ENVIRONMENTAL ENGINEER 3
GENERAL DEFINITION
This is supervisory environmental engineering work, with responsibility for managing some aspect of a water engineering program either directly through subordinate engineers and engineering specialists, and/or indirectly, through a diverse staff of subordinate technical supervisors. Work involves establishing quality assurance methods and developing and revising operational procedures for sanitary, stormwater and water engineering programs. Ensuring compliance with legal and regulatory requirements and coordination of activities with other departmental and external governmental agencies are significant aspects of the work. An employee in this class works under the direction of a higher level engineering manager.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. Positions in this class must supervise Environmental Engineers and/or a multi-disciplined staff which includes some combination of supervisory-level technical, maintenance laboratory or operational personnel.
2. Positions must be located in the Water Department.

All Assignments
Directs the activities of subordinate engineers and/or technical, laboratory, operational and maintenance personnel engaged in performing some aspect of a water department program, such as water or wastewater treatment, plant operations, process control laboratory functions, industrial waste control, distribution system water quality, cross connection control/prevention, engineering planning and research, laboratory research, stormwater management, watershed management, climate change adaptation or source water protection.
Assigns programs, projects and tasks to subordinate engineers and/or technical, laboratory, operational or maintenance personnel; reviews reports prepared by subordinates; tours various sites and facilities to review subordinates' activities; develops goals and schedules for subordinates.
Prepares aspects of operating budget requests for program; selects subordinate personnel; initiates and reviews disciplinary actions;
Prepares recommendations of capital needs; proposes process changes, reviews and comments on design proposals from others, troubleshoot and start-up new installations; meets with other departmental managers to coordinate projects and activities; ensures compliance with consent decrees and other regulatory mandates.
Prepares reports for regulatory agencies and supervisory review.
Performs related work as required.
Plant Operations Assignment
Directs and/or participates in research projects to evaluate new treatment processes; reviews technical reports prepared by departmental units, engineering consultants, researchers, process control laboratory auditors and regulators; determines the feasibility of implementing new methods or automation practices to optimize process performance; makes recommendations regarding changes in plant design or processes; implements and evaluates treatment process design and operational modifications; coordinates capital project work with Construction, contractors, Design, and Plant Operations management, and project impacts on core treatment functions; participates in plant security assessments and the implementation of security enhancements; participates in administrative and financial analysis of department operations.
Directs, plans and coordinates the functions of a process control laboratory through a subordinate supervisor, a water quality monitoring program including water quality investigations, cross connection control/prevention and response to the public regarding water quality or water pollution in compliance with local, state and federal regulations.
Prepares water quality process control, operational and emergency notification procedures to comply with local, state and federal requirements.
Industrial Waste & Backflow Compliance Assignment
Supervises the monitoring and sampling of industrial waste discharged in the sewer system and the administration of a sewer surcharge program; supervises field investigations to determine sources of pollutants to the sewer system; supervises and implements programs to monitor pollutant loadings into water pollution control plants; supervises program to regulate industrial discharges to sewer system through preparation and enforcement of industrial permits; provides engineering, hazardous material response and process control supervision and guidance; supervises implementation of the PWD cross connection control program; supervises backflow compliance plan review activities; enforces backflow compliance regulations
Watersheds / Planning and Research Assignment
Supervises the engineering, planning, research, performance evaluation, design, and in some cases implementation, of stormwater management, watershed management, source water protection, and climate change adaptation and mitigation programs and projects; oversees engineering and service contracts related to stormwater management, watershed management and source water protection projects; oversees the analysis of data sets to inform improvements to processes and programs; oversees the development of internal tracking metrics to ensure adequate program performance and progress; recommends changes to regulations, policies and manuals for compliance and implementation of programs; coordinates with regulatory officials at various levels; develops external and internal reporting to inform on program progress; prepares watershed assessments; supervises water and wastewater treatment research projects; supervises the development of long-term planning for water and wastewater infrastructure; coordinates with other departmental branches to facilitate scheduling and implementation of capital projects; supervises the development and running of computer modeling to simulate hydraulics, water and wastewater treatment processes, stormwater conveyance, and estuary hydrodynamics.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· environmental engineering principles and practices, including the principles and practices of biology and analytical water and wastewater chemistry.
· water pollution control and water treatment plant operations design, processes, equipment and facilities
· source water, stormwater, combined sewer system regulations
· integrated watershed management and watershed protection methods and practices including risk assessment techniques
· watershed infrastructure and resilient planning related to climate change adaptation

ABILITY TO:
· direct, supervise and coordinate the activities of a multi-disciplined staff, comprising engineers, technical, laboratory, operational and/or maintenance employees.
· evaluate and analyze existing engineering programs, systems, and processes to determine if objectives are being met and federal, state and local regulations are being adhered to.
· make sound engineering recommendations as a result of analytical studies.

EDUCATION
Completion of a bachelor's degree program at an accredited college or university with major course work in sanitary, civil, chemical, electrical, environmental or mechanical engineering.
AND
GENERAL EXPERIENCE
Two years of engineering experience.
AND
SPECIFIC EXPERIENCE
Two years of engineering experience at the full performance level in water or wastewater treatment plant operation, water resources planning and research, laboratory control functions, regulatory compliance, watershed management, source water protection, stormwater management, or industrial waste control.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included the completion of a bachelor's degree program at an accredited college or university in an acceptable area of engineering as an educational minimum, and the Specific Experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class, including eligibility as certified by a physician to participate in the department’s Emergency Response Teams, if required by work assignment.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Environmental Engineer 3 if required by work assignment.
Possession of a Commonwealth of Pennsylvania Department of Environmental Protection, State Board for Certification of Water and Wastewater Systems Operators Operator-in-Training status, or the possession of a Class A and/or Class E license for Water and Wastewater Systems Operators, within two years of appointment and during tenure of employment, if required by work assignment.
