INDUSTRIAL WASTE CONTROL TECHNICIAN 1

 

GENERAL DEFINITION

 

          This is environmental inspection and compliance work of limited scope and complexity learning the application of a wide range of toxic pollutant control activities.  Employees in this class assist in the enforcement of federal and local pretreatment regulations as they apply to industrial waste discharges into the City's sewer system, worker exposure to toxic substances in the work place environment and groundwater pollution as it relates to the storage of hazardous substances and fuels.  Responding with police, fire or state and federal officials to emergency situations involving hazardous substances is a significant aspect of the work.  Work involves exposure to hazardous substances and manufacturing operations.  Employees in this class report to a technical supervisor.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

1.       Positions in this class must perform limited scope environmental inspection and compliance work learning the application of a wide range of toxic pollution control activities.

2.       Positions must be located in the Water Department.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

          Receives training in the methods, techniques and principles of environmental inspection and compliance work; participates in a wide range of toxic pollution control activities; learns to enforce federal and local pretreatment regulations as they apply to industrial waste discharges into the City's sewer system, worker exposure to toxic substances in the workplace environment and groundwater pollution as it relates to the storage of hazardous substances and fuels; traces hazardous or toxic substances to their points of origin; inspects industrial facilities, drainage systems and other spill sites where potentially hazardous or toxic materials are located; samples, handles and conveys these materials to department laboratories or safe storage sites; participates in containing and controlling hazardous or toxic materials; oversees contracted clean-up or waste removal operations; notifies violators of leakages or spills and estimates the cost of clean-up and repair of damages; participates in negotiations with violators to assume clean-up and repair costs.

          Participates in the emergency response during the work day and after hours with the Fire Department on PCB and transformer fires; inspects the sites of fires and resultant runoff; evaluates conditions to determine impact of runoff on creeks and rivers; moves PCB or PCB contaminated apparatus; drafts specification for retrofit and disposal of contaminated transformers.

          Monitors streams, rivers and the City's storm water system in the detection of hazardous pollutants from industrial, commercial and other sources; documents all instances of non-regulatory compliance with federal, state and local pretreatment laws; enforces federal, state and local pretreatment laws; enforces federal, state and local stormwater regulations in the abatement of such discharges; participates in the negotiation and monitoring of compliance schedules; testifies in court concerning civil and criminal cases.

          Participates in the conduct of the Water Department's radionuclide, mercury and asbestos hazardous waste abatement program; assists in the conduct of the asbestos inventory of the Water Department's buildings and samples for materials testing; participates in the asbestos material removal process; oversees contractors in the cleanup of work sites; participates in the review of contract specifications to be advertised and bid; inspects completed work and files reports with the EPA, DER, Bureau of Labor and Industry and AMS.

          Assists in the inspection and monitoring of underground storage tanks (UST) containing motor fuels, heating oils and hazardous chemicals for conformance to federal, state and local regulations; prepares and maintains records to comply with UST laws; provides state registration for each tank annually; participates in the testing of underground tanks and evaluates such testing as needed to comply with the law.

          Receives training in the interpretation and management of the data for pretreatment surcharge, township billing and the stormwater pollutant abatement programs; sets up databases, worksheets, format reports and data transfer using personal computers, lap top computers and fax links; receives training in applying highly complex and sophisticated monitoring and on-line process type of analytical equipment at local industries and the departmental work environment; receives training to calculate and maintain such equipment; arranges for electronic transfers of data in alarm situations.

          Performs related work as required.

 

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•         federal, state and local regulations as they apply to the control of toxic substances in the environment

•         sanitary engineering principles and practices as they apply to wastewater control

•         basic mathematics such as algebra, trigonometry and geometry commonly used in sanitary engineering applications

 

 

ABILITY TO:

 

•         learn the regulations, ordinances, codes and plumbing practices as they apply to industrial wastewater control

•         learn the practices related to the transport, preheating and bi-product discharges of fuel

•         learn the safety measures and precautions to be used while working around toxic and flammable substances

•         learn the means of installation, operation and maintenance of sampling and monitoring equipment used in controlling and removing spills of pollutants

•         read and interpret plans, blueprints, maps, graphs and written regulations

•         communicate effectively both orally and in writing

•         establish and maintain effective working relationships with associates, the public, industry representatives and suburban officials

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/24.)

 

EDUCATION:

 

 

          Completion of a bachelor's degree at an accredited college or university with major course work in environmental or biological science, chemistry, biology, chemical, environmental, civil, or sanitary engineering or engineering technology.

 

NOTE: Completion of an industry recognized certification or additional experience may substitute for the education requirement on a year for year basis.

 

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

          Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as an Industrial Waste Control Technician 1.
