ENGINEERING PLANS DESIGN SUPERVISOR

• Conducts field surveys of proposed construction sites, building additions and renovations; determines area shape, size, elevations and contour; observes physical composition of soil and drainage patterns; performs calculations to determine exact location and dimensions of streets, drainage areas, elevations and street grades
• Supervises and participate with lower level technical personnel in the preparation and verification of reports, plans, layouts, specifications, deeds of dedication, design and scale drawings and cost estimates for a phase of a major, or an entire minor rehabilitation, alteration, construction, or maintenance project involving field or office investigations or for City Council ordinances relative to changes in the official city street plan; makes appropriate calculations and makes final checks of completed street plans involving mathematics and the rechecking of ordinances, specifications, report plans and district survey reports; prepares and revises working plans, drawings, computer generated drafts of streets and subdivision plans, maps, charts, and diagrams; fits new designs into adjacent sub-divisions. Analyzes proposed street plan designs to determine topography, drainage, traffic patterns, pedestrian requirements, and right of way; locates utility connections and verifies accessibility and determines utility problems; suggests the types of materials and methods to be used and develops the concepts of their utilization in order to make optimum use of area within aesthetic, budgetary and functional requirements; inspects construction work in progress for adherence to architectural/engineering standards and contract specifications.
• Represents City’s interest to the Pennsylvania Department of Transportation; supplies and familiarizes engineers or consultants with City procedures, ordinances and utilities.

• Maintains operating performance and user access and system availability for a CADD system in support of engineering and/or architectural design and drafting projects; schedules CADD projects, user time allotments and daily CADD activities; provides systems technical support to users; develops solutions to unique technical and application problems; performs first echelon maintenance on system software and hardware; interfaces with vendor technical representatives to resolve system problems; installs software and operating system enhancements to the CADD; develops and maintains a systems security program; performs daily, weekly and monthly system backup procedures for all project files; trains users in the procedures, capabilities and functions of the CADD system; maintains a records management system for system utilization and performance statistics; projects future use requirements in anticipation of necessary system modifications; interfaces with other departmental functional areas relative to CADD system activities; participates in the planning and development of the CADD system for anticipated expansion of capabilities; keeps abreast of technological developments in the CADD field.

KNOWLEDGE OF:

• principles, practices and techniques used in the interpretation and preparation of technical design drawings and plans, and in structural and detail drafting for assigned projects
• the basic theory of the design of structural steel and reinforced concrete, plumbing, HVAC, and/or electrical, mechanical and piping layout if required by work assignment
• engineering principles and practices used in the preparation of cost estimates and specifications
• surveying and engineering drafting as they relate to street design and land sub-division practices, for the Streets specialty
• higher mathematics, such as algebra and trigonometry and their applications to structural design and drafting projects, and the preparation of plans, diagrams, and specifications
• Mathematics and related engineering computations as they pertain to street design for the determination of alignment and grade, for the Streets specialty
• State and local laws relating to real estate conveyance and land title work, if required by work assignment
• Philadelphia Code as it relates to streets, sub-divisions and zoning areas, if required by work assignment
• the nomenclature, technical symbols, equipment and materials used in the preparation of engineering and/or architectural design drawings and plans
• the current uses and capabilities of computer applications related to automated design and drafting aids
• current technological developments in the field of computers relative to CADD systems
• one or more operating systems used in CADD computer systems
• the principles, practices and techniques of data base management related to the CADD system
• the procedures, methods and practices used in the application of computer aided design and drafting systems to specific designs and drafting assignments

EDUCATION

• Completion of a two year program at a technical institute, or an accredited college or university with major course work in building construction technology, architectural design, architectural technology, or civil, mechanical or electrical engineering technology.

GENERAL EXPERIENCE

GENERAL SPECIALTY

• Three years of experience performing architectural or engineering technical support activities in an engineering and/or architectural design and drafting environment.

STREETS SPECIALTY

• Four years of experience in surveying and/or related city street design.
AND


SPECIFIC EXPERIENCE

GENERAL SPECIALTY

• Two years of engineering technician experience at the full performance level or above, providing technical support for architectural or engineering design projects.

STREETS SPECIALTY

• Two years of experience supervising the work of two or more survey corps or as a Streets Plans Designer, computing and drafting plans for new and modified streets.

OR

Any equivalent combination of education and experience determined to be acceptable by the Personnel Department which has included the Specific Experience described above and the completion of at least one year of post high school training at an accredited technical institute, junior college, college or university in an acceptable area of architecture, engineering, or architectural or engineering technology.

PHYSICAL AND MEDICAL REQUIREMENTS

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

• Possession of or eligibility to obtain a valid motor vehicle operator’s license as issued by the state of Pennsylvania if required by work assignment.
