INDUSTRIAL WASTE CONTROL TECHNICIAN 2

GENERAL DEFINITION

This is environmental inspection and compliance work at the full performance level participating in a wide range of toxic pollutant control activities. Employees participate in the enforcement of federal and local pretreatment regulations as they apply to industrial waste discharges into the City's sewer system, worker exposure to toxic substances in the work place environment and groundwater pollution as it relates to the storage of hazardous substances and fuels. Significant to the work is the technical expertise the employees render when responding with police, fire or state and federal officials to an emergency situation that involves hazardous materials. Work involves exposure to hazardous substances and hazardous manufacturing operations. Employees in this class report to a technical supervisor.

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

1. Employees must perform environmental inspection and compliance work at the full performance level.

2. Positions must be located in the Water Department.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

Enforces federal and local pretreatment programs to protect the City's water distribution and wastewater treatment systems; traces hazardous or toxic substances to their points of origin; inspects industrial facilities, drainage systems, and other spill sites where potentially hazardous or toxic materials are located; samples, handles and conveys these materials to department laboratories or safe storage sites; initiates remedial action to control and contain hazardous or toxic materials; determines and recommends measures to contain, clean-up, correct or prevent further spill or discharges; oversees contracted clean-up or waste removal operations; notifies violators of leakages or spills and estimates the cost of clean-up, operations and repair of damages to City equipment and facilities; determines penalties for violations; negotiates with violators for payment of penalties and corrective action to assume clean-up and repair costs; acts as designated representative of the Environmental Protection Agency during the clean-up of pollutant materials ordered by the EPA.

Provides technical expertise on PCB and transformer fires to the Fire Department as part of emergency response during the work day and after hours; inspects the sites of fires and the resultant runoff; evaluates situation to determine the impact of runoff on creeks and rivers; evaluates plant processes and chemicals used in assessing the effect; moves PCB or PCB contaminated apparatus; monitors record of compliance; drafts specifications for retrofit and disposal of contaminated transformers and arranges for their disposal.

Monitors streams, rivers, and the City's storm system in the detection of hazardous pollutants from industrial, commercial and other sources; identifies all instances of non-regulatory compliance with federal, state and local pretreatment laws; enforces federal, state, and local stormwater regulations in the abatement of such discharges; negotiates and monitors compliance schedules; testifies in court concerning civil and criminal cases involving violation of pollution statutes.

Participates in the Water Department's radionuclide, mercury and asbestos and other hazardous waste abatement programs; conducts the asbestos inventory of Water Department buildings and then samples for materials testing; participates in asbestos material removal; reviews contract specifications to be advertised and bid; inspects the final work and files reports with the EPA, DER, Bureau of Labor and Industry and Air Management Services; removes asbestos on emergency basis and supervises contractors in the cleanup of work sites for employee reoccupancy.

Inspects and monitors underground storage tanks (UST) containing motor fuels, heating oils, and hazardous chemicals stores and in use by the Department for compliance with federal, state and local regulations; prepares and maintains records to comply with UST laws; provides state registration for each task annually; provides technical expertise necessary to undertake and evaluate such testing as needed to comply with law.

Interprets and manages the data for pretreatment surcharge, township billing, and the stormwater pollutant abatement programs; sets up databases, worksheets, and format reports, and transfers data using personal computers, lap top computers, and fax links; applies highly complex and sophisticated monitoring and on-line process type of analytical equipment at local industries and the department work environment; calibrates and maintains such equipment; arranges for electronic transfers of data in alarm situations.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES

KNOWLEDGE OF:

• federal, state and local regulations as they apply to the control of toxic substances in the environment

• sanitary engineering principles and practices as they apply to wastewater control

• regulations, ordinances, codes and plumbing practices as they apply to industrial and domestic wastewater control

• the means of installation and the operation and maintenance of sampling and monitoring equipment including gas chromatography used in industrial wastewater control

• the safety measures and precautions to be used while working around toxic and flammable substances

• the techniques and practices used in controlling and removing spills of pollutant materials

• manufacturing operations for food processing, organic chemical, metal finishing, iron and steel and abatement methods used to control process water and chemical discharges

• mathematics such as algebra, trigonometry, geometry and calculus commonly used in sanitary engineering applications

• personal computers and spread sheets

• practices related to the transport, storage, preheating and bi-product discharges of heating fuels and hazardous substances

SKILL IN:

• negotiating with commercial and industrial executives to bring about compliance with City and EPA pollution control regulations

ABILITY TO:

• read and interpret plans, blueprints, maps and written regulations

• recognize deviations from regulations, ordinances and codes for industrial wastewater control

• explain violations and the means to achieve compliance

• communicate effectively both orally and in writing

• establish and maintain effective working relationships with associates, the public, industry representatives and suburban officials

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/24.)

EDUCATION:

Completion of a bachelor's degree program at an accredited college or university with major course work in environmental or biological science, chemistry, biology, chemical, environmental, civil, or sanitary engineering or engineering technology.

NOTE: Completion of an industry recognized certification or additional experience may substitute for the education requirement on a year for year basis.

AND

GENERAL EXPERIENCE:

Two years of experience inspecting industrial sites for conformance to water pollution control and abatement regulations.

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.

PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Industrial Waste Control Technician II.
