GENERAL DEFINITION
This is technical fieldwork supervising others in the testing and inspection of construction materials or the civil, electrical, or mechanical phases of public works projects to assure that work performed by contractors and manufacturers complies with contracts, plans and specifications and meets current standards for work quality. An employee in this class may perform such work and/or direct contracted inspectors in such work, in the role of resident engineer for a large section or phase, such as a large contract package, of a major construction project. Supervising the inspection of several small public works construction projects, a major construction project, the production of materials and products at construction sites or manufacturing plants or supervising and performing testing of materials and products in the laboratory may be significant aspects of the work. An employee in this class assigned to work in the City Controller’s Office will inspect the work of other Construction Project Technicians in other departments. Work is performed under the direction of an engineering supervisor.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. The positions in this class must supervise lower-level technicians and/or inspectors performing testing and inspectional duties in their area of specialization. The position in the City Controllers Office must inspect the work of Construction Project Technicians in other departments.
2. The positions in this class must be responsible for ensuring contractors' or manufacturers' compliance with contractual or specification requirements.
3. The positions in this class must have authority to cease operations or reject manufacturers' products if contract compliance is not secured.

ALL SPECIALTIES
Plans, performs, assigns, and reviews the work of subordinates or contracted inspectors inspecting construction, reconstruction, rehabilitation and alteration projects in progress and on completion to insure compliance with approved plans, specifications and contract documents; advises the site inspectors on job procedures and technical problems and familiarizes them with special features of the work and special contract requirements; visits construction sites and reviews construction in progress to discuss and resolve problems and to make sure that the work is progressing on schedule and following plans and specifications; explains qualities and strength of materials, and placement of equipment to insure maximum safety.
Attends job meetings with contractors and other concerned parties before a project begins and again at specified times during the project to work out solutions to problems and interpret contract requirements; reviews plans and specifications to make sure that all departmental standards, regulations and requirements are being met; interprets specifications and contract documents and assists in establishing inspection priorities.
Enforces contractors' compliance with contract requirements; interprets specifications and contract requirements to resolve disputes between the site inspector and the contractor; stops the work if in-the-field corrections cannot be made and may approve minor changes in plans to meet field conditions; reinspects areas where complex and/or numerous violations were found to see that corrective actions have been taken.
Reviews and approves inspectors' records of progress of assigned projects; prepares progress and technical reports and correspondence; supervises the preparation of requisitions for payment, change orders, technical reports and correspondence.
May prepare drawings, specifications and cost estimates for minor construction projects.
Performs related work as required.
CIVIL SPECIALTY
Directs the inspection of brick work, carpentry, plumbing, roofing, paving, grading, concrete work, wall and column footings, foundation walls, floors, excavations and other specialized phases of construction projects for compliance with plans and specifications; may check plumbing, heating and ventilating equipment for proper installation; checks forms and reinforcing steel before pouring of concrete; checks grades of trenches to assure proper fall.
ELECTRICAL SPECIALTY
Directs the inspection and testing of the installation and correction of a variety of wiring cables, switch gears, transformers, metering devices, circuits, panels, relays, reactors, oil circuit breakers, insulators, switch activating equipment, lighting, receptacles, fan motors and others, and power substations; inspects conduits; duct banks, mounting and clearance for electrical components and brick work, concrete work, carpentry, grading, and structures which serve to support or protect electrical components; inspects grading and compaction of materials supporting electrical equipment or systems.
MECHANICAL SPECIALTY
Directs the inspection and testing of component parts of mechanical equipment such as high pressure water pumps and motors, valves, such as check and butterfly, automatic and manual gates, water main valve chamber and appurtenances, sludge pumps and collectors, conveyer systems, fans, incinerators, grit and screen ejectors, compressors, conveyor equipment and high speed overhead electric cranes and pneumatic and electronic control panels; reviews contractor's proposed sequence of installation; inspects and tests plumbing, HVAC and refrigeration systems.
MATERIALS TESTING SPECIALTY
Directs the performance of laboratory and field tests on materials and inspections of manufacturing, fabricating and quality control processes at manufacturing plants; determines testing or inspection procedures, strategies and schedules; identifies new testing or quality control methods; implements new testing protocols or develops manufacturing standards; establishes and maintains standard testing and reporting procedures and quality control programs in area of responsibility; directs or performs a variety of destructive and non-destructive tests on materials such as soils, metals and concrete at construction sites and manufacturing plants.
Rejects materials or products not in conformance with standards and specifications; recommends acceptance or disqualification of vendors; informs manufacturers, contractors or City officials when processes or materials fail to meet required specifications.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· the principles and practices used in testing and inspecting materials used in public works projects for conformance to plans, specifications and contract requirements, in the area of specialization
· the materials, methods, equipment and practices used in the manufacture, construction and alteration of public works structures and installations in the area of specialization
· the physical characteristics and approved testing methods of construction materials in the area of specialization
· mathematics necessary to calculate dimensions, and/or strength and variations of electrical and electronic currents, especially as it applies to the area of specialization.
· contractual practices relative to scheduling, and the preparation of contracts, building and material specifications

