WATER UTILITY MANAGER

 

 

GENERAL DEFINITION

 

            This is administrative environmental engineering work, supervising, through subordinate engineering supervisors, the activities of engineering, scientific, operational and/or maintenance personnel.  This class is differentiated from lower-level Environmental Engineers by the responsibility for directing all water plant operations and maintenance.  Ensuring compliance with regulatory permits and laws, planning, implementing, and managing operational and capital budgets, provision of services to the public, coordination of plant activities with other department programs or City agencies and contact with external governmental agencies are a significant aspect of the work.  The employee works under the direction of an administrative engineer.

 

ALLOCATING FACTORS: (The following conditions must be met in order for a

position to be allocated to this class)

 

1.         Positions must direct all water treatment or wastewater plant operations

2.         Positions must be located in the Water Department at one of the Water or Wastewater Treatment plants.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Directs all operations and maintenance of a water pollution control, or water treatment plant; supervises, through subordinate supervisors, the activities of engineering, scientific, maintenance and operational personnel; develops goals and objectives for subordinates; analyzes and revises treatment processes; directs and/or participates in research projects to evaluate new treatment processes; determines the feasibility of implementing new methods; recommends changes and modifications in plant design or processes; directs and/or participates in administrative and financial analysis of  operations; participates in the formation of departmental policy regarding the program; reviews reports prepared by subordinate supervisors on section activities; tours facilities or work sites to review subordinates’ progress; prepares reports; provides engineering technical guidance and managerial direction to subordinate supervisory staff; resolves problems and issues.

            Prepares, presents and justifies operating budget requests for programs; develops facility capital projects plan and budget plan; manages and controls operating expenditures in accordance with approved budget and departmental and City fiscal policy; develops assignments for subordinate personnel; selects subordinate supervisory personnel; implements employee performance standards; manages staffing levels and workload according to budgetary restrictions; reviews personnel selection decisions made by subordinate supervisors; initiates and reviews disciplinary actions; provides administrative and human resources guidance to staff; reviews and approves performance reports, reviews and approves disciplinary action recommendations and conducts unit disciplinary hearings as necessary.

            Directs improvement projects through the conceptual design, capital budgeting and final design stages; manages project impacts through the construction and start-up phases; coordinates activities of departmental engineers, planners, researchers, consultants and contractors with treatment plant activities during the expansion and renovation of facilities; directs the infrastructure assessment, planning and replacement program for plant in collaboration with design and engineering units of the department and consultants.

           Serves as the On-site Plant Incident Commander as detailed in the Incident Command System (ICS) under the National Incident Management System (NIMS) during planned events, on-site drills, treatment emergencies, represented- labor strikes, uncontrolled spill or chemical release events, natural disasters, security breaks or acts of terrorism.

Serves as the PWD designated State Certified Operator of Record in-responsible-charge of the water or wastewater plant; Approves process treatment Standard Operational Procedures (SOPs), administers the process to review and update SOPs, develops and implements site security and safety plans/procedures, develops site Emergency Response & Evacuation Plan; provides first and immediate point of contact in communications with regulatory agencies and in compliance with emergency response protocols and PA DEP Public Notification Regulations.

           Represents the facility at community meetings, provides tours and interviews to community media, elected officials and visiting agency officials.

             Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•           environmental engineering principles and practices in the area of specialization

•           water pollution control and water treatment plant operations, processes, design, facilities and equipment for Plant Operations specialty

•           current federal and state rules, regulations and standards applicable to the area of specialization

•           management principles and practices

·                      physical and natural sciences as related to chemical and physical processes used in the treatment of wastewater in a water pollution control plant if required by work assignment.

·                      engineering computer systems including process control systems, data communications and related software.

•           industrial waste control laws, practices and procedures applicable to the area of specialization

           engineering research practices and techniques

             sludge management practices and procedures

•           water and wastewater conveyance systems and related maintenance systems

•           the principles and practices of budget and personnel administration pertaining to a water utility

•           administrative principles and practices

•           the principles and practices of labor and employee relations involving a large and diversified labor force

 

ABILITY TO:

 

•           conduct and direct engineering research for capital projects from the proposal evaluations through project implementation

               develop program and operational protocols to comply with applicable laws and regulations

•           direct professional, technical and operational personnel through subordinate supervisors as required by assignment

•           prepare comprehensive engineering, administrative and operational oral and written reports

•           establish and maintain effective working relationships with associates, consultants, government and regulatory agencies and the general public

              plan, organize, coordinate and evaluate the operations and staffing of a water treatment or water pollution control plant

              represent the department at conferences and meetings

              present ideas effectively, both orally and in writing

              maintain a Class A or Class E Operators license in the State of Pennsylvania and complete continuing education and certification requirements as regulated

 

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 3/21.)

 

EDUCATION:

 

            Completion of a bachelor's degree program at an accredited college or university with major course work in sanitary, environmental, civil, chemical, electrical or mechanical engineering.

 

AND

GENERAL EXPERIENCE:

 

            Four years of engineering experience.

 

AND

SPECIFIC EXPERIENCE:

 

            One year of environmental engineering experience as a Water Utility Assistant Manager at a water or wastewater treatment plant.

 

OR

 

            Four years of environmental engineering experience as an Environmental Engineer 3 at water or wastewater treatment plant.

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included the completion of a bachelor's degree program at an accredited college or university in an acceptable area of engineering as an educational minimum.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania at the time of appointment and during tenure of employment as a Water Utility Manager.

            Possession of a Class A and/or Class E license for Water and Wastewater Systems Operators issued by the Commonwealth of Pennsylvania Department of Environmental Protection at the time of appointment and maintenance of valid certification during tenure of employment as a Water Utility Manager.
