CABLE TELEVISION ADMINISTRATOR
GENERAL DEFINITION
This is technical work directing the activities of a staff of cable area contract compliance managers and support personnel in the administration of the City's public cable television services program. The employee
in this class directs, through subordinate contract compliance managers, the operation of the City's public
television cable systems to insure compliance with franchise contracts for cable services to the public. Work
includes supervising the operation of the City's two municipal cable television channels and the regulation of
basic cable TV public services rates, cable usage and associated equipment. Reviewing the operation of active
cable television systems to insure that quality cable service is being provided is a significant aspect of the work.
Work is performed under the supervision of the Communications Division Director.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The position must direct cable franchise contract compliance for city-wide public cable services through
subordinate Cable Area Managers in the Communications Division of the Department of Public
Property.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Oversees and maintains all franchise agreement requirements including technical standards and customer
service regulations; accepts, compiles and reviews all public complaints and investigates special problems in
the field.
- Provides production services for the two City operated Government Access Channels including technical
services, operation of equipment, liaison with City Departments and City Council.
- Determines and applies Federal Communications Commission regulations to comply with rate regulation
of basic cable TV service, all associated equipment (converters, remote controls) and installation in one of the
franchise areas; reviews financial documents submitted by cable operators which support their rate structures;
analyzes them working with legal, accounting and consultant personnel to ascertain whether regulations have
been met.
- Directs the regulation of CATV franchise agreements, laws, ordinances, rules, regulations and policies
concerning cable television in the city; responds to questions about and makes interpretations of the legal,
technical, and consumer related aspects of these documents and policies to cable firm representatives, the
general public, property owners and others; responds to complaints from residents, property owners and others
concerning their rights under the Franchise and Federal Cable Act provisions within the department's
jurisdiction; ensures compliance with equal opportunity or affirmative action requirements or goals as required
by state, federal or local authorities.
- Acts as liaison with cable companies, contractors, and the general public concerning cable installation
and operation questions; meets with providers and the community to discuss and mediate resolutions of
installation or service problems; receives and analyzes rate change requests and makes recommendation
concerning them to departmental administrators.
- Directs the activities of the cable television unit and makes procedural or organizational changes as
necessary; establishes and ensures the execution of records maintenance and reporting systems concerning cable
and operation activities and related issues; provides supervisor with unit budget needs and cost estimates.
- Analyzes city cable operation and makes recommendations concerning city-wide cable policy changes;
meets with cable companies and contractors to discuss and develop contract provisions for system
improvements; ensures construction contracts meet city cable needs and comply with all relevant state, federal
and local laws, codes and regulations pertaining to cable installation and system operation; meets with and
discusses issues and problems pertaining to cable installation and operation with cable companies, contractors,
and the community.
- Meets with City officials to determine their government access cable systems needs; analyzes needs
assessment data to prepare a comprehensive and detailed City government access cable plan; presents plan for
approval to City administrators; participates in and/or supervises consultant system design process; directs
implementation and operation of government access channels; evaluates government access cable system
operations periodically; recommends equipment purchases and other improvements and advises the School
Board in development of its comprehensive cable system plan.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- administrative methods and practices, especially as they apply to engineering project planning and
construction.
- the methods and techniques of preparation and review of engineering contract documents and contract
management.
- the practices and techniques of engineering project construction review and inspection.
- the principles and practices of contract negotiation, administration, and control as they relate to cable
area franchise agreements.
- municipal ordinances, procedures and guidelines pertaining to contract preparation and processing.
ABILITY TO:
- evaluate service and construction scheduling proposals and make sound recommendations.
- interpret state, federal and local codes, laws and regulations concerning projects construction, franchise
agreements and cable system operation.
- establish and maintain effective working relationships with consultants, cable company representatives,
community representatives and governmental officials.
- supervise a staff of engineering, technical and clerical personnel.

- negotiate contract provisions with providers.
- develop reporting, quality control, and tracking systems for monitoring of contractual agreements.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the
minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 12/95.)
- Completion of a bachelor's degree program in civil, electrical or mechanical engineering.
GENERAL EXPERIENCE
- Two years of engineering experience.
SPECIFIC EXPERIENCE
- Three years of engineering experience which has been at the full performance level and involved either
performing contract compliance work for cable franchise agreements, directing the installation of television
cable for a geographically assigned area of a large municipality or designing, modifying designs of, or
overseeing the construction or installation of electronic or electrical engineering cable projects.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department which has included completion of a two-year program in an acceptable area of engineering or
engineering technology as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a
position in this class.
