GENERAL DEFINITION
This is administrative and technical work, directing permit issuance and contract administration and coordination activities relative to the use and improvement of the City's streets and sub-surfaces, or the maintenance of pedestrian and traffic flow around construction sites. Employees in this class are responsible for controlling, authorizing and enforcing occupancies over, on, and under public rights-of-way within the City, coordinating the paving and repaving of streets which includes planning schedules for bids, and reviewing qualifications of bidders or analyzing, investigating and implementing contract specifications for highway reconstruction, transit facilities and other construction that may affect traffic flow. Work includes supervision of a small staff of technical and clerical employees. Contact with government officials, representatives of utility companies and private citizens is a significant aspect of the work. Work is performed under the direction of a technical superior.
ALLOCATING FACTORS: (The following condition must be met for a position to be allocated to this class.)
1. The position must direct permit issuance and/or contract administration and coordination activities relating to street renovation projects, street permit issuance or street improvement or maintenance of pedestrian and traffic flow.
2. The position must supervise a staff of technical and clerical employees engaged in the preliminary aspects of street and sub-surface improvement projects or the maintenance of pedestrian and traffic flow around construction sites.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
CONTRACTS ASSIGNMENTS
Receives notices of street improvement proposals; supervises the preparation of specifications including itemized labor and material cost estimates; plans and schedules for bids to be received and opened; reviews qualifications of bidders; computes costs to property owners and the City; reviews contractors' insurance submissions for compliance with City specification requirements, and tracks progress through the notice to proceed stage; computes and recommends contract cost overrun limits; applies standard percentage to bidder contract amounts; places proper account codes on bid tabulation sheet.
Supervises the preparation and maintenance of tracings including the use of computer-aided design, showing the location of all underground structures and utility locations below city streets; uses computer-aided design system to produce design plans for bid proposals.
Monitors contracts in the pre-construction stage for Minority Business Enterprise Council; provides forms to MBEC requesting contract information from prospective bidders; receives completed forms and determines percentages of work to be performed by minorities or women.
Confers with representatives of utility companies, the State Department of Transportation, SEPTA, and other government agencies to coordinate street improvement projects; determines that work scheduled by utility companies will not interfere with street paving or repaving; secures releases from utilities; meets with Pennsylvania Department of Transportation officials to apply for liquid fuels tax funds and provide evidence of advertisement, bid tabulation sheet completion, contractor's comprehensive liability, workmen's compensation, and labor and material bonding; informs PENNDOT of newly completed streets, their locations and distances.
PERMITS ASSIGNMENT
Directs and participates in the review and evaluation of permit applications for street and sidewalk closures related to construction or demolition; determines necessity of permit requests and the effect of closures; ensures that requests are within the guidelines of the Philadelphia code; analyzes permit requests to determine if requests are feasible; prepares ordinances to be submitted to City Council for requests determined to be acceptable; assigns applications to be reviewed by staff members; prepares and presents testimony before City Council.
Attends and participates in meetings with City officials and representatives of various utilities to act on applications to open city streets in order to install or remove underground structures such as gas, electric or telephone lines, storage facilities and water and sewer pipes; participates in determining space allocation for underground installations; serves as Secretary of the Committee of Supervisors.
Handles matters involving sidewalk encroachments, arranging for violation notices and/or removal and billing where necessary; directs staff in updating, maintaining, and distributing a notification list of all registered underground facility owners in the city; receives and reviews plumber ditch street opening permit requests; directs staff in distributing ditch permits to appropriate highway districts; receives and reviews block party permits for effect on traffic flow; coordinates block party permits through the Managing Director's Office and Crises Intervention Networks.
Makes court appearances and gives depositions to street occupancies and permits.
TRAFFIC ASSIGNMENT
Reviews and analyzes plans prepared by engineering consultants, architects, city and state agencies and departments, for new expressways, highway reconstruction, transit facilities, sewer and water construction, construction of buildings, shopping centers, parking lots and other construction that could effect traffic; provides consultants and other interested parties with information on traffic in and around the site, including the amount of traffic expected and hours when streets can be closed; attends pre-bid and pre-construction meetings to answer questions involving traffic flow during construction; arranges for necessary special provisions for construction projects.
Reviews and prepares traffic maintenance specifications for all contracts involving any closure of pedestrian or vehicle traffic; prepares detours and other traffic control changes to accommodate construction projects; determines proper alternate routes; notifies City departments, outside agencies and the general public of changes in street traffic patterns.
Reviews requests for various types of permits to ensure that safety standards and City regulations are met; notifies the appropriate City agencies of any unusual conditions that require action such as the movement of overhead wires;
ALL ASSIGNMENTS
Reviews daily operation and recommends changes in procedures and/or workflow to improve efficiency and effectiveness; prepares general activities reports and special reports as required.
Confers with builders, architects, engineers, attorneys, and the general public to explain application procedures and requirements; assists, or directs staff to assist applicants in completing applications; directs applicants to consult with appropriate officials for resolution of technical problems.
Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/15.)
EDUCATION:
Completion of a two-year program at an approved technical institute, or an accredited college or university, with major course work in building construction technology, architectural design, or civil, electrical, electronic engineering or engineering technology.
GENERAL EXPERIENCE:
One year of experience performing urban traffic street improvement projects or civil engineering technician experience in the City's street improvement program.
AND
SPECIFIC EXPERIENCE:
Two years of full performance level engineering technician experience providing technical support for street and or traffic improvement projects or other comparable operational programs.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.
Possession of the Construction Management Certificate issued by the City of Philadelphia demonstrating successful completion of the Street’s Department 10-course Construction Management Certificate Program and one additional year of general experience satisfies the minimum education requirement.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
