This is supervisory environmental engineering work directing the activities of a staff of engineers in the City's Air Management Program. Employees in this class supervise engineers engaged in investigating sources of air pollution and performing emission and air quality analysis to determine compliance with state and federal air pollution control laws and regulations.

Work involves establishing quality assurance methods and developing and revising operational procedures for air pollution control programs. Conferences with governmental and industrial representatives in order to secure agreement to compliance schedules and resolve complex air pollution control and compliance problems is of major significance to the work. Work is performed under the direction of a higher level engineer.

ALLOCATING FACTORS:(The following conditions must be met for a position to be approved for this class.)

• Positions must supervise a staff of engineers engaged in performing emission and air quality analysis and/or conducting industrial plant surveys to determine levels of pollutant emissions.
• Positions must perform the work in the Air Management Services Division of the Health Department.

• Develops procedures for, and oversees the work of engineering subordinates engaged in conducting industrial plant surveys of pollutant emissions, reviewing permit applications, emissions control plans, and structural plans to inhibit new pollutant sources, measuring pollutants in the air, and implementing air quality standards; trains subordinates in operational procedures; accompanies subordinates on site surveys of complex or problem sources; reviews and approves recommendations.
• Develops operational procedures for assigned air pollution control programs; makes revisions or exceptions to those procedures as necessitated by field conditions, new equipment or instruments, and new or revised air quality standards and regulations; sets daily operational priorities for staff; prepares progress reports on unit's activities.
• Confers with plant representatives, officials from other jurisdictions, manufacturers, and other affected parties to resolve a variety of situations such as compliance schedules, proposed legislation, air pollution emergencies, or legal action; may represent the division at conferences; may speak before private and public groups; may testify in legal proceedings; prepares reports on conferences and meetings.
• Prepares grant proposals; ensures that staff maintains activity data in accordance with grant requirements; participates in departmental committees.
• Performs related work as required.

KNOWLEDGE OF:

• engineering theory, principles and practices as applied to air pollution control.
• commercial and industrial processes as they relate to the emission of air borne pollutants, and of the design, construction and operation of the most commonly used air pollution control devices.
• the laws and regulations applicable to air pollution control.
• engineering mathematics used in environmental engineering.
• the uses and capabilities of computers for environmental engineering applications.

ABILITY TO:

• supervise the work of engineering and technical subordinates engaged in field and projects.

EDUCATION:

• Completion of a bachelor's degree program at an accredited college or university with major course work in chemical, civil, electrical, environmental, mechanical, or sanitary engineering.

AND

GENERAL EXPERIENCE:

• Two years of engineering experience in air management work.

AND

SPECIFIC EXPERIENCE:

• Two years of air management engineering experience at the full performance level.

Or any equivalent combination of acceptable education and experience which shall have included completion of a bachelor's degree program in an acceptable area of engineering as an educational minimum.

PHYSICAL AND MEDICAL REQUIREMENTS

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

• Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Air Management Engineering Supervisor if required by work assignment.
