checks monthly estimates of work completed; examines estimates and reports to determine whether all facets of construction have been adhered to before authorizing payment; reviews and approves contract work estimates used as basis for partial payment; authorizes final payment; works with various city agencies to expedite payment processing.
Answers complaints by citizens pertaining to damage, inconvenience or nuisance created by construction work and attends community meetings;
Reviews proposals for federal and state grant-in-aid programs; assures that requisitions for payment are processed and that funds are received;
Presents testimony as expert witness to legislators, regulatory boards and commissions at the local, state and federal level;
Assigns project costs (design and construction) to appropriate capital and/or operating budget accounts;Performs related work as required.
Public Works Specialty
Performs the aforementioned work for various types of public works design and construction projects including such structures as bridges, street, highway and transportation systems and facilities, water distribution, storm water and sanitary systems, and water and sewage facilities.
Building Specialty
Performs the aforementioned work specifically for the design, renovation and construction of large, multi-occupancy government buildings; directs design and construction projects encompassing the renovation and rehabilitation of large buildings and related facility systems and equipment, including air distribution systems, steam, hydraulic systems, electrical systems, water distribution systems and refrigerant piping.
Landscape Specialty
Performs the aforementioned work for various types of landscape architecture projects including parks and recreation facilities, green stormwater infrastructure, ecological restoration, and other grounds projects.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/24.)
EDUCATION:
Completion of a bachelor's degree program at an accredited college or university with major coursework in engineering, architecture, landscape architecture or architectural engineering.
AND
GENERAL EXPERIENCE:
Three years of engineering or architectural experience in the design or construction phases of public works projects.
AND
SPECIFIC EXPERIENCE:
PUBLIC WORKS SPECIALTY
Two years of engineering or architectural experience, above the full performance level, in the design or construction phases of public works projects.
BUILDING SPECIALTY
Two years of engineering or architectural experience, above the full performance level, which has involved the design or construction, renovation and rehabilitation of large, multi-occupancy commercial buildings and related systems and equipment.
LANDSCAPE SPECIALTY
Two years of landscape architectural experience, above the full performance level, which has involved the design or construction of parks, green stormwater infrastructure, ecological restoration, or other landscape architecture projects.
Any equivalent combination of acceptable training and experience which has included completion of a bachelor's degree program in an acceptable area of engineering, architecture, landscape architecture or architectural engineering as an education minimum and the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Registration as a professional engineer or licensed landscape architect, or registered architect with the Pennsylvania State Registration Board for Professional Engineers at time of appointment as a Design and Construction Project Manager if required by work assignment.
