This is construction engineering work supervising, through technical subordinates, the inspection of public works construction projects to assure good workmanship and contractors' adherence to plans, specifications and contract requirements. The employee coordinates and supervises the work of inspection units and provides engineering interpretations to resolve construction disputes. Work is performed under the direction of an engineering superior. Work may require light physical effort.

All Specialties
Coordinates the work of field units inspecting construction projects; assigns projects to provide an equal distribution of work; develops an inspection schedule which allows for the most efficient utilization of time and which permits the observation of contractors' work at times defects would be most apparent.
Reviews daily, weekly and/or monthly reports governing inspectional activities; schedules meetings during the project to work out solutions to problems encountered and to interpret contract requirements.
Makes on-site inspections of all phases of the construction projects while in progress to determine that specific phases of the work are performed in accordance with predetermined outlines; interprets the plans and specifications for the contractor and determines whether the intent of the plans and specifications has been properly carried out; resolves disputes with contractors regarding the intent of the city on a specific phase in a contract requirement; confers with immediate supervisor to determine the appropriateness of proposed changes.
Investigates and resolves complaints from the general public, contractors and others pertaining to damages or inconveniences created by construction projects; meets with complainants and contractors to obtain details and examine the site of the damages; analyzes all data and makes recommendations to resolve the complaint.
Prepares and supervises the preparation of drawings, engineering designs, specifications, quantity calculations, cost estimates, engineering computations and related engineering work in the office as well as the field.
Prepares a variety of correspondence to contractors, engineering firms, officials of various city departments, and others regarding the status of construction projects.
Uses personal computers with data base and/or project management software to enter data, produce forms, and prepare reports.
Performs duties described above on the following types of engineering projects.
Performs related work as required.
Civil Specialty
Recreation, airport, park, water and sewer structures, facilities and equipment, highways, bridges, public works structures and installations and other civil engineering phases of public works projects.
Electrical Specialty
Power distribution, lighting, heating, ventilating, communications and transit systems, and other electrical engineering phases of public works projects.
Mechanical Specialty
Pumping equipment, incinerator and transfer systems, heating, ventilating and air conditioning systems, and other mechanical engineering phases of public works projects.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
engineering theory and of the principles and practices of engineering in the area of specialization as applied to the construction of public works.
the methods and techniques of engineering in the area of specialization as applied in inspecting and testing materials used in public works construction projects.
the strength and use of construction materials and equipment.
contract administration including scheduling and the preparation of contracts and change orders.
engineering mathematics as applied to construction projects.
supervisory methods and techniques.
ABILITY TO:
supervise field assistants in the inspection of all phases of public works construction projects for conformance to contract requirements, plans and specifications.
evaluate construction modifications for soundness of engineering features and economic feasibility.
analyze construction and specification interpretation problems and to exercise sound judgment in their resolution.
analyze data and explain contract deviation to contractors and to resolve disputes firmly and tactfully.
review and analyze construction cost proposals for construction change orders and to negotiate a final cost with the contractor.
review and analyze contractor's proposed work schedule prepared either by Conventional or Critical Path Method scheduling.
establish and maintain effective working relationships with associates, contractors, and others.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. OPTION 1: ALL SPECIALTIES
EDUCATION:
Completion of a bachelor's degree program at an accredited college or university with major course work in engineering in the area of specialization.
AND
GENERAL EXPERIENCE:
Two years of engineering experience in the area of specialization.
AND
SPECIFIC EXPERIENCE:
Two years of full performance level engineering experience in the area of specialization inspecting public works construction projects.
OPTION 2: CIVIL SPECIALTY ONLY
EDUCATION:
Completion of 60 college credits with major course work in building construction technology, architectural design or civil engineering technology at an approved technical institute or an accredited college or university.
OR
Completion of 60 college credits from an accredited technical institute or college or university AND Possession of the Construction Management Certificate issued by the City of Philadelphia demonstrating successful completion of the Streets Department 10-course Construction Management Certificate Program.
AND
GENERAL EXPERIENCE:
Four years of experience performing technical field work testing and inspecting all phases of public works construction projects.
AND
SPECIFIC EXPERIENCE:
Two years of supervisory experience as a Construction Projects Technician Supervisor.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Construction Engineer 1 if required by work assignment.
