This is project management work directing the implementation of engineering design and construction phases of the City's airports' public works projects. An employee in this class is responsible for all project-related administrative requirements and serves as project manager for successive design and construction projects of considerable diversity and complexity, including but not limited to roadways, runways, taxiways, ramps and buildings. An employee in this class directs the activities of a staff that may be composed of engineering and/or architectural personnel with technical support staff and outside contractors and consultants. This class is differentiated from other related classes by project management responsibility for both engineering and/or architectural design and construction project components. Work is performed under the general direction of an administrative superior.

ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)

• The position must be assigned to the City's Division of Aviation.
• The position must be responsible for project management of successive engineering design and construction capital projects of considerable diversity, complexity, involving multiple engineering disciplines.

• Coordinates design and construction phases of the Airport's public works projects funded by both operating and capital funds; may assign and coordinate the design and construction activities of a multi-disciplined staff that may change from project to project; assigns and reviews the work of engineers, architects, consultants, contractors, and technical support staff; reviews designs, plans, specifications, contracts and documents for project feasibility, adherence to departmental requirements and standards, and compliance with federal, state and local regulations and mandates; makes recommendations, accordingly.
• Performs feasibility studies to determine the practicality of engineering projects; prepares environmental impact statements in accordance with federal, state and local regulations; reviews preliminary cost estimates for materials, supplies and labor; reports findings and makes recommendations; prepares budget estimates and justifications for projects; prepares original designs and specifications for more complex structures and facilities; makes field inspections to gather data; makes complex engineering calculations and prepares comprehensive and detailed plans and specifications; reviews qualifications and experience of consultants and makes recommendations; writes requests for proposals for consultant services in accordance with public procurement policies; reviews proposals for consultant services for completeness and adequacy; assigns portions of projects to subordinate engineers, architects and technical staff; reviews plans and specifications prepared by architects and outside design consultants; approves revisions to plans and specifications; may redesign plans; meets with consultants, architects and engineers to resolve design problems.
• Advances project design phase to the construction phase; reviews and approves shop drawings for compliance with the contract plans and specifications; reviews plans and specifications for construction projects prepared in-house and/or by outside consultants; determines if there are any utility or other obstructions which may interfere with the implementation of construction plans and specifications; confers with project design staff and/or design consultants to resolve problems and interpret specifications.
• Participates in pre-construction job meetings to review all aspects of construction requirements; identifies priorities for the completion of various aspects of the work; reviews sections of the plans and specifications that may present interpretation or construction problems; determines if contractors' proposals meet structural and safety requirements; reviews and approves cost breakdown for lump sum bids; reviews and approves all sub-contractors and materials supplies used by the primary contractor in carrying out the work; may use standard project management software package designed for use on a desk top computer.
• Assigns in-house or contracted inspection personnel to construction projects; reviews and approves design and construction schedules; coordinates design and construction activities with departmental personnel, public groups, and federal, state and local agencies to assure work progresses according to schedule, contract plans and specifications; confers with consultants and/or contractors on the interpretation of contract requirements; resolves engineering and architectural scheduling problems; reviews and approves changes during construction due to unforseen problems; oversees the implementation of changes; reviews coordination of prime contractors and resolves conflicts and delays in the construction schedule.
• Assigns in-house or contracted inspection personnel to construction projects; makes on- site inspections of construction while in progress and upon completion; reviews reports on construction prepared by subordinates; makes changes in contracts or plans to compensate for field conditions that do not affect engineering or design integrity of the project; stops work and confers with superior, subordinate inspectors, departmental design engineers and/or architects and outside consultants to resolve changes involving engineering and/or architectural design and structural integrity of the project; prepares change orders; makes final inspections of construction projects.
• Present testimony as expert witness to legislators, regulatory boards and commissions at the local, state and federal level.
• Performs related work as required.

• prepare and/or review and approve engineering designs, plans, specifications, contract documents, and cost estimates for pubic works projects based upon departmental standards and government regulations.
• manage the design phase of airport public works projects and advance them to the construction phase.

• apply engineering knowledge to the resolution of complex design and construction problems.

• evaluate alternative construction modifications for soundness of engineering features and economic feasibility and make sound recommendations.
• analyze construction and specification interpretation problems and to exercise sound judgment in their resolutions.
• analyze data and explain contract deviations to contractors and to resolve disputes firmly and tactfully.

• review and analyze contractors' proposed work schedules prepared either by conventional or Critical Path method of scheduling and plotting.
• communicate effectively both orally and in writing.
• establish and maintain effective working relationships with associates, contractors, consultants, utilities, governmental agencies, other departments and the public.

EDUCATION

• Completion of a bachelor's degree program at an accredited college or university with major coursework in engineering.

  AND
  GENERAL EXPERIENCE
  

• Three years of engineering experience in the design or construction phases of public works projects.

  AND
  SPECIFIC EXPERIENCE
  

• Two years of the above experience which has been above the full performance level in the area of airport engineering.

Or any equivalent combination of acceptable training and experience which has included completion of a bachelor's degree program in an acceptable area of engineering, as an educational minimum.

PHYSICAL AND MEDICAL REQUIREMENTS

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
