GRADUATE CIVIL ENGINEER

 

GENERAL DEFINITION

 

          This is beginning level civil engineering work.  Employees in this class perform assignments of limited but increasing scope and complexity, which are intended to develop the knowledge and abilities of the engineer.

          Assignments require evaluative thinking and are carried out in accordance with standard engineering practices general work instruction.  Completed work is used as a basis by others to further engineering projects. Work is performed under the supervision of a higher-level engineer.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

          Prepares sketches, drawings and designs, plans and specifications of the less complex structural components; makes cost estimates of small design projects and phases of larger ones; reviews shop drawings for conformance to designs and specifications.

          Makes studies of hydraulic flow on surfaces and through pipes; computes rate and direction of flow; computes pipe sizes and routes.

          Conducts inspections and surveys regarding component parts or limited phases of construction projects.

          Attends training sessions; reads textbooks, manuals and previous records and reports of departmental divisions concerned.

          Prepares periodic reports of field conditions and work progress.

          Compiles a variety of technical data relative to the completion of assigned projects.

          May participate in projects involving the use of computer for engineering applications.

          Gains experience and proficiency toward the journeyman level.

          Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•         the principles, practices and techniques of engineering as applied to civil engineering

•         engineering mathematics and mathematical tables used in engineering work

 

ABILITY TO:

 

•         make engineering computations

•         make sketches and engineering drawings

•         interpret and check design details, estimates, engineering plans and specifications for accuracy of engineering details

•         express ideas effectively, both orally and in writing

•         establish and maintain effective working relationships with associates, contractors and the general public

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/23.)

 

EDUCATION:

 

          Completion of a bachelor's degree program at an accredited college or university, with major course work in civil, hydraulic, environmental, structural or architectural engineering.

 

OR

 

For Construction unit positions only in Streets Department or Licenses and Inspections Department only:

 

Completion of bachelor’s degree program from an accredited college or university in construction management, engineering technology, civil, hydraulic, sanitary, structural or architectural engineering.

OR

 

          Any equivalent combination of education that has included completion of a bachelor's degree program in an acceptable area of engineering as an educational minimum.

 

NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions.  In accordance with Civil Service Regulation 11.032 - Selective Factor Certification – the appointing authority may request certification of eligible candidates with the specified education and/or training to fill specific positions in this class. Certification to fill such position will be made from the two highest ranking eligible candidates on the eligible list who possess the specified qualification.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

          Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment as a Graduate Civil Engineer if required by work assignment.
