ENVIRONMENTAL ENGINEER 2

(Sanitary)
GENERAL DEFINITION
This is environmental engineering work at the full performance level, conducting studies and evaluating methods to determine and improve the effectiveness of water quality and treatment or the management of air hazards. Employees in the Sanitary specialty are responsible for evaluating and making recommendations to improve the efficiency of water or wastewater treatment methods or minimizing the effects of urbanization on receiving streams or the impact of stormwater and combined sewer discharges on receiving water bodies. Employees in the Air Management specialty are responsible for evaluating envirnomental health hazards such as air or noise pollution sources, sources of radiation and other pollutant emissions and making recommendations to minimize hazards and ensure compliance with environmental regulations. Employees in this class perform a variety of complex and difficult engineering assignments which requires a broad application of engineering principles and practices. Work is performed under the supervision of a technical superior.

Both Specialties
Performs assigned research; prepares reports on observations and evaluation of findings; estimates extent of problems; presents research results to superiors for their evaluation; reviews technical literature; determines the feasibility of introducing new techniques into existing programs or processes; evaluates laboratory test results; determines compliance with environmental standards and regulations; meets with external agencies and community groups to advise them of departmental programs and policies, may serve as lead worker on a project basis.
Performs related work as required.
AIR MANAGEMENT SPECIALTY
Surveys industrial plants and other establishments to observe processes and equipment; investigates environmental hazards to determine extent of problems, determines level of emissions, chemical and air pollution; recommends further tests; directs source sampling procedures.
Reviews plans of pertinent architectural features of industrial equipment and control devices; instructs submitter to make necessary changes.
Meets with company officials to explain results of survey; explains necessity and describes methods of controlling emissions; reviews and approves control measures; reviews and approves or disapproves permit applications, blueprints and designs of plan layout and equipment to assure compliance with standards and regulations.
SANITARY SPECIALTY
Recommends changes in treatment processes based on results of laboratory tests; coordinates laboratory analyses with operational activities to ensure that optimum effectiveness is achieved by treatment process; makes operations changes as appropriate.
Evaluates effects of industrial wastes on water and wastewater treatment operations; visits industrial installations to inspect their processes and evaluate wastes; assesses need for waste pretreatment; assesses impact of urbanization on receiving streams and stormwater and sewer discharge impact on receiving water bodies.
Meets with administrative and technical plant personnel to discuss the need for waste pretreatment; develops and assists in the implementation of methods to pretreat waste; reviews and recommends approval or disapproval of applications for new industrial or commercial sewer connections.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 11/13.)
EDUCATION:
Completion of a bachelor’s degree program at an accredited college or university with major course work in chemical, civil or environmental engineering.
AND
GENERAL EXPERIENCE:
One year of engineering experience in the area of specialization.
AND
SPECIFIC EXPERIENCE:
One year of intermediate level engineering experience in the area of specialization.

A bachelor’s degree in an acceptable area of engineering and registration as a Professional Engineer, or completion of a master’s degree in an acceptable area of engineering, will be considered equivalent to the one-year intermediate level experience requirement.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