· hazards and safety precautions at construction sites, manufacturing plants and/or in the laboratory
ABILITY TO:
· plan, assign and supervise a group of technical and/or inspectional employees engaged in the inspection and testing of public works construction projects and materials for conformance to contract requirements, plans and specifications and the appropriate government regulations and ordinances.
· read and interpret plans, diagrams, blueprints, maps and specifications and to recognize deviations, improper or faulty construction and other hazardous conditions created during the construction or alteration process and to recommend corrective actions in the area of specialization
· determine the conformity of material quantities, and workmanship methods and quality with contract deviations
· enforce compliance with contract specifications, regulations and standards, and resolve disputes with contractors firmly and tactfully
· perform mathematical and algebraic calculations
· establish and maintain effective working relationships with associates, contractors, and others
· prepare concise and accurate reports
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. OPTION 1:
EDUCATION:
Completion of a two-year program with major course work in building construction technology, or civil engineering technology at a technical institute or two years at an accredited college or university with major course work in civil, mechanical or metallurgical materials engineering or architectural design.
Completion of a two-year program with major course work in electronic or electrical engineering technology at a technical institute or two years at an accredited college or university with major course work in electrical or electronic engineering.
MECHANICAL SPECIALTY
Completion of two years of study at an accredited college or university with major course work in mechanical engineering; or completion of a two-year program at a technical institute with major course work in mechanical engineering technology; or completion of a vocational program at an accredited technical institute with major course work in mechanical engineering technology.

EXPERIENCE:
Two years of experience at the full performance level as a Construction Projects Technician 2 or Construction Trades Inspector in the area of specialization.
OPTION 2:
ALL SPECIALTIES
EDUCATION:
Equivalent to completion of the twelfth school grade and a four-year accredited apprenticeship program through a recognized trade union in plumbing, electrical, HVAC, carpentry or other comparable technical building trade in the area of specialization.
AND
SPECIFIC EXPERIENCE:
Three years of experience at the full performance level performing inspections as a Construction Projects Technician 2 or Construction Trades Inspector in the area of specialization.
OPTION 3:
Possession of the Construction Management Certificate issued by the City of Philadelphia demonstrating successful completion of the Street’s Department 10-course Construction Management Certificate Program.
AND
GENERAL EXPERIENCE:
Two years of experience at the full-performance level in plumbing, electrical, HVAC, carpentry or other comparable technical building construction work.
AND
SPECIFIC EXPERIENCE:
Two years of experience at full-performance level performing inspections as a Construction Projects Technician 2 in the area of specialization.
OR
Any equivalent combination of training and experience that has included the completion of one year of post high school technical training at a technical institute or at an accredited college or university in the field of building construction technology, architectural design or civil or mechanical engineering technology, or completion of the City of Philadelphia’s Construction Management Certificate Program, as an educational minimum for the Civil specialty, or completion of one year of post high school technical training at a technical institute or at an accredited college or university in electrical or electronic engineering technology as an educational minimum for the Electrical or Electronic specialty.

PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Construction Projects Technician Supervisor if required by the work assignment.
