STREETS TECHNICAL SERVICES MANAGER

GENERAL DEFINITION

This is specialized, management level civil engineering technician work.  The employee in this class is responsible for directing a variety of street, highway and traffic improvement programs and projects through subordinate supervisors and technicians. The employee is responsible for directing the review and evaluation of permit applications for street and sidewalk closures related to construction or demolition, directing review and analysis of the effect on traffic of proposed construction and maintenance projects, and directing the shop and field activities of a city-wide program for the fabrication, installation and maintenance of traffic signs and signals. The employee is responsible authorizing and enforcing occupancies over, on, and under public rights-of-way within the City. The employee is supervised by a supervisory level traffic engineer.

ALLOCATING FACTORS: The following conditions must be met for a position to be allocated to this class.

1. The position in this class must direct a variety street, highway and traffic improvement programs and projects through subordinate supervisors and technicians.
2. Only one position will be allocated to the class.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

            Directs and participates in the review and evaluation of permit applications for street and sidewalk closures related to construction or demolition; assigns applications to be reviewed by staff members; directs and participates in the analysis of  permit requests to determine necessity, feasibility, and the effect of closures; ensures that requests are within the guidelines of the Philadelphia code; meets with City officials and representatives of various utilities to review and evaluate applications to open city streets to install or remove electric or telephone lines, storage facilities and water and sewer pipes; authorizes and enforces occupancies over, on, and under public rights-of-way within the City; coordinates the paving and repaving of streets;  participates in determining space allocation for underground installations; prepares ordinances to be submitted to City Council for requests determined to be acceptable; prepares and presents testimony before City Council.

            Directs the review and analysis of plans prepared by various city departments and agencies, elected officials, the general public, community groups, vendors, consultants and developers for any construction activity that could affect traffic; ensures safe pedestrian and vehicular movement through existing or proposed work zones; directs and participates in the review of proposed Maintenance Protection of Traffic (MPT) plans;  provides consultants and other interested parties with information on traffic in and around the site, including the amount of traffic expected and hours when streets can be closed; attends pre-bid and pre-construction meetings to answer questions involving traffic flow during construction; prepares detours and other traffic control changes to accommodate construction projects; determines proper alternate routes; notifies City departments, outside agencies and the general public of changes in street traffic patterns.

            Directs, through a subordinate manager, the shop and field of a city-wide program for the fabrication, installation and maintenance of traffic signs and relamping of traffic signals; directs the fabrication and installation of all traffic control devices within work zones encroaching on the public right of way, including temporary placement of regulatory signs, advisory signs, pavement markings and temporary traffic signals; directs. through a subordinate manager and supervisors, the work of a number of crews of stores, labor and trades employees painting,  fabricating, erecting and installing traffic signs, ordering, stocking and dispensing of materials used in traffic sign and signal operations, and replacing traffic bulbs and lenses and cleaning of signals; assigns priorities; discusses progress and quality of work with subordinate managers and supervisors; inspects shop and field work as needed; approves requisitions for supplies and equipment.

            Represents the Streets Department on a variety of standing committees including the Sports Complex Traffic and Parking Task Force and at community meetings; provides advice to the committees and community groups on traffic control techniques, such as updating existing control devices, utilization of unused portions of roadways, and creating designated pedestrian crosswalks; insures that task force recommendations are implemented; participates in the Streets Department Committee of Highway Supervisors; responds to requests and complaints from the general public, city agencies, city council, elected officials, consultants and developers to install new and to modify and upgrade existing traffic control devices; prepares revisions to existing permits to insure proper enforcement; inspects, personally or through staff, work zones for adherence to proper traffic standards; responds to emergencies on a round the clock basis; responds to inquiries from Streets Department managers and city officials.

Directs staff in reviewing and routing plumber ditch street opening permit requests and block party permits for effect on traffic flow; directs staff in processing violation notices, billing, and maintaining, and distributing a notification list of all registered underground facility owners in the city.

Assigns and directs the work of contractors assigned for snow removal to a specific district within the City; participates in snow removal operations as required.

            May present testimony in court and depositions.

Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE OF:

· Civil engineering technology related to the assignment

· City of Philadelphia traffic and highway engineering standards related to the assignment

• Philadelphia code as related to the assignment
• City, State and Federal laws and regulations related to the assignment

· Federal Highway Association (FHWA) manuals on uniform traffic control devices, and highway capacity

• Departmental principles and practices governing the issuance of street opening and occupancy permits.
• Urban traffic principles and practices.
• Mathematics as required by assignment
• City ordinance preparation and revision
• Personal computer software packages as required by the assignment
• The principles and practices involved in directing the installation, fabrication, maintenance and repair of traffic signs.
• Supervisory methods and techniques.

ABILITY TO:

• Evaluate the effect of street closures, construction and other activities on traffic flow and control, and the condition of streets.
• Review and analyze permit applications and plans, and prepare technical and, accurate responses to applicants.
• Prepare ordinances related to street permit issuance.
• Develop and present testimony before City Council.
• Prepare, read, and interpret technical plans, layouts, charts, diagrams, schematics, maps, specifications, estimates and field inspection reports.
• Graphically represent items in the correct relative position on diagrams, plans and sketches.
• Gather, compile, and analyze data required to complete assignments
• Supervise a staff of technical and labor and trades employees.
• Coordinate street improvement projects with public utilities, the public and other governmental agencies.
• Present ideas effectively, both orally and in writing.
• Establish and maintain effective working relationships with associates, contractors, representatives of business and governmental agencies, and the public.
• Use computer software packages related to the assignment.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/15.)

EDUCATION:

Education equivalent to completion of a two-year program at an accredited college or university, with major course work in building construction technology, architectural design, or civil, electrical, electronic engineering or engineering technology.

AND

GENERAL EXPERIENCE:

Three year of experience performing urban traffic street improvement projects or civil engineering technician experience in the City's street improvement program.

AND

SPECIFIC EXPERIENCE:

Two years of experience directing permit issuance and coordination activities related to the use and improvement of the City's streets and sub-surfaces, or the maintenance of pedestrian and traffic flow around construction sites.

OR

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.

NOTE:

Possession of the Construction Management Certificate issued by the City of Philadelphia demonstrating successful completion of the Street’s Department 10-course Construction Management Certificate Program and one additional year of general experience satisfies the minimum education requirement.

PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND CERTIFICATES

Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment.
